However, the Government supports BVA’s position that vets should not be legally required to do so, due to the impact it could have on the vet-owner relationship. On 23 April 2019, the BVA met campaigners to discuss this issue. This is not triggered by a member breaching the annual allowance, but instead by the member requesting a statement. ‘On demand’ statements should be provided by the NHS Business Services Authority by the later of three months from the date of request by the individual or by 6 October following the end of the relevant tax year. Applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality. In the Main Estimate Explanatory Memorandum, Strategic Objectives are split across the Department’s Estimate Rows meaning that some Strategic Objectives appear under more than one Estimate Row.</p><p>The Department uses Strategic Objectives to allocate out budgets, monitor spend and delivery and report publicly. Under each Strategic Objective are a number of programmes which are made up of a number of Work Areas.</p><p>The Department’s budgets for both Programmes and the Work Areas that sit underneath each Programme, are kept under regular review and are revised where necessary to reflect changes in the operating environment. In the Main Estimate Explanatory Memorandum, Strategic Objectives are split across the Department’s Estimate Rows meaning that some Strategic Objectives appear under more than one Estimate Row.</p><p>The Department uses Strategic Objectives to allocate out budgets, monitor spend and delivery and report publicly. Under each Strategic Objective are a number of programmes which are made up of a number of Work Areas.</p><p>The Department’s budgets for both Programmes and the Work Areas that sit underneath each Programme, are kept under regular review and are revised where necessary to reflect changes in the operating environment. In the Main Estimate Explanatory Memorandum, Strategic Objectives are split across the Department’s Estimate Rows meaning that some Strategic Objectives appear under more than one Estimate Row.</p><p>The Department uses Strategic Objectives to allocate out budgets, monitor spend and delivery and report publicly. Under each Strategic Objective are a number of programmes which are made up of a number of Work Areas.</p><p>The Department’s budgets for both Programmes and the Work Areas that sit underneath each Programme, are kept under regular review and are revised where necessary to reflect changes in the operating environment. In the Main Estimate Explanatory Memorandum, Strategic Objectives are split across the Department’s Estimate Rows meaning that some Strategic Objectives appear under more than one Estimate Row.</p><p>The Department uses Strategic Objectives to allocate out budgets, monitor spend and delivery and report publicly. Under each Strategic Objective are a number of programmes which are made up of a number of Work Areas.</p><p>The Department’s budgets for both Programmes and the Work Areas that sit underneath each Programme, are kept under regular review and are revised where necessary to reflect changes in the operating environment. In the Main Estimate Explanatory Memorandum, Strategic Objectives are split across the Department’s Estimate Rows meaning that some Strategic Objectives appear under more than one Estimate Row.</p><p>The Department uses Strategic Objectives to allocate out budgets, monitor spend and delivery and report publicly. Under each Strategic Objective are a number of programmes which are made up of a number of Work Areas.</p><p>The Department’s budgets for both Programmes and the Work Areas that sit underneath each Programme, are kept under regular review and are revised where necessary to reflect changes in the operating environment. In the Main Estimate Explanatory Memorandum, Strategic Objectives are split across the Department’s Estimate Rows meaning that some Strategic Objectives appear under more than one Estimate Row.</p><p>The Department uses Strategic Objectives to allocate out budgets, monitor spend and delivery and report publicly. Under each Strategic Objective are a number of programmes which are made up of a number of Work Areas.</p><p>The Department’s budgets for both Programmes and the Work Areas that sit underneath each Programme, are kept under regular review and are revised where necessary to reflect changes in the operating environment. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>We are providing local authorities with more money to support vulnerable children, with an additional £410 million invested this year across adults’ and children’s social care. Separately, we are investing £84 million over 5 years to drive improvements in children’s services across local authorities, especially through early intervention.</p><p>In 2018, the department introduced a new, tougher Ofsted inspection framework to drive improvement in children’s services. The department intervenes robustly in every local authority judged ‘inadequate’ by Ofsted, bringing in experts to assess which improvements will ensure better services. This might include removing service delivery from the council’s control by establishing a trust, giving children’s services a fresh start.