answer	answer is ministerial correction date of answer 28/11/2016 answer text <p>The public sector exit payments cap, as introduced by the Enterprise Act 2016, will apply to organisations classified as within the public sector by the Office for National Statistics (ONS), implementing the manifesto commitment made in April 2015. On average, in the UK in 2014, 4.9% of all household expenditure was spent on energy bills. answer	answer is ministerial correction date of answer 28/11/2016 answer text <p>The 2020 renewable energy target requires the UK to achieve 15% of final energy consumption from renewables by the end of this decade. This requires action to promote renewables in electricity generation, heating and transport. There is a binding 10% sub-target of transport fuels from renewable sources.</p><p>Our most recent report to the European Commission, published on 21 January 2016, sets out progress in renewables deployment over 2013 and 2014 across heating and cooling, transport and electricity sectors. We reported beating our target and reaching 6.3% of final energy consumption from renewables for 2013 and 2014 against an interim target of 5.4%.</p><p>We are making good progress towards the next interim target of an average of 7.47% of energy from renewables across 2015 and 2016. However, Government recognises the link between living in a cold home and ill-health, and has subsequently invested heavily in improving the energy efficiency of households vulnerable to the effects of the cold, as well as financial payments to help with the affordability of energy bills. Some of these schemes target a range of households, and are not limited to those particularly vulnerable to the effects of cold homes. My noble Friend the Minister of State for Energy and Intellectual Property has asked for the relevant expenditure to be separated out; she will write to the hon. answer	answer is ministerial correction date of answer 17/11/2016 answer text <p>There is an open market for the supply of petroleum products, including jet kerosene and heating oil, in the UK which provides the best long term guarantee of competitive prices. The Government does not control prices but we do monitor the UK national average cost of jet kerosene and heating oil.</p><p> </p><p>The average cost for wholesale kerosene in September 2016 was 26 pence per litre, 1p more expensive than the corresponding month in 2015, and down 22p since its 2014 peak (Jan 2014).</p><p> </p><p>The average cost for retail kerosene in September 2016 was 37 pence per litre, 1p more expensive than the corresponding month in 2015, and down 22p since its 2014 peak (Jan 2014).</p><p> </p><p>The value of the pound sterling has been decreasing against the dollar which means crude oil, which is traded in dollars, becomes more expensive for UK refiners to import. answer	answer is ministerial correction date of answer 17/11/2016 answer text <p><strong> </strong></p><p>In its role as Guarantor, the Government has received £3,119m from the British Coal Staff Superannuation Scheme since 1994 representing part of its share of assessed surpluses. Prior to 2009, the surplus-sharing arrangements worked well, with the presence of the Guarantee enabling the Trustees to invest in a way that generated surpluses and, as a consequence, bonuses to members. This includes spending approximately £11 million since 2015 on a range of carbon capture projects supporting research and development in CO<sub>2</sub> storage, carbon capture technologies and CCS feasibility studies. The Government Energy Entrepreneurs Fund has funded approximately £1.6 million in support to innovative carbon capture technologies. Phase 5 of this Fund opened on 30 October 2016. answer	answer is ministerial correction date of answer 24/10/2016 answer text <p>The Warm Home Discount consultation, published in December 2011, included questions on data sharing.</p><p> </p><p>Prior to the Warm Home Discount, the Energy Rebate Scheme, which ran for one year, used data-matching (of DWP and energy suppliers’ data) to identify a group of pensioners likely to be vulnerable to fuel poverty, so that their electricity supplier could award a one-off rebate to their electricity bill.
