The UK High Commissioner also emphasised the importance of free and fair elections when she met with the Lesotho Government last month, ahead of the scheduled elections in June. The attack demonstrates the persistence of a climate of violence in Burundi, but it is too early to assess the effect of the attack on the wider security situation in Burundi. We remain in close contact with staff at the British Embassy Office in Bujumbura.</p><p>The situation in Burundi remains grave, despite claims by the Burundian Government that it has normalised. The overall security situation has improved since its low point in December 2015, with a reduction in night-time police raids and attacks by the opposition. However, this has been replaced by increased, systematic government oppression. There is compelling evidence from a range of local and international monitors, including the United Nations, that extrajudicial killings, disappearances, torture and arbitrary arrests continue. Opposition supporters, human rights activists and journalists are actively targeted by the Burundian national intelligence service and the ruling party's youth wing (the Imbonerakure). The recent restrictions imposed by Burundi on cross-border trade will further exacerbate the serious negative economic impact of the crisis on the lives of Rwandans and Burundians. The UK, with international partners, continues to support a range of efforts to promote dialogue and ease tension in the region. We have worked with EU and Security Council partners to deliver strong messaging to the government of Burundi. We have imposed EU sanctions on individuals responsible for violence; and suspended direct EU aid to the government.</p><p>The former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) visited Rwanda and Burundi in December 2015 to urge all parties to act responsibly to reduce violence. We have been clear in our public and private dialogue with Rwanda on the need for neighbours to play a responsible stabilising role in Burundi and to avoid retaliating to antagonism. answer	answer is ministerial correction date of answer 13/12/2016 answer text <p>Senior UK officials, including our High Commissioner in Rwanda (who is also our non-resident Ambassador to Burundi) met with President Nkurunziza twice in 2015 during visits of the United Nations Security Council to Burundi. During the course of these meetings a broad range of issues was discussed, including human rights, security and the importance of maintaining the principles of the 2000 Arusha Agreement, including the protection of minorities in Burundi. Since then President Nkurunziza's has largely withdrawn from engagement with the international community. This highlights the self-imposed isolation that is reducing the likelihood of finding a consensual solution to the ongoing crisis in Burundi.</p><p>In December 2015 the former Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs (James Duddridge) met with Foreign Minister Nyamitwe in Burundi, as did our non-resident Ambassador to Burundi in July 2016. Our officials take part in regular consultations with Foreign Minister Nyamitwe alongside other EU member states pursuant to Article 96 of the African, Caribbean and Pacific Group of States (ACP)-EU Partnership Agreement (also known as the Cotonou Agreement) of 2000, most recently in October 2016.</p><p>​Burundi's increasing self-imposed international isolation is particularly worrying. answer	answer is ministerial correction date of answer 22/09/2016 answer text <p>The East African Community (EAC) has a central role to play in resolving the crisis in Burundi and mediating dialogue between Burundi and its neighbours. We strongly support the EAC mediation process, led by former Tanzanian President Benjamin Mkapa. We have provided extensive diplomatic support to the process through lobbying of regional leaders and attendance by our Special Envoy to the Great Lakes at meetings of the dialogue in May and July in Arusha, Tanzania.</p><p>Through our UN Security Council Membership we have worked with partners to ensure that EAC efforts are fully coordinated with, and supported by, the United Nations. In January 2016 our Ambassador to the United Nations participated in a Security Council visit to Burundi. Burundi had high levels of food insecurity before the political crisis. However, the increase in market prices, the impact of late and heavy El-Nino rains, and the loss of livelihoods could result in further food insecurity and malnutrition.</p><p>DFID Ministers have already committed £3 million for humanitarian preparedness and early response within Burundi. We have further set aside contingency funds of up to £4 million should the situation deteriorate. Our programmes on social protection, education and agriculture all support the Government of Rwanda to address inequality and focus on the needs and rights of the poorest and most excluded people. In addition to DFID’s direct support to Government programmes, we also work with the private sector and other partners to promote inclusive economic growth that promotes social cohesion and reduces economic inequalities, creating decent and sustainable jobs for all. We also work with non-governmental organisations and civil society to address economic, social and gender inequalities.