</p><p>Since May 2010, 46 local authorities have been lifted out of intervention and have not returned, and the number of inadequate local authorities has reduced from 30 to 19 since July 2017. We aim to continue making these improvements at pace so that, by 2022, less than 10% of local authorities are rated ‘inadequate’ by Ofsted, halving failure rates within 5 years and providing consistently better services for thousands of children and families across the country.</p><p>To get ahead of failure, we are investing an additional £20 million in our regional improvement strategy, working collaboratively with the Association of Directors of Children’s Services, Local Government Association, Solace and the rest of the sector to identify local authorities that need additional support. We are considering all of the options in the context of our exit from the EU as part of our broader commitment to further strengthen animal welfare.</p><p>Last year, we launched a Call for Evidence on controlling live exports for slaughter and improving the welfare of all animals during transport. We passed this evidence to the Farm Animal Welfare Committee (FAWC), who recently submitted their advice to Defra and the Devolved Administrations including in relation to live exports. We are considering FAWC’s report and aim to publish it, along with a Government response, in due course. The scheme is open to Christian, Muslim, Sikh and Hindu faiths and provides funding for physical security measures at places which are vulnerable to hate crime.</p><p>Decisions on funding are based on eligibility criteria set out in the Home Office guidance to applicants and the recommendations of the multi-faith independent advisory panel (with security expertise), this process therefore includes an assessment of vulnerability to hate crime. Last month, we announced an uplift of funding for the 2019/20 Places of Worship scheme to £1.6 million. Our network of embassies and high commissions will continue to work with HRDs, using the recently updated UK Guidelines on Working with Human Rights Defenders. We support HRDs in a variety of ways: sometimes through financial support, but more often the value we provide is by getting to know prominent HRDs and supporting them either publicly or privately. There is no single template for doing this. It is for Heads of Mission to decide how to implement and use the guidelines, in a manner appropriate to the local context. The UK will continue to use the multilateral system to press for strong guidelines for the treatment of human rights defenders by states. At the high-level meeting on HRDs at the UN of 18 December, we called on governments to allow HRDs to fight for human rights; and enable civil society to engage and challenge governments without fear. This includes the collation and dissemination of good practice and developing guidance on the use of Impact Statements for Business, which give victims of business crime the opportunity to set out the impact the crime has had on the business, including, for example, financial loss. The Welfare of Animals at the Time of Killing (England) Regulations 2015 (WATOK) implements and enforces Council Regulation 1099/2009 (EU Regulation) on the protection of animals at time of killing as well as maintaining our stricter national rules that provide greater welfare protection than the EU Regulation.</p><p>These requirements are monitored and enforced in slaughterhouses in England by Official Veterinarians (OVs) of the Food Standards Agency (FSA) to ensure that animals are spared avoidable pain, suffering or distress. The FSA operates a zero tolerance policy towards animal cruelty and OVs take a prompt and proportionate approach to enforcement action where breaches are identified.</p><p>The Government has delivered on the manifesto commitment to make CCTV recording in slaughterhouses mandatory. This legislation came into force last year and requires slaughterhouse operators to install and operate a CCTV system in their premises that provides a clear and complete view of all areas where live animals are present. This legislation followed several well publicised cases of animal abuse in slaughterhouses. TV adverts must be pre-cleared by Clearcast and the Advertising Standards Authority (ASA) acts on complaints and proactively checks the media to take action against misleading, harmful or offensive advertisements.</p><p> </p><p>Our Review of Gaming Machines and Social Responsibility Measures set out a package of measures to strengthen protections further. These include tougher guidance from the Committees of Advertising Practice (CAP) on protecting vulnerable people, with further guidance on children and young people due soon, tougher sanctions for operators who breach advertising codes and a multi-million pound safer gambling advertising campaign.</p><p> </p><p>The Industry Group for Responsible Gambling has announced that it will extend its commitment not to advertise on TV before 9pm to include advertising during sporting events. It has announced that the changes are expected to come into effect in summer. Its industry-wide code for socially responsible advertising also requires all TV adverts to feature a responsible gambling message for the duration of the advert. Separately, Sky will offer customers the option to opt out of TV gambling adverts from 2020. These are welcome steps by industry to respond to public concerns, and it is important that all those who benefit from gambling advertising think about how they can be socially responsible.
