star this property answer text <p>The Treasury recognises that mortgage prisoners can be in a difficult and sometimes stressful situation. However, the servicer of these mortgages must be regulated by the Financial Conduct Authority (FCA). This means that customers are protected by the FCA’s principle of Treating Customers Fairly; their Mortgage Conduct of Business rules; and customers have recourse to the Financial Ombudsman Service.</p><p> </p><p>The Treasury has also worked closely with the FCA to consider how to remove the regulatory barriers that might prevent some customers from accessing better deals.</p><p> </p><p>The FCA are now consulting on changes that will move the required affordability assessment from an absolute test to a relative one. This will enable lenders to more easily accept switching consumers, providing they are up-to-date with repayments and are not borrowing more.</p><p> </p><p>The FCA consultation closes on 26 June 2019.</p> more like this

star this property answer text <p>In the UK, the Phone-paid Services Authority (PSA) regulates Premium Rate Services (PRS), which include premium rate text services. Providers of PRS must comply with the PSA Code of Practice which is approved by Ofcom, which includes specific protections for vulnerable consumers.</p><p> </p><p>The PSA has the power to take robust enforcement action against companies that breach their Code. In serious cases, the PSA Code Adjudication Tribunal may impose sanctions which can include ordering refunds to be paid to affected consumers, prohibition of the provider from providing services and fines of up to £250,000 for each breach of the Code.</p><p> </p><p>The PSA has recently consulted on draft proposals to strengthen the regulation of phone-paid services offered on a subscription basis. The PSA considered risks to consumers as part of the consultation including the specific risk of harm to vulnerable consumers. The consultation closed in May and the PSA will publish its response later this year.</p>

star this property answer text <p>Improving employment opportunities for people with a learning disability is a Government priority. We take a life course approach and are working with other Departments to tackle barriers to employment that start early in life. For example, we work with Department for Education on implementing the Maynard Task Force recommendations which help people with learning disabilities to access Apprenticeships. DWP is also testing ways to improve our support to this group, through initiatives like the Local Supported Employment proof of concept, which seeks to build our evidence base on how we can best help users of adult social care (many of whom have learning disabilities) to be able to work.</p><p> </p><p>Through Disability Confident, we are encouraging employers to offer more opportunities to disabled people, including people with a learning disability. Nearly 12,000 employers are signed up to the scheme and we recently announced our commitment to increase this number to 20,000 over the year.</p><p> </p><p>Access to Work supports disabled people, including those with learning disabilities, who are in work or participating on Traineeships, apprenticeships or supported internships. Last year, record numbers of people with learning disabilities received support from Access to Work, with figures up 22% on 16/17.</p><p> </p><p>The Government is working with the Supported Business Alliance (SBA) and The British Association for Supported Employment (BASE) to:</p><ul><li>help them develop a new quality mark for supported businesses and</li><li>to develop a new long term element of Access to Work to continue support for those already working for a supported business, and help more disabled people to join them.</li></ul><p>This will help those with the most severe barriers to work, including people with learning disabilities.</p><p> </p><p>We are investing £40m in a new Intensive Personalised Employment Support programme, which rolls out in late 2019 and is expected to benefit 10,000 people. It will provide highly personalised packages of employment support for disabled people, including those with a learning disability, who are at least a year away from moving into work.</p>

star this property answer text <p>The security situation in Yemen is of great concern. Working with partners and agencies, we are monitoring developments and doing all we can to end the conflict. The UK has played a leading role in diplomatic efforts and will continue to do so. My Right Honourable Friend the Foreign Secretary visited Yemen in March. He also hosted a ministerial Quad meeting last month to discuss implementation of the Hodeidah agreement and next steps in the political process. I welcome reports over the weekend that the Houthis have begun their withdrawal from Hodeidah. I look forward to receiving independent verification from the UN and hearing the assessment of the UN Special Envoy during his briefing to the Security Council.</p><p> </p> more like this

In the event that a company is unable to meet its contractual obligation when they fall into administration, consumers who paid for goods using their credit card are protected under section 75 of the Consumer Credit Act 1974 (CCA) and should contact their card issuing company. star this property answer text <p>In December 2018, the Government set out its proposals in “the UK’s future Skills-based Immigration System” White Paper. The White Paper proposals include a new route for skilled workers which will be open to anyone at RQF level 3 and above, irrespective of where they are applying from. This route will not be capped allowing all of those who meet our requirements to come to the UK.</p><p>The White Paper also includes a transitional route for temporary workers which will be open to anyone from qualifying countries, wishing to fill positions at any skill level, for up to 12 months. star this property answer text <p>The Department used a selective tender process for contracting a drafter. This approach was taken so that this non-statutory model music curriculum can be made available before the end of the summer term. The Department ran the procurement in accordance with Government procurement rules, which allow for selective tendering for requirements valued below £20,000.</p><p>The Incorporated Society of Musicians and Music Mark were invited to bid as the two UK music subject associations. The Associated Board for the Royal Schools of Music (ABRSM) was invited to bid as the largest music education body in the UK.</p><p>The Department has received offers from practitioners to participate in development of the model curriculum. As part of their work, the expert panel and the lead drafter have been drawing on input from members of the teaching profession and from wider music organisations. This will continue to be the case throughout the duration of the development process. The model music curriculum will build on and will not conflict with the statutory music curriculum.</p><p> </p>

