answer text <p>The Department received applications for a total of 11,392 permits from 1,991 operator licence holders. Following the application of allocation criteria previously set out to the House, 984 ECMT annual permits have been allocated to operators and a further 2,832 short term permits will start to be allocated by March 2019. The Government has secured additional ECMT permits for 2019 and is in discussions with road haulage stakeholders on the process for allocating these. While hauliers are keen to have certainty on ECMT permits, the Government does not expect these to be primary means of securing market access to the EU for UK hauliers, given good progress on the EU Commission’s proposal on reciprocal access, unilateral measures and bilateral agreements.</p> more like this

This is because the Government is not responsible for issuing Green Cards. They are issued directly by companies that provide vehicle insurance to their policy holders.</p><p> </p><p>Motorists in the UK should contact their vehicle insurer who will be able to provide them with advice on their Insurance Green Card requirements and issue them with the relevant documentation.</p><p> </p><p>The advice from the Association of British Insurers is that motorists should contact their insurers a month before they plan on travelling.</p><p> </p> more like this

answer text <p>If Green Cards are required from 29<sup>th</sup> March 2019, motorists should contact their vehicle insurer who will be able to provide them with advice on Green Card requirements and issue them with any relevant documentation. This still applies if an individual is in an EU country after exit day and does not hold a Green Card.</p><p> </p><p>It should be noted that the UK will meet all the requirements for remaining part of the Green Card-free circulation zone on our exit from the EU and we continue to urge the European Commission to issue an implementing decision that would ensure UK motorists can drive in the EU without a Green Card and vice versa.</p> more like this

answer text <p>HM Treasury has allocated over £4.2 billion of additional funding to departments and the Devolved Administrations for EU exit preparations so far. This breaks down as:</p><ul><li>£412m of additional funding over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign &amp; Commonwealth Office at Autumn Statement 2016.</li><li>£286m of additional funding for 17/18 (a full breakdown of which can be found in Supplementary Estimates 17/18: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/679738/PU2137_Supplementary_estimates_web.pdf.)</li><li>Over £1.5bn of additional funding for 18/19. answer text <p>The Department is undertaking a comprehensive and wide ranging programme of work to ensure we are prepared for numerous scenarios including, as a responsible Government, the UK leaving the EU without an agreement. The EU Commission has put forward a proposal on basic reciprocal market access for EU and UK hauliers which we have welcomed. If this was not secured then we are confident we would secure market access for hauliers through a combination of ECMT permits, bilateral agreements and unilateral arrangements. Such arrangements could also be used to supplement any EU-wide proposals on market access. We have also put in place plans on driver licensing, insurance, trailer registration and permit allocation to ensure UK hauliers can continue to operate in the event of a no deal.</p> more like this

answer text <p>Government departments have been working to design customs and other control arrangements at the UK border in a way which ensures goods can continue to flow into the country, and will not be delayed by additional controls and checks. Transitional simplified procedures, which were announced on 5 February, will contribute to ensuring smooth inbound flow at ro-ro ports including Portsmouth.</p><p> </p><p>Officials have also engaged specifically with Portsmouth International Port to gain an understanding of the operations, including peak flows; and of the impacts of various EU exit scenarios on processing of freight traffic, with a view to supporting detailed local operational and resilience planning.
