It is governed by legislation which applies generally to pensions on divorce. Following pension sharing, a pension for the ex-spouse is calculated using actuarial guidance as prescribed. star this property answer text <p>The Government does not have data on how many disposable nappies have been recycled in the last 12 months.</p><p> </p><p>I met Procter &amp; Gamble who have developed a technology to recycle nappies and I understand they are in discussions with several local authorities to establish a facility in the UK. The Government wants to encourage more recycling and to make it easier for households to recycle. In our Resources and Waste Strategy, which was published in December 2018, more is said on how we will encourage recycling and make it easier to understand.</p> more like this

The maximum penalty on prosecution for fly-tipping is imprisonment of up to five years or a potentially unlimited fine. Defra has worked with the Sentencing Council to strengthen guidelines for environmental offences in 2014. I am raising this with colleagues at the Ministry of Justice and to also ensure sentencing levels act as an effective deterrent.</p> more like this

These estimates are consistent with the methodology used to estimate the impact of policy changes to Income Tax and National Insurance Contributions (NICs).</p><p> </p><p>The question implies that the Personal Allowance (PA) and Higher Rate Threshold (HRT) would be at the stated levels in 2020-21 in order that they be frozen at those levels (rather than indexed with Consumer Price Index (CPI) indexation as is the convention) for the years after that.</p><p> </p><p>The Exchequer impact of meeting the thresholds in 2020-21 has is not included in these figures.</p><p> </p><p>The estimated impact from freezing the PA and HRT has been modelled using the 2014-15 Survey of Personal Incomes projected using assumptions from the Office of Budget Responsibility’s November 2017 economic and fiscal outlook. The costs set out below include assumptions on the likely behavioral responses of affected taxpayers, which is in line with previous similar costings agreed with the OBR.</p><p> </p><p>The costing include the impact on NICs, as the Upper Earnings Limit and Upper Profits Limit are aligned to the Higher Rate Threshold which has been frozen at £50,000 for this policy.</p><p> </p><p>The simulation assumes the HRT freeze does not apply in Scotland where this threshold is devolved. Therefore the Scottish Basic Rate Limit (BRL) is amended to maintain the Scottish HRT at the current projected levels after any changes to the PA. The simulation includes an estimate for the change in the Scottish block grant adjustment under this policy change scenario.</p><p> </p>

It could be provided only at disproportionate cost using significant analytical resource to compute estimates. However, from 2016/17 the Capital Gains Tax Self Assessment return includes a separate section that will collect information on tax payable on residential property gains.</p> more like this

star this property answer text <p>The UK is monitoring the situation in the Anglophone regions of Cameroon closely. Our High Commission in Yaoundé continues to meet opposition groups, human rights defenders and the Cameroonian authorities to establish an accurate account, including over allegations of rape. Our High Commissioner in Yaoundé raised our concerns about the situation in the Anglophone regions with President Biya on 19 December. In this and several recent meetings with Prime Minister Philémon Yang and Cameroonian Ministers he called on the Cameroonian Government to adhere to Cameroon’s obligations under international law in respect of human rights. The British Government condemns sexual violence in conflict and is working with foreign governments, the United Nations, the African Union and international organisations to end it.</p> more like this

Discussions between NHS England, NICE and Biogen (the company that manufactures nusinersen) are ongoing to seek to agree a commercial agreement that would enable NICE to recommend use of nusinersen as a clinically and cost effective use of National Health Service resources.</p> more like this

star this property answer text <p>Immunoglobulins are not currently licensed for the treatment of Mast Cell Activation Syndrome (MCAS). However, immunoglobulin therapy may be used ‘off-label’, if there are no other alternative licensed products available and the physician considers that immunoglobin therapy is appropriate to address the clinical need in order to manage a patient with MCAS. This decision, under the full responsibility of the physician, will need to be made following discussion between the physician and the patient.</p><p> </p><p>In order to gain a licence for the use of immunoglobulin therapy for the treatment of MCAS, a Marketing Authorisation Holder would have to submit a variation to their Marketing Authorisation to the Medicines and Healthcare products Regulatory Agency (MHRA) with a dossier compiled of safety and efficacy data. Specialist assessors would review the dossier and a variation to the Marketing Authorisation would only be granted if it is determined that the benefits of the product outweigh any potential risks of using the product in its proposed indication.</p><p> </p><p>The MHRA provides a scientific advice service to Marketing Authorisation Holders regarding their submissions should they request it.</p>

