answer text <p>We are aware of reports that allege that a process of involuntary organ removal may be taking place in China, including suggestions that minority and religious groups are being specifically targeted. The UK Government fully supports the Declaration of Istanbul (May 2008), which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.</p><p>As the Foreign and Commonwealth Office Minister for Europe and the Americas, Sir Alan Duncan, stated in a Westminster Hall debate in October 2016: “Although I do not doubt the need to maintain close scrutiny of organ transplant practices in China, we believe that the evidence base is not sufficiently strong to substantiate claims about the systematic harvesting of organs from minority groups. Indeed, based on all the evidence available to us, we cannot conclude that this practice of “organ harvesting” is definitely happening in China.”</p><p>The World Health Organisation (WHO) collates global data on organ donations and works with China. The WHO view is that China is implementing an ethical, voluntary organ transplant system in accordance with international standards, although the WHO does have concerns about overall transparency.</p><p>We continue to review any new evidence that is presented to us.</p><p> </p>

In the absence of an explanation from the authorities we can only conclude that this move is politically motivated. This undermines Hong Kong’s freedom of speech and freedom of the press, both guaranteed by the Joint Declaration, and the Basic Law, and increases the pressure on the ‘One Country, Two Systems’ framework. We urge the Hong Kong authorities to reconsider this decision. Confidence in Hong Kong’s rights and freedoms is an essential component of its future success.” We have sought an explanation for the visa refusal from the Hong Kong authorities, but we have not received one.</p> more like this

answer text <p>As host of the 2018 Commonwealth Heads of Government Meeting in April, we ensured that equality issues were raised throughout the week, including at Head of Government and Foreign Minister Level. In her speech to Commonwealth Forums, the Prime Minister expressed regret that discriminatory legislation continues to affect the lives of people across the Commonwealth, criminalising same-sex relations and failing to protect women and girls. The Prime Minister was clear that the UK stands ready to support any Commonwealth member wanting to reform outdated legislation that makes such discrimination possible. We have since announced a £5.6m programme working with civil society organisations to support those countries who might wish to reform discriminatory legislation. As Chair-in-Office of the Commonwealth, the UK will continue to raise the importance of countering all forms of discrimination, including on the basis of gender and sexual orientation.</p> more like this

The freedom to hold and express views without censorship, intimidation or unnecessary restriction is a cornerstone of democracy. The arrest of Gulalai Ismail is a further worrying development against the backdrop of restrictions on fundamental rights in Pakistan.</p><p>We regularly raise at a senior level our concerns about the human rights situation with the Government of Pakistan, including on the freedom of expression. I discussed human rights in Pakistan with the Minister for Human Rights, Dr Shireen Mazari, in September 2018. The British Government continues to urge Pakistan to honour in full its human rights obligations.</p> more like this
