answer	answer is ministerial correction date of answer 23/10/2014 answer text <p>The UK has some of the toughest bioenergy sustainability criteria in the world and the UK remains at the forefront of improving sustainability standards. From next year payments will only be made for biomass which meets these standards.</p><p>The greenhouse gas requirement uses the standard EU methodology and requires that biomass conversions represent at least a 69% GHG saving compared to coal. Generators may also use the Bioenergy Emissions and Counterfactual model to help in sourcing their biomass responsibly. answer	answer is ministerial correction date of answer 23/10/2014 answer text <p>Those installations supplying greater than 50kW of energy from bioliquids have been required to comply with the Renewable Energy Directive sustainability criteria since 2011. The average GHG emissions saving of bioliquids reported to Ofgem in the year 2012-2013 was 84.7%.</p><p>In addition, the UK Government is bringing in tough new sustainability criteria for those supplying energy and power from biomass and biogas.</p><p>Initially these were introduced as reporting requirements from April 2014. Next year we are introducing a mandatory 69% greenhouse gas saving1 requirement. DECC’s 2012 Bioenergy Strategy1 assumed that offshore wind and dedicated biomass displace combined cycle gas turbine plants and biomass conversion plants displace coal plants. It is the responsibility of generators to determine where in their supply chain they make this saving.</p><p>Coal to biomass conversions are supported as a transitional technology, to 2027. The table shows that, in the short term, conversions of coal plants can offer better value for money in abatement terms when compared to dedicated biomass plants and offshore wind, which offer longer term benefits.</p><p>In line with the 2012 Bioenergy Strategy, we have limited support for new build dedicated biomass electricity (without CHP) by placing a cap of 400MW on the total new-build dedicated biomass capacity. answer	answer is ministerial correction date of answer 21/10/2014 answer text <p>In 2013 the Intergovernmental Panel on Climate Change (IPCC) estimated that, if we are more likely than not to limit global average temperature rise to 2°C, the remaining permissible carbon emissions are 305 billion tonnes of carbon for the period 2011 to 2100, taking into account both CO<sub>2</sub> and non-CO<sub>2 </sub>forcing factors. Carbon within existing proven reserves of conventional and unconventional coal, oil, and gas were estimated by the IPCC in 2011 to be 1,053 billion tonnes.</p><p>Burning a greater proportion of fossil fuel reserves could be consistent with the 2°C goal if there was significant future global uptake of carbon capture and storage (CCS) technologies, to markedly reduce carbon dioxide emissions from fossil fuel plants at source.