star this property answer text <p>As part of a review into neonatal critical care, NHS England is currently in the process of collating information on the availability of parent accommodation in hospitals and neonatal units, as an important part of the service specification. Individual National Health Service providers are responsible for providing this service within the current contractual arrangements. NHS England are visiting every trust as part of the Quality Surveillance Team reviews.</p><p> </p><p>The Neonatal Critical Care Review is to make recommendations that will support the delivery of high quality, safe, sustainable and equitable models of neonatal care across England. It will be presenting a draft review report to NHS England in October 2017. The draft report will be then be consulted upon before being finalised. The Neonatal Critical Care Review has already set out a range of themes that are to be factored into Local Maternity Systems’ Transformation Plans.</p> more like this

star this property answer text <p>As part of a review into neonatal critical care, NHS England is currently in the process of collating information on the availability of parent accommodation in hospitals and neonatal units, as an important part of the service specification. Individual National Health Service providers are responsible for providing this service within the current contractual arrangements. NHS England are visiting every trust as part of the Quality Surveillance Team reviews.</p><p> </p><p>The Neonatal Critical Care Review is to make recommendations that will support the delivery of high quality, safe, sustainable and equitable models of neonatal care across England. It will be presenting a draft review report to NHS England in October 2017. The draft report will be then be consulted upon before being finalised. The Neonatal Critical Care Review has already set out a range of themes that are to be factored into Local Maternity Systems’ Transformation Plans.</p> more like this

The guidance covers topics from offering financial support to parents paying extra childcare costs to the statutory pay and leave to which employees may be entitled.</p><p>We believe that this will help working families to understand the options available to them, as well as enabling employers to provide the best possible support to their staff at this difficult and stressful time. star this property answer text <p>The Government knows how important tackling late payment is, especially for smaller businesses. We have recently introduced a number of measures to improve payment practices, specifically for small and medium-sized enterprises.</p><p>The Reporting on Payment Practices and Performance Regulations 2017 came in to force this year. This statutory requirement increases transparency, providing small and medium-sized businesses with better information about the payment practices of large businesses they intend to trade with.</p><p>The recently announced Small Business Commissioner builds on a package of measures to tackle late payment and unfavourable payment practices in the private sector. The Commissioner will empower small businesses to resolve payment disputes with larger businesses and avoid future issues by encouraging a culture change in payment practices and how businesses deal with each other.</p> more like this

Reasons for cancelling a certificate include an agent leaving his or her employer, ceasing to work as an enforcement agent or by a judicial order following a judgement that they are not a fit and proper person to hold a certificate.</p><p>Since 2014, no High Court Enforcement Officers have had their licence revoked as a result of a complaint.</p> more like this

