High needs funding is included in this figure but funding for student support is not. answer text <p>The government is committed to delivering 3 million apprenticeship starts by 2020. Apprenticeship reforms continue to improve the quality of apprenticeships for all, providing the skills that employers need. Our reforms include implementation of the Apprenticeship Levy and new funding system to encourage employers to offer more high quality apprenticeships opportunities to people of all ages.</p><p> </p><p>There were 509,400 apprenticeship starts in the 2015/16 academic year of which 285,300 were by people under 25. Our ‘Get In Go Far’ campaign aims to encourage more young people to apply and more employers to offer opportunities.</p> more like this

answer text <p>We expect the new T level programmes to be an attractive option, providing a high-quality alternative to the 50% of 16–19 year olds who do not follow an academic programme. We are currently working through the detail of our proposals for implementing the reforms, including an assessment of how best to introduce the various routes and qualifications. Only once this work is complete will be in a position to know the number of students expected to take the new T level programmes each year.
