The most recent study, based on the December 2018 registers, will be published in the coming months. These important studies are resource intensive, and it would not be good value for money to do them annually.</p><p>The Commission, does, however, gather data from Electoral Registration Officers (EROs) on the size of the electoral registers, as well as on other aspects of their activities to register electors, on an annual basis. While the Electoral Commission sets standards for and monitors the performance of Electoral Registration Officers, these do not relate directly to this statutory duty. answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>The Electoral Commission undertakes periodic research into the accuracy and completeness of the electoral registers in the UK. Information is collected from a sample of households, and details of residents are then matched against actual register entries to generate the estimates of accuracy and completeness.</p><p>The last study assessed the December 2015 registers and was published in 2016. The Commission found that:</p><ul><li>In Great Britain, the local government registers were 84% complete, meaning that 16% of eligible electors did not have a correct register entry.</li><li>In Northern Ireland, the local government register were 79% complete, meaning that 21% of eligible electors did not have a correct register entry.</li></ul><p>By applying these estimates to Office for National Statistics data, the Commission calculated that:</p><ul><li>In Great Britain, between 7.8 and 8.5 million eligible people were not correctly registered.</li><li>In Northern Ireland, between 275,000 and 330,000 eligible people were not correctly registered.</li></ul><p>This does not mean that these people were entirely missing from the registers; many will have had an entry at a previous address. The most recent study was published in 2016 and was an assessment of the December 2015 registers.</p><p>The study provided findings on attainers for Great Britain and separately for Northern Ireland. The only reliable method for assessing registration levels (the completeness of the registers) is through research using house-to-house surveying, to gather data on residents and match this against information held on the electoral registers.</p><p>The Commission carries out such studies at regular intervals but they do not allow for an assessment of registration for individual local authorities, which would be prohibitively expensive owing to the size of sample required.</p><p>As part of the Commission’s guidance and support programme for electoral administrators, it works closely with the electoral community to identify and share good electoral practice.
