answer text <p>Somalia is one of the toughest places in the world to deliver aid. We support the UN Security Council resolutions on Somalia that call for all parties, including Al Shabaab, to allow for the full, safe, rapid and unhindered access of aid to persons in need across Somalia in line with humanitarian principles. We also support the UN in condemning all attacks on humanitarian personnel. DFID has been commended by the Independent Commission for Aid Impact for reaching our intended beneficiaries, even in very remote areas of Somalia, as a result of advanced and innovative methods of monitoring suppliers.</p><p> </p><p>We recently announced an additional £30 million contribution to provide emergency, life-saving, assistance. This brings our total humanitarian spend in Somalia in 2019 to £68 million. We are also building lasting solutions including sustainable water supply and protection of livelihoods to reduce the risks of food insecurity for vulnerable communities in the longer term.</p>

answer text <p>DFID is concerned about the effects of drought and food insecurity on people across Southern Africa and in Angola. Over one million Angolans are affected. Angola is a lower middle-income country, in sub-Saharan Africa it has the third largest economy and is the second largest oil producer. DFID does not have a bilateral programme in Angola, but we do support the people of Angola through centrally managed programmes and contributions to multilateral agencies. For example, in 2018 the UK provided over £300 million in core humanitarian funding to United Nations specialised agencies, the Red Cross movement and NGOs. As a result, the UK’s contribution is approximately 20 percent of the UN Central Emergency Response Fund that has been activated this year in Angola.</p><p> </p><p>The UK is fully committed to tackling climate change and is playing a leading role in driving change around the world. Our regional programmes have supported the identification and planning of water infrastructure and livelihoods programmes to reduce vulnerability to drought including the preliminary design of water supply and sanitation projects that would build water security for more than 20,000 rural people in the Angolan Calai District.</p>

answer text <p>The UK is committed to working with partners to meet the needs of the people of Sudan, regardless of the political situation. This is not dependent on fixed term-limits for governing and elected officials, but we do support the establishment of proper democratic processes. UK aid is currently channelled through multilateral organisations, international Non-Governmental Organisations and commercial partners, which are monitored by DFID in Sudan. During the 39 month transitional period the UK will continue to provide lifesaving aid to the most vulnerable and urge the Civilian-led Government of Sudan to undertake much needed economic and political reforms to support prosperity and the rights of the people of Sudan. answer text <p>The UK is committed to promoting gender equality and protecting and empowering adolescent girls, this is essential to achieving the Sustainable Development Goals (SDGs). Adolescence is a critical time when a person’s experiences, and the decisions taken by them and for them, affect the rest of their lives. In supporting and protecting adolescent girls, we are empowering the decision makers, peacebuilders and business leaders of our future.</p><p> </p><p>DFID’s work to protect and empower adolescent girls consists of standalone programming, integrated programmes, a range of interventions incorporated into wider education, economic empowerment and social protection programmes and work through multilateral agencies. This complexity means that we cannot currently track spend on adolescent girls.</p><p> </p><p>We do know, however, that DFID is providing a significant amount of support to adolescent girls through for example the Girls’ Education Challenge (£500m), £225m per year to universal Sexual and Reproductive Health and Rights (SRHR), £39m to end child marriage, £50m to eradicate Female Genital Mutilation (FGM), and £9m for the ‘Support to Adolescent Girls Empowerment’ Programme in Sierra Leone.</p>

answer text <p>The Ebola outbreak in the Democratic Republic of the Congo (DRC) is the second largest in history and the first in a conflict zone. The response has been hampered by numerous attacks against health workers and health facilities. The UK strongly condemns such attacks, while commending the bravery of all the health workers working tirelessly to end the outbreak. The UK is working with the UN and other donors to ensure strengthened security in Ebola affected areas that protects both communities and frontline workers, while not undermining local trust in the response.</p> more like this

answer text <p>DFID has introduced tough reforms to deliver good value for money for UK taxpayers. DFID is on track to deliver almost £500m in efficiency savings by 2019-20, higher than the £400m target set in the 2015 Spending Review.</p><p> </p><p>The majority of these savings have been driven by more effective procurement practices.</p><p> </p><p>DFID’s <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/816172/DFID_annual_procurement_and_commercial_report1.pdf" target="_blank">Annual Procurement and Commercial Report</a>, which was published in July 2019, outlines some of the steps taken to deliver value for money.</p><p> </p><p>These efficiency savings have been used to deliver further aid programming, meaning that DFID delivers the maximum impact for UK Aid, continues to lead the fight against global poverty and contribute toward the global goals.</p> more like this

answer text <p>DFID is concerned by the impact of the drought in the East and Horn of Africa and has taken early action across the region to save lives.</p><p> </p><p>In Somalia, the UK is at the forefront of the humanitarian response delivering vital water, shelter, nutrition and food and supporting over one million people in the ongoing relief effort. In Ethiopia, DFID continues to support the Government of Ethiopia’s Productive Safety Net Programme that reaches 8 million chronically food insecure people in drought affected regions with conditional cash transfers. In Kenya, DFID supports the Government of Kenya’s Hunger Safety Net Programme, which also provides cash transfers to some of the poorest households reaching 720,000 people.</p><p> </p><p>DFID will continue to support communities and states in the east and Horn to build resilience to crises and shocks. We will continue to monitor the situation and press the international community to commit further support where it is needed. Our work on humanitarian early warning systems raises awareness of crises where food security is deteriorating, and we prioritise longer-term responses to support food security, including through agricultural programmes.</p>

answer text <p>The Multilateral Debt Relief Initiative (MDRI) provides full relief on eligible debt owed by countries which have reached Completion Point of the Heavily Indebted Poor Countries Initiative, to the International Monetary Fund (IMF), the International Development Association (IDA) of the World Bank, and the African Development Fund (AfDF) of the African Development Bank. The UK contributed £107 million to the MDRI in 2017 and this is all official development assistance (ODA).</p><p> </p><p>When necessary, the UK also provides relief on loans made bilaterally by the Export Credit Guarantee Department (ECGD) to developing countries, through the coordinated process of the Paris Club of creditors. In 2017 the UK provided £3 million of ODA as such debt relief on ECGD loans.</p><p> </p><p>Therefore in 2017 the total UK debt relief, through the MDRI and bilaterally, represented 0.78% of total UK ODA in 2017.</p> more like this
