We are committed to creating an inclusive, respectful and welcoming organisation for all personnel from all faiths and beliefs.</p><p> </p><p>In England and Wales, neither Civil Marriage nor Civil Partnerships (for opposite sex or same sex couples) currently occur on the Defence Estates due to security considerations associated with the requirements for ongoing public access to buildings registered for this purpose. Defence will continually work together with other Government Departments to look at how restrictions can be removed to make the policy more inclusive.</p><p> </p><p>As marriage is a devolved issue in Scotland and Northern Ireland, the rules differ. Civil Marriage or Civil Partnerships on Defence Estates are at the discretion of the Heads of Establishment. Civil Partnerships and Civil Marriages do occur on Defence estates outside the UK, such as in Germany and Cyprus and will comply with host countries’ laws or the Sovereign Base Regulations.</p><p> </p><p>In line with the Marriage of Same Sex Couples (Use of Armed Forces’ Chapels) Regulations 2014, same-sex couples have been able to marry in Armed Forces Chapels since 2014. answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>Bahrain remains a Foreign and Commonwealth Office human rights priority country, partly because of the use of the death penalty. Following the execution of three men in July 2019, Lord Ahmad issued a statement expressing deep concern and the UK raised the matter at the September Human Rights Council in Geneva. In addition, I called Dr Sheikh Abdullah, Bahraini Undersecretary for International Affairs following the executions, to express our disappointment. The Government of Bahrain is fully aware of the UK’s clear and longstanding position; we oppose the death penalty in all circumstances and all countries.</p><p>On British assistance, we are committed to supporting Bahrain-led reform and are confident of its positive impact across a variety of areas including building effective and accountable institutions, strengthening the rule of law, and police and justice reform. answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>The UK is committed to preventing mass atrocities, including war crimes, using instruments such as diplomatic engagement, development and programmatic support, and defence and policing tools. White phosphorus is not a chemical weapon or a prohibited substance in itself, but the way it is used may be. Reports that white phosphorus has been used intentionally against civilians are extremely worrying as it would be contrary to international humanitarian law. It is important that the full facts are established. answer	answer is ministerial correction date of answer 03/10/2019 answer text <p>If we are to meet the ambition of Sustainable Development Goal 3 and ensure no-one is left behind, countries need to invest more public resources in health. The UK strongly supports the commitments in the United Nations Political Declaration on Universal Health Coverage. This calls on countries to increase public spending, with an emphasis on primary health care, noting World Health Organisation recommendations of an additional 1% of GDP or more. We provide technical assistance to countries as part of our health system strengthening programmes through our country offices and through funding to the World Health Organisation. The UK will step up our efforts to <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2019-10-02/HCWS1844/" target="_blank">end preventable deaths of mothers, new-born babies and children</a> in the developing world by 2030.
