answer text <p>Local Authorities can decide to transition from a three-tier to a two-tier school system. It is a Local Authority’s responsibility to manage such a transition. The Secretary of State is aware of some of the challenges faced, and recently met with parents, staff as well as representatives from the local community to discuss their concerns around delivering Central Bedfordshire Council’s transitional arrangements. The department’s role is to approve or decline changes to age ranges for schools that are academies. To date, the department has approved seven applications to support academies to become either primary or secondary schools.</p><p>The department provides capital funding through the Basic Need grant to support Local Authorities to meet their statutory duty to provide sufficient school places. While this funding is not designed to fund transitions from a three-tier to a two-tier system, the funding is not ringfenced, <del class="ministerial">therefore it is not subject to published conditions</del> <ins class="ministerial">subject to published conditions, </ins>and Local Authorities are free to use this funding to best meet their local priorities. Central Bedfordshire Council will receive just under £36.1 million for places needed between May 2022 and September 2026, paid across the five financial years from 2021/22 to 2025/26. This takes their total funding allocated between 2011 and 2026 to just under £121.3 million.</p><p> </p>

answer text <p>Young people who begin their sentences in the youth custodial estate, because they are under 18 at the time of sentencing, do not automatically transfer to the adult estate on reaching their eighteenth birthday. As of June 2023, 148 young people aged 18 <del class="ministerial">and over</del> were being accommodated in young offender institutions.</p><p>Custody should always be a last resort for children. We have made great strides to reduce the numbers of children in the youth justice system. The most recent publication of Youth Justice Statistics showed the 20/21 population fell by 19% compared to the previous year and was 77% lower than the population for the year ending March 2012.</p> more like this

answer text <p><del class="ministerial">Data on reports of pension scams is collected via Action Fraud. However, the government, working with the City of London Police and other partners as part of Project Bloom, is aware that many scams in the UK, and the true extent of associated losses, go un-reported. The true extent of losses may also only become apparent some time after the initial report and increases in fraud reports could be due to a number of factors, for example increased industry reporting or rising awareness amongst the public due to high profile information campaigns.</del></p><p> </p><p><del class="ministerial">The Government takes the issue of pension scams very seriously, which is why, on 5 December 2016 we launched a public consultation on a package of measures aimed at tackling pension scams.
