answer text
The Government funds independent yearly evaluations into the Violence Reduction Unit programme. The recently published 20/21 VRU Evaluation (Violence reduction unit year ending March 2021 evaluation report - GOV.UK (www.gov.uk)) has shown positive early signs of the programme’s impact, estimating that the combination of VRU and targeted enforcement activity has prevented approximately 49,000 violent offences over their first two years of activity compared to unfunded areas (41,377 violence without injury offences and 7,636 violence with injury offences). Relative to the amount of serious violence funding over the same period, this represents an estimated return of £3.16 for every £1 invested in serious violence.

We will continue to monitor trends in violence closely and conduct yearly independent evaluations into the VRU programme to assess the programme’s impact.

answer text
Police forces are operationally independent and the handling of 999 calls is a matter for them. Each force has its own unique set of pressures and challenges that may affect their response to 999 calls, including geography, demographic changes and local crime trends. It is for Police Chief Constables and elected Police and Crime Commissioners and Mayors to take these into account when setting their local priorities and approaches.

The Home Office is making sure that the police have the resources they need to beat crime, which remains one of the Government’s top priorities. We also know that transparency is important, to help the public hold the police and their PCCs to account. That is why on the 31st May we published league tables for the first time showing 999 call answering times.
more like this

This principle is at the heart of police practice. The Code of Ethics was published in 2014 by the College of Policing, who are responsible for setting and maintaining training standards within policing.

In January 2022, The College published its scope for reviewing the existing Code of Ethics. This review will help provide guidance to forces, to aid the implementation of ethical decision making at all levels and support the principle of candour by all working for the police. answer text
Police vetting is carried out independently by forces who are required to follow the statutory code of practice on vetting issued by the College of Policing. This is further supported by the College’s vetting authorised professional practice (APP) guidance, which is reviewed regularly.

The Government does recognise public concern around police vetting which is why the Home Secretary commissioned Her Majesty’s Inspectorate of Constabulary Fire & Rescue Service (HMICFRS) to carry out an urgent thematic inspection of vetting and counter-corruption procedures in policing across England and Wales. Separately, the Inspectorate were also commissioned to carry out a Metropolitan Police Service (MPS) specific inspection following the findings from the Daniel Morgan Independent Panel (DMIP) report.

The Home Secretary also announced a two-part inquiry, to be chaired by Dame Elish Angiolini, which will be able to look at the conduct and career of the officer who murdered Sarah Everard as well as any wider issues across policing, including workplace behaviour and culture.
