answer text <p>At the Summer Budget 2015 it was announced that the government will fund public sector workforces for a pay award of one per cent for each of four years from 2016-17.</p><p> </p><p> </p><p> </p><p>The one per cent pay award is an average that applies to a department rather than each individual. This means that departments are free to distribute the award among staff based on their own requirements.</p><p> </p><p> </p><p> </p><p>The Minimum Wage and National Living Wage are both statutory requirements and are paid to public sector workers. Those on the Minimum Wage and National Living Wage will see pay rises in line with the Low Pay Commission’s recommendations.</p><p> </p> more like this

answer text <p>HM Treasury does not require statutory provision to impose a financial penalty on a department. Rather, it is within the Treasury’s remit to set policy relating to public funds, for example the Civil Service Pay Guidance, a breach of which provides the authority to impose appropriate administrative sanctions at its discretion.</p><p> </p><p> </p><p> </p><p>A financial penalty was imposed on the Information Commissioner’s Office of £18,400 for a breach of the Civil Service Pay Guidance relating to the salary increases of two Executive Team members. A statement was made publically in the Information Commissioner’s 2014/15 annual report.</p><p> </p> more like this

answer text <p>In 2012 the government committed to reviewing levels of relative funding with the Welsh Government at each Spending Review. The latest assessment, conducted at the Spending Round in 2013, found that Wales is not underfunded, and that current levels of relative spending are within the range suggested by the Holtham Commission.</p><p> </p><p> </p><p> </p><p>We have committed to introducing a funding floor at the next Spending Review to make sure that this remains the case. This was agreed in the expectation that the Welsh Government would call a referendum on Income Tax powers, and become responsible for raising a greater proportion of the money it spends.</p><p> </p><p> </p><p> </p><p>Funding arrangements for the devolved administrations are kept under review, as set out in HM Treasury’s ‘<em>Statement of Funding Policy</em>’.