As part of their work, the expert panel and the lead drafter have been drawing on input from members of the teaching profession and from wider music organisations. It is up to individual schools and colleges to decide which A level courses to offer, and as part of that they may wish to work together with other schools and colleges in the area to combine resources and maximise choice.</p><p>The Department does not hold information on the number of institutions that have offered A level music. Instead the Department holds data for the exams entered at each institution. The attached table shows the number of institutions that entered at least one student for music A level. As context, it also shows the overall number of institutions that entered at least one student for an A level in any subject, and the percentage of those institutions that entered at least one student for music A level.</p><p>The number of institutions was recorded for each Local Authority District (LAD) in England; each of these LADs were ranked according to their deprivation score, as measured by the Income Deprivation Affecting Children Index, and split into quintiles. The data is not held in the same format prior to 2015/16, so equivalent figures for earlier years could not be calculated without incurring disproportionate costs.</p>

It is for each local authority to decide how best to provide their library service ensuring that it meets local needs, including for those library users with a learning disability, or with autism or dementia.</p><p> </p><p>Many library services in England train staff to meet these needs and provide library spaces, resources and support designed for people with these and other disabilities or conditions. For example, Stockton-on-Tees Borough Council received around £100,000 from DCMS through the Libraries: Opportunities for Everyone fund, to develop innovative new spaces in its central libraries, including in Thornaby Library. This Imagination Station opened in May 2018 and provides sensory and immersive experiences designed for people with a variety of health needs, including those living with dementia, autism, or learning disabilities.</p>

These figures include 44 new up to date customer devices which have been installed and are currently being trialled in 3 offices in England from 2019. This should result in all devices in England being replaced during 2019 with new bespoke machines designed to support the Universal Credit customer journey.</p><p> </p><p>Notes:</p><p> </p><p>* A desktop computer available for public use, available for the majority of time with the exception of servicing and updates.</p><p> </p><p>These figures do not include “JobPoints/JobKiosks” that could be used by the public for job search activities and which were completely decommissioned by November 2014.</p>

star this property answer text <p>Our number one priority is to ensure patients continue to have unhindered access to medicines as we exit the European Union and we are working with all sectors in the supply chain to ensure this happens.</p><p> </p><p>The Government remains committed to leaving the EU with a deal. Under the conditions of the Withdrawal Agreement, there will be a two-year Implementation Period within which the Government will negotiate the United Kingdom’s future relationship with the EU. During the Implementation Period, there will be no change to the current trading arrangements with the EU/European Economic Area (EEA), meaning the supply of medicines and medical products will continue unhindered.</p><p> </p><p>As a responsible Government, we are planning for all possible exit scenarios, including ‘no deal’. Our ‘no deal’ medicines supply contingency plans include sensible mitigations for medicines that come to the United Kingdom from or via the EU/ EEA to ensure that the supply of essential medicines, is not disrupted.</p><p> </p><p>In August 2018, the Department wrote to all pharmaceutical companies that supply prescription-only and pharmacy medicines to the UK that come from, or via, the EU/EEA asking them to ensure a minimum of six weeks additional supply in the UK, over and above existing business-as-usual buffer stocks, by 29 March 2019. The response from industry has been very positive. The vast majority of companies have confirmed stockpiling plans are in place.</p><p> </p><p>On 7 December, the Government published updated reasonable worst-case scenario border disruption planning assumptions in the event of a ‘no deal’ EU exit. Medicines and medical products are prioritised in cross-Government planning, and the Department is working with relevant partners across Government and industry to ensure we have sufficient roll-on, roll-off freight capacity on alternative routes to enable these vital products to continue to move freely into the UK.</p><p> </p><p>We are confident that if everyone does what they need to do, supplies will continue unhindered. The Department does not expect to see significant changes to existing medicine supply chains or capacity in the intervening period between now and 29 March 2019, although we will be monitoring this closely.</p>

Ofcom, as the independent regulator of television and radio, is currently reviewing public service broadcasters’ plans to address concerns relating to the current level of children’s programming. We look forward to Ofcom’s report, which is due to be published this Summer.</p><p> </p><p>Government is also supporting children’s content through the Contestable Fund, launching in April 2019. The pilot will provide up to £60 million to support the provision and plurality of children’s content, on free to air, Ofcom-regulated platforms, including the commercial public service broadcasters.</p> more like this

star this property answer text <p>Guidance is available from the National Institute for Health and Care Excellence (NICE) on the assessment and initial management of fever in children under five, and this guidance includes recommendations on recognising the symptoms of Kawasaki disease.</p><p> </p><p>NICE’s clinical guidelines help healthcare professionals deliver the best possible care based on the best available evidence; the guidelines are not mandatory, although health and care commissioners are expected to take them fully into account.</p><p> </p><p>Information about the symptoms, causes, diagnosis, treatment and complications of Kawasaki disease is also available on the National Health Service website.</p><p> </p><p>Furthermore, learning information and resources for clinicians about Kawasaki disease is available from Societi, The UK Kawasaki Disease Foundation. Societi engages with a range of NHS stakeholders to raise awareness of Kawasaki disease, and has a number of senior clinicians on its Scientific Advisory Board who work in leading NHS institutions and who have expertise in relevant clinical areas such as vasculitis and paediatric cardiology.</p>

