answer text <p>The department is keen for students not to be prevented from undertaking T level industry placements due to travel and subsistence costs.</p><p> </p><p>We are providing significant funding to help education providers to put in place the infrastructure needed to deliver high quality industry placements in preparation for T levels. This funding can be used to support the students’ travel and subsistence costs. In addition to this, providers are receiving additional discretionary bursary funding of just under £2.5 million in 2018-19 to support students’ access to industry placements and other associated costs. We have recently announced further funding for 2019-20.</p><p> </p><p>Where students are eligible to receive Further Education Free Meals, providers must make sure that students are provided with a meal on days when they are off-site as part of their study programme. This responsibility will apply to industry placements. We have also advised that employers may also support students with their travel and subsistence costs if they wish.</p>

answer text <p>We introduced our reforms to put quality at the heart of the apprenticeships programme and to increase employer investment and engagement in training their workforces for the future. We continue to keep apprenticeships policy under constant review through regular contact with employers, providers, apprentices, end-point assessment organisations, external quality assurance providers and the Institute for Apprenticeships (IfA).</p><p>As a result of this engagement, we have made changes to make sure that apprentice training and funding are accessible. These changes include increasing the amount of funds that levy-paying employers can transfer to other employers, from April 2019, from 10% to 25%. There are now over 380 apprenticeship standards approved in all sectors of the economy, and more are underway.</p><p>We are providing extra funding for the IfA to introduce new standards. We are also updating existing ones so that more courses can be offered, meaning that there will be more choice for those considering their training options. Employers can access quality training through one of the many providers on the Register of Apprenticeship Training Providers (RoATP). Following a review of the operation of the RoATP, we announced changes on 26 November which were designed to strengthen the application process and to raise the bar for entry.</p><p>As my right hon. Friend, the Chancellor of the Exchequer, announced in his speech during the budget in October, we are additionally seeking views from a range of employers on the impact of the apprenticeship levy to date and the operation of the levy after 2020. As part of this work, we are holding a number of roundtables across the country with a cross-section of employers and training providers.</p>

We are on track for the first three T levels to be taught from September 2020, and recently achieved a significant step towards this by publishing the invitation to tender for the development of the associated technical qualifications.</p><p> </p><p>The introduction of T levels in 2020 is purposely focused on a small number of T levels in a small number of education providers. We are working closely with these providers to ensure they have the support they need to meet the timetable. Over the coming months, we will continue to monitor progress by working closely with providers, employers and other delivery partners to ensure that we remain on track for teaching the first T levels in 2020.</p><p> </p><p>We have received eight bids from organisations that are keen to develop and deliver the technical qualifications for the T levels due to be introduced in September 2020. We have been in regular dialogue with awarding organisations, including through engagement events for potential suppliers and sharing of the draft invitation to tender.</p><p> </p><p>We are confident that the first T levels will be available from September 2020, and we will continue to keep our progress under constant review.</p><p> </p><p> </p><p> </p>

answer text <p>We have been clear that only those who have successfully completed all elements of the T level will be awarded a T level certificate. We have designed T levels as qualifications to be taught as composite programmes in which all of the components are important to employers. To maintain the integrity of T levels, we do not intend for the technical qualification to be separately certificated. answer text <p>We are implementing T levels in a measured roll-out, building from the first three in September 2020 to a total of 25 courses across the country by 2024. T levels will provide training for skilled occupations at level 3 where there is a substantial requirement for technical knowledge and practical skills. The Institute for Apprenticeships has published occupational maps, identifying these occupations.</p><p> </p><p>We want students to be able to access T levels regardless of where they live, but it will be for local providers to decide which courses to offer, taking into account local skills needs and demand from students. We are aware of the potential barriers that some students may face in accessing industry placements in rural areas and are working with the Department for the Environment, Food and Rural Affairs to consider how we can make sure that students who live in rural areas are not disadvantaged.</p><p> </p><p>Providers in receipt of Capacity and Delivery Fund allocations to support industry placements have also been allocated additional 16-19 Discretionary Bursary funding of just under £2.5 million to support students on their placements, for example, to help support their travel costs.</p><p> </p><p>We confirmed in the government response to the T level consultation that we would proceed with a review of level 3 qualifications to make sure that any qualifications funded alongside A levels and T levels are high quality, have a distinct purpose and lead to good outcomes. We will shortly release more information about this review.</p>
