Following the application of allocation criteria previously set out to the House, 984 ECMT annual permits have been allocated to operators and a further 2,832 short term permits will start to be allocated by March 2019. The Government has secured additional ECMT permits for 2019 and is in discussions with road haulage stakeholders on the process for allocating these. This breaks down as:</p><ul><li>£412m of additional funding over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign &amp; Commonwealth Office at Autumn Statement 2016.</li><li>£286m of additional funding for 17/18 (a full breakdown of which can be found in Supplementary Estimates 17/18: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/679738/PU2137_Supplementary_estimates_web.pdf.)</li><li>Over £1.5bn of additional funding for 18/19. The EU Commission has put forward a proposal on basic reciprocal market access for EU and UK hauliers which we have welcomed. If this was not secured then we are confident we would secure market access for hauliers through a combination of ECMT permits, bilateral agreements and unilateral arrangements. Such arrangements could also be used to supplement any EU-wide proposals on market access. Transitional simplified procedures, which were announced on 5 February, will contribute to ensuring smooth inbound flow at ro-ro ports including Portsmouth.</p><p> </p><p>Officials have also engaged specifically with Portsmouth International Port to gain an understanding of the operations, including peak flows; and of the impacts of various EU exit scenarios on processing of freight traffic, with a view to supporting detailed local operational and resilience planning.