star this property answer text <p>The Government published the Resources and Waste Strategy for England in December last year which sets out our plans to reduce plastic pollution and to move towards a more circular economy. This builds on the commitment in the 25 Year Environment Plan to eliminate all avoidable plastic waste.</p><p> </p><p> </p><p> </p><p>We have already made good progress, banning microbeads in rinse-off personal care products and removing 15.6 billion plastic bags from circulation with our 5p charge.</p><p> </p><p> </p><p> </p><p>We have consulted on banning plastic straws, stirrers and cotton buds and are currently consulting on extending the carrier bag charge. We will shortly consult on reforming existing packaging waste regulation, introducing a deposit return scheme for drinks containers and increasing consistency in the recycling system. Legislative proposals will be developed taking account of the consultation responses.</p><p> </p><p> </p><p> </p><p>The Government is also committed, subject to consultation, to introducing a tax on plastic packaging containing less than 30% recycled context. We will continue to review the latest evidence on problematic products and materials to take a systematic approach to reducing the use of unnecessary single-use plastic products.</p><p> </p><p> </p><p> </p><p>A number of Departments, including Defra, have already taken steps to eliminate single-use consumer plastics from their operations. The 25 Year Environment Plan includes a commitment to remove all single-use consumer plastics from central Government offices and the Resources and Waste Strategy has confirmed that the Government will do this by 2020.</p><p> </p><p> </p><p> </p><p>Waste and recycling policy is a devolved matter, and the Government continues to work with the Devolved Administrations in delivering our shared ambitions to improve waste and recycling outcomes and promote resource efficiency in the UK.</p><p> </p>

star this property answer text <p>The Department has published the number of students entering A level computer studies or computing, split by free school meal (FSM) eligibility, from 2011/12 – 2016/17.[1] Figures for 2011/12 – 2015/16 were based on exam results achieved in the report year. In addition, for 2015/16 figures only include students who were included in the ‘best 3 A levels’ measure. From 2016/17, figures cover exam results achieved in all years of 16-18 studies (up to 3 years) and inclusion in the best 3 A level measure was no longer used in the methodology, resulting in more students being included and correspondingly higher rates of entry. star this property answer text <p>The Government is working to improve the care and support received by families who experience baby loss. The Department has provided funding to Sands, the stillbirth and neonatal death charity, to work with other baby loss charities and Royal Colleges to produce the National Bereavement Care Pathway (NBCP) to reduce the variation in the quality of bereavement care provided by the National Health Service.</p><p> </p><p>The NBCP helps professionals to support families in their bereavement after any pregnancy or baby loss, be that miscarriage (including ectopic and molar pregnancy), termination of pregnancy for fetal anomaly, stillbirth, neonatal death or sudden unexpected death in infancy. In October 2018, all of the NBCP guidance materials and tools were published online.</p><p> </p><p>In addition, NHS England’s Perinatal Mental Health Team has been working with Sands to ensure that the NBCP guidelines effectively signpost universal mental health screening and referral to evidence-based interventions and support.</p><p> </p><p>Furthermore, the Pregnancy Loss Review which the Department commissioned earlier this year, has been considering the question of whether legislation should provide new rights to bereaved parents to register pregnancy loss occurring before 24 weeks gestation, as well as investigating the impact of such losses on families and how care can be improved for parents who experience this. The review has been widely consulting with parents, charities and medical professionals and is currently scheduled to be completed in early 2019.</p>

The Arts Council’s £75m investment in music education hubs reflects the government’s belief that all students should have access to an excellent, well-rounded education which includes the arts and music. ACE has also recently provided funding to Leeds College of Music for a festival of cutting edge music, sound art and visual installations; and the Royal Northern College of Music for the 2018 RNCM Brass Band Festival.</p><p> </p><p>In particular, ACE supports the orchestral sector’s engagement with conservatoires by working with Conservatoires UK to encourage collaboration between conservatories and the ACE National Youth Music Organisations, National Portfolio Organisations and Music Education Hubs.</p> more like this

star this property answer text <p>A number of EU Member States operate their own public lending rights schemes which enable payments to be made to eligible rights holders for the lending of their work. However, these are not directly reciprocal to the UK’s Public Lending Right (PLR) Scheme, and decisions on whether UK-resident authors qualify for these will be for each Member State to make.</p><p> </p><p>The Authors' Licensing and Collecting Society (ALCS), which represents UK authors in registering and claiming payments from lending rights schemes in Europe and elsewhere, has indicated that it supports the UK's PLR scheme remaining open to residents of EEA states. ALCS believes that this will help it to encourage relevant organisations responsible for lending rights schemes in EEA states to allow UK-resident authors to benefit from such schemes after the UK leaves the EU.</p> more like this
