be unaffected by these plans.</p><p>In order to protect access to justice, a system
of fee waivers is available to those unable to afford court fees. Eligibility is based
on an individual’s ability to pay, and the scheme is targeted towards those in households
on low incomes who are in receipt of certain state benefits. Applicants will also
be subject to an assessment of the value of their disposable capital assets with a
higher threshold applying to those aged 61 or over.</p>
