To this end we have taken action on the five short-term asks of the steel industry, for example on unfairly-traded imports, energy costs, procurement, and emissions regulations.</p><p> </p><p>A new Steel Council will provide a forum for industry, unions and government to consider how to improve the competitive position of the UK steel sector in the longer term. The long standing MOD policy on official commemorations is that only certain specific anniversaries of events of major importance receive MOD sponsorship at public expense.</p><p> </p><p>Funding is still available from the Big Lottery fund, Heroes Return 2 scheme, as long as veterans travel before 31 December 2015 and haven’t benefited from this scheme since 1 January 2013. This scheme allows veterans to return to the theatre in which they saw action, so travel is not limited to Normandy.</p><p> </p><p>In addition, and as advised by my hon. Friend the Treasury Minister (David Gauke) in his response to Question 216388, the Royal British Legion (RBL) has been chosen to run the D-Day return scheme on the Government’s behalf. answer	answer is ministerial correction date of answer 09/02/2015 answer text <p>The Ministry of Defence promotes lifelong learning among members of the Armed Forces, and encourages this through the Learning Credits scheme.</p><p>The Enhanced Learning Credits (ELC) scheme provides help towards the cost of higher-level learning and is funded by the single Services. Eligible personnel make a personal contribution of 20% of total course fees and can receive a single payment, in each of a maximum of three separate financial years, of up to £1,000 or £2,000 (depending on qualifying scheme membership) to cover up to a maximum of 80% of course fees. The ELC scheme helps members of the Armed Forces to pursue their personal development, both during their Service and for up to ten years afterwards, subject to the qualifying criteria being met.</p><p>ELC claims must be for a course of study that is an integral part of, and results in, the cost effective achievement of a nationally recognised qualification at Level 3 (A level and equivalent) and above as defined by the Qualifications and Credit Framework (QCF) (England and Wales), a Level 6 or above on the Scottish Credit and Qualifications Framework (SCQF) or, if pursued overseas, an approved international equivalent higher level qualification. DMICP records include mental healthcare treatment provided at other facilities, such as local military primary health centres.</p><p> </p><p>The MOD has compiled central records of personnel with mental health conditions since 2007.
