answer text <p>The Government is clear that freedom of the press is an absolute priority. That is why the Department for Digital, Culture, Media and Sport set up the National Committee for the Safety of Journalists last year which brings together representatives from government, journalism, policing, prosecution services and civil society. The Committee published its National Action Plan on 9 March 2021 - <a href="https://www.gov.uk/government/publications/national-action-plan-for-the-safety-of-journalists/national-action-plan-for-the-safety-of-journalists" target="_blank">National Action Plan for the Safety of Journalists - GOV.UK (www.gov.uk)</a>.</p><p>Following engagement with the police and others, we are introducing measures through the Police, Crime, Courts and Sentencing Bill to give the police the powers they need to manage highly disruptive protests that infringe on the rights of others to go about their daily business. How the police use their powers are operational matters for the police.</p>

answer text <p>The Government is clear that the police uplift is a once in a generation opportunity to increase the diversity of police officers in England and Wales. This includes increasing the proportion of female police officers and Black Asian and Minority Ethnic officers.</p><p> </p><p>The Home Secretary has been clear that the Uplift is a once in a generation opportunity to increase police diversity and chaired a detailed discussion with senior policing partners the National Policing Board on 3 March. Both the Home Secretary, and most recently the Minister for Policing and Crime have written to Police and Crime Commissioners and Chief Constables urging all forces take the opportunity presented by the Uplift to increase police diversity.</p><p> </p><p> </p><p>We are working hard to deliver the diverse police workforce that our communities need and through the Police Uplift Programme we are coordinating efforts between Government and policing to not only attract more diverse candidates into policing, but to ensure it’s a career where all recruits can thrive.</p><p> </p><p>Sharing best practice, engagement with staff associations, upskilling recruitment teams and enhanced data capture are just some of the efforts being made to support all forces to improve police diversity through Programme.</p>

answer text <p>We welcome the work which the National Police Chiefs’ Council did to host a problem-solving workshop in November to bring together representatives from the motor industry, policing and Government to discuss what can be done to tackle the theft of catalytic converters.</p><p>We are committed to providing funding to set up the National Infrastructure Crime Reduction Partnership, ensuring national co-ordination of policing and law enforcement partners to tackle metal theft. Through this, the partnership has already started sharing intelligence and providing training to police forces, and the partnership will also enable intelligence sharing between police and industry partners such as transport, power, and telecommunications, to target offenders and implement crime prevention measures.</p> more like this

answer text <p>The Government recognises that police officers and staff are playing a vital role helping to control the spread of coronavirus while continuing to keep criminals off our streets.</p><p>We continue to work extremely closely with police to ensure they receive the equipment they need, including Personal Protective Equipment, when they need it, in order to carry out their jobs safely.</p><p>Maintaining the health and wellbeing of police officers and staff during the pandemic is of critical importance. The College of Policing has developed guidance for them on a range of issues as part of the National Police Wellbeing Service: <a href="https://beta.college.police.uk/guidance/covid-19/looking-after-yourself" target="_blank">https://beta.college.police.uk/guidance/covid-19/looking-after-yourself</a></p><p>On vaccines, the current priority list, produced by the independent Joint Committee on Vaccination and Immunisation (JCVI), targets those assessed to be at the greatest risk of dying from coronavirus. In line with this advice those being vaccinated first are people in care homes, the elderly, those with underlying health conditions and frontline health workers. Those over 50, and all adults in an exposure risk group, will then also be eligible for vaccination in the early phase of the programme. This already includes members of the police.</p><p>Under phase 2 of the Vaccine Delivery Plan the JCVI may include key public services and occupations with a high risk exposure to the virus like police officers who have frequent close contact with members of the public.</p><p> </p>

answer text <p>A &amp; B) The Home Office collects and publishes information annually on the outcome of misconduct proceedings and criminal investigations involving police officers, including the number of officers that have been dismissed following proceedings. answer text <p>Racism, in any form, is abhorrent and has no place in policing. The power of the police to fulfil their duties is wholly dependent on their ability to secure and maintain public confidence and respect.</p><p> </p><p>We have put in place measures to ensure that policing is subject to appropriate levels of transparency and accountability – with regular inspections by Her Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) of the way forces engage with communities, publication of data on the use of police powers, including stop and search, and strengthening the police complaints and discipline systems.</p><p> </p><p>The Independent Office for Police Conduct (IOPC) publishes a range of information and statistics on police complaints and in 2019 submitted evidence to the Home Affairs Select Committee, as part of the committee’s inquiry into “Macpherson 20 years on”, setting out findings from a series of Public Confidence Surveys carried out since 2004.</p><p> </p><p>The College of Policing publishes data annually on officers and staff who have been dismissed and placed on the Police Barred List.</p>