Non-imprisonable offences will never result in a custodial sentence: the maximum penalty is a fine. Sentencing must match the severity of the crime. We will always hold in prison those criminals whose offences are so grave that no other penalty will suffice. However, sentences should also rehabilitate. There is persuasive evidence showing short sentences do not work in helping some offenders turn their backs on crime. Closed training prisons provide a range of facilities for category B or category C prisoners who are serving medium to long-term sentences and offer a variety of activities in prison workshops, gardens, educational courses and offending behaviour programmes. Capacity data is available online which could be used to quantify the total capacity of the training estate. This includes figures published by the OECD on expenditure on educational institutions per full-time equivalent student, for upper secondary programmes and all secondary programmes. The UK has higher total government expenditure on primary and secondary educational institutions per student than all G7 countries bar the US. star this property answer text <p>The core schools budget has been protected in real terms since 2010 and is set to rise from almost £41 billion in 2017-18 to over £43.5 billion in 2019/20 with increasing pupil numbers.</p><p>The introduction of the national funding formula for schools (NFF) in 2018/19 means that, for the first time, school funding will be distributed to local authorities based on the individual needs and characteristics of every school in the country. This is directing resources where they are needed most, providing transparency and predictability for schools, and addressing historic disparities between areas. For example, Coventry received £510 more per pupil than Plymouth despite having equal proportions of pupils eligible for free school meals and Nottingham similarly attracted £555 more than Halton. These disparities had persisted for nearly a decade, with little or no justification.</p><p>Under the NFF, the basic per pupil funding amount for Key Stage 4 pupils is £4,386. Pupils may also attract additional funding through other NFF factors or through other funding streams, such as the pupil premium. Pupils in areas which face higher labour costs will also have the per pupil amount they attract increased by the relevant area cost adjustment, in recognition of those costs.</p><p>To provide stability for schools, local authorities continue to be responsible for designing the distribution of funding in their areas. Because of this, local authorities can continue to set their own base funding rates for Key Stage 4 pupils, which can vary from the figure above.</p><p>Before 2018-19, the Department did not distinguish between key stages when allocating funding to local authorities through the dedicated schools grant. Each local authority will have set their own funding rates for Key Stage 4 pupils for each year in this period.</p><p>Students who take A levels typically do so as part of 16 to 19 study programmes. The Department does not separately identify the per student funding rate for students taking A levels rather than other qualifications in their study programmes. The base rate of funding for 16 to 19 study programmes is £4,000 per year for full-time 16 and 17-year-old students. Additional funding is provided on top of this through the 16-19 funding formula, to cover, for example, the needs of disadvantaged students, and to provide extra funding support for high attaining students who study four or five A levels. The £4,000 rate has been in place since the current formula was introduced in 2013.</p>

star this property answer text <p>Teaching schools have a responsibility through their delivery of Continuing Professional and Leadership Development to develop future head teachers to help meet the most pressing national needs in primary, small rural, special, challenging urban/coastal and faith schools. This includes supporting and training teachers to meet the needs of children and young people with special educational needs and disability (SEND), including dyslexia. The Department does not prescribe approaches to be used by teaching schools but we know from monitoring data, that many Teaching School Alliances run specific dyslexia courses.</p><p>In addition, through their role in designating and brokering Specialist Leaders of Education (SLE), Teaching School Alliances are able to offer schools access to a range of SEN expertise. A total of 939 SLEs are designated with a SEN specialism.</p><p>We have also enabled teachers to develop their practice in supporting children with SEN and disabilities through the National Scholarship Fund, which allowed teachers to apply for funding to undertake postgraduate level qualifications in specific impairments.</p>

These amounts are based on existing pupil data, which will be subject to change as the pupil population changes. Schools in Harborough will attract 6.4% more funding under the final national funding formula for schools, equivalent to £256 more per pupil. LAs will continue to set local formulae to determine individual schools’ budgets in 2018-19 and 2019-20. It remains the Government’s intention that every school’s budget should be set on the basis of a single, national formula, but a period of transition will provide greater stability for schools.</p><p> </p><p>The Department will publish notional funding formula allocations for 2019/20 later this year after updating calculations using the latest autumn census data.</p> more like this

star this property answer text <p>Schools can choose to ban or limit the use of smart phone or tablets on school premises during the school day. Schools should make any policies on smart phones or tablets known to all staff, pupils and parents. These policies should outline any sanctions that will be imposed if pupils break these rules.</p><p>The Bennett Review of behaviour in schools includes a chapter about the use of technology in schools and case studies of policies in place. star this property answer text <p>We believe that Shared Ownership has an important role to play as part of a diverse and thriving housing market and since 2010 around 54,000 new Shared Ownership homes have been delivered.</p><p>We continue to work with the sector and lenders to ensure that Shared Ownership continues to be attractive to investment and have made a number of changes to support this, including expanding the Affordable Homes Programme from £7 billion to over £9 billion, standardising eligibility for buyers and extending funding for development to private providers.</p><p> </p><p> </p> more like this
