answer	answer is ministerial correction date of answer 11/02/2020 answer text <p>Data from nationally representative surveys indicate that, in England, current vaping among young people remains low and concentrated among those who have already smoked. Among adults, vaping prevalence is 6.3%, with almost all vapers being smokers or ex-smokers. This data can be found in the attached Office for National Statistics statistical bulletin, <em>Adult smoking habits in the United Kingdom: 2018</em>.</p><p>Smoking rates continue to decline among both adults and youth. Public Health England (PHE) monitors the developing evidence on effectiveness of e-cigarettes for quitting smoking. A major UK randomised control trial has found e-cigarettes to be twice as effective as nicotine replacement therapy products when combined with behavioural support.</p><p>Data from English stop smoking services indicate that people who use an e-cigarette in their attempt to quit have the highest success rates. answer	answer is ministerial correction date of answer 28/01/2020 answer text <p>NHS Blood and Transplant is responsible for the collection, manufacturing and issuing of blood products to the National Health Service in England.</p><p>There is always a need for new blood donors, of all blood types, to replace those donors who can no longer give blood. There is a high demand for male blood as only men’s blood can be used for some specialist transfusions and blood products. NHS Blood and Transplant also needs new blood donors from a black African or black Caribbean background to treat sickle cell disease.</p><p>In November 2019, NHS Blood and Transplant and BT Sport joined forces to recruit more male blood donors as, in 2019, 41% of new donor recruits were male. Public Health England’s Stoptober campaigns have continued to achieve positive anti-smoking outcomes. For example, in 2018 19% of smokers reported making a Stoptober-related quit attempt in comparison to 16% in 2017. Adult smoking rates in England are at their lowest level since records began, currently at 14.4%.</p><p>We remain determined to achieve our 2019 Green Paper ambition of a smoke-free society by 2030. The aim is to identify how best to commission services that deliver the right care at the right place and right time and reduce inequalities in access to specialist and specialised care when required.</p><p>The programme will focus on specialised neurology and how to organise services such that patients receive access to specialist care and input at key points in the pathway. However, while specialised services for people living with neurological conditions are commissioned by NHS England the bulk of care is funded locally by clinical commissioning groups. The programme will therefore work with wider policy and services across the National Health Service to deliver holistic improvements in care. The Home Secretary has appointed Professor Dame Carol Black to lead a major review which will build on existing Government strategies to combat drugs and will examine the harms that drugs cause and the best ways to prevent drug-taking. The report will also examine the drivers behind recent trends such as the increased recreational use of Class A drugs by young adults. The plan is for Dame Carol to present the Home Secretary with a report detailing her key findings and proposals by the end of the summer. The outcome of this meeting will shape phase 2 of the review. Young people, provided they have capacity, have the legal right to access their own health records and can allow or prevent access by others, including their parents. In England, Wales and Northern Ireland anyone aged 16, and in Scotland those aged 12 or over, are legally presumed to already have such capacity. Those under that age must demonstrate they have sufficient understanding of what is proposed. A child may achieve capacity earlier or later. In any event children should be able to access their own health records but they should not be given access to information that would cause them serious harm.</p><p>Parents should be allowed access to their child’s medical records if the child or young person consents, or lacks capacity, and it does not go against the child’s best interests. answer	answer is ministerial correction date of answer 18/02/2019 answer text <p>In January 2019 Public Health England, Public Health Wales, The Public Health Agency in Northern Ireland and Health Protection Scotland published the UK Measles and Rubella elimination strategy 2019. A copy is attached.</p><p>The strategy sets out four core components required to maintain elimination of measles and rubella: achieving and sustaining very high coverage (more than or equal to 95%) with two doses of measles, mumps and rubella vaccine (MMR) through the routine childhood immunisation programme; providing opportunities for MMR catch-up to all susceptible population groups over five years old; strengthening surveillance systems by rigorous case investigation and laboratory confirmation of suspected sporadic cases and outbreaks; and improving the availability and use of high-quality, evidence-based information for health professionals and the public on measles and MMR.</p><p>A multi-agency group has been established to take forward the actions in the strategy in England.
