answer text <p>The National Planning Policy Framework is clear that the purpose of the planning system is to contribute to achieving sustainable development, which includes the health, social and cultural well-being of local communities. The Framework:</p><ul><li>sets out that good design is indivisible from good planning and should contribute to making places better for people;</li><li>asks planners to work to create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, and give priority to pedestrian and cycle movements;</li><li>enables local communities, through the preparation of local and neighbourhood plans, to identify for special protection green or open areas of particular importance to them as Local Green Space; and</li><li>seeks to conserve and enhance the natural environment and reduce pollution.</li></ul><p>The Public Health Responsibility Deal embodies the Government's ambition for a more collaborative approach to tackling the challenges caused by lifestyle choices and so it is within this context that councils and communities can help to shape their places. <br><br></p>

answer text <p>This Government has taken a series of steps to save taxpayers' money and improve overall quality of the training provision.</p><p> </p><p>Civil Service Learning was established in April 2011 in response to a wide ranging review of the delivery of training across the Civil Service. The new model is delivering better value out of its investment in training, reducing duplication in procurement and making greater use of the external market to provide the training which the Civil Service requires.</p><p> </p><p>Budgets were £670,000 in 2011-12, £991,000 in 2012-13 and £930,000 in 2013-14. Outturn spending came in under budget, thanks to the efficiencies we have delivered.</p><p> </p><p>This budget compares to outturn spending of £2.1 million in 2008-09 and £2.3 million in 2009-10.</p><p> </p><p>I would also observe that my Department has reduced total staffing costs from £218 million a year in 2009-10 to £95 million in 2013-14.</p> more like this

As a consequence, no assessment has been made of the effect of refunding VAT for contracted out services on the (a) ability and (b) incentives for local authorities to (i) share software services and (ii) use off the shelf software and Cloud services.</p><p> </p><p>The independent Service Transformation Challenge Panel published their report on 26 November 2014, and noted that local public services have yet to take widespread advantage of digital technology to improve the costs and quality of their services or enable more connected communities. We will be responding to the report in due course.</p> more like this

answer text <p>The establishment of the House’s new Q&amp;A system for processing Parliamentary Questions overlapped with the introduction of a new IT system within DCLG, which covers correspondence and Freedom of Information requests as well as Parliamentary Questions. This uses an ‘off-the-shelf’ package; this involved considerably less cost than would have been the case with development of a bespoke system.</p><p> </p><p>Our system has been developed to enable electronic transfer of questions and answers between the two systems. Both systems offer some opportunities for speeding up processing and improved monitoring facilities. The most immediate impact of the introduction of the Q&amp;A system has been the ending of the need to subscribe to the daily House of Commons question feed service provided by The Stationary Office. This saves around £5,000 a year.</p><p> </p><p>The Department’s system has been in use since the beginning of September and work is continuing to develop its configuration to improve the way parliamentary questions are handled. When the new system has bedded in we will review processing arrangements to assess their effectiveness and explore whether further improvements can be made.</p><p> </p><p>It will be for the Procedure Committee to evaluate the effectiveness of the new system in improving performance when it assesses the evidence following the end of the session.</p>
