star this property answer text <p>Highways England Inspectors travel the network to carry out weekly safety inspections of the A1. They last inspected the section through Rutland on 25 February 2020 and some carriageway defects were identified.</p><p> </p><p>Any safety critical defects identified are reported with the appropriate instruction to mitigate any immediate safety issues. Permanent repairs are then carried out within a timescale appropriate to the severity and impact of the defect, frequently within 28 days.</p><p> </p><p>The A1 is being considered for future renewal schemes as Highways England develops its forward programme of works for the second Road Investment Strategy (RIS2) period, covering the years 2020 to 2025.</p><p> </p><p>We expect RIS2 to be published before the start of the second Road Period on 1 April 2020. Highways England will then publish its Delivery Plan for the period in response to RIS2.</p><p> </p><p> </p> more like this

star this property answer text <p>During a routine structural inspection of Clifton Bridge in 2018, Highways England identified a number of safety critical repairs were needed. During these planned works, further structural repairs were found to be necessary which led to the closure of the bridge.</p><p> </p><p>I understand how busy this stretch of the A52 is and Highways England did not take the decision to close the bridge lightly. The Department is working with Highways England to make sure everything possible is being done to resolve the situation and get traffic moving across the Clifton bridge as quickly and as safely as possible. One lane has already re-opened.</p><p> </p><p>Highways England is working closely with local authorities to ensure there are no restrictions on the diversion routes.</p><p> </p><p>Highways England invited all Local Resilience Forums (LRF), Nottingham City and County, to attend a briefing on the timings / stages necessary to safely restore the bridge capacity to normal.</p><p> </p><p>Highways England also meets weekly with local authorities and the emergency services to discuss mitigation measures, share progress, and plan works.</p><p> </p><p>Restrictions will be in place for some time until permanent repairs are completed. Highways England continue to liaise with local authorities to explore how the impact of the Clifton Bridge closure on the publics journey, can be further reduced.</p>

As the independent regulator for qualifications, Ofqual works with exam boards to make sure that any potential risks to the timely and secure delivery of GCSE, AS and A levels are appropriately managed. Ofqual has been closely monitoring the situation and meeting regularly with senior staff at AQA to discuss their contingency plans. star this property answer text <p>If the UK leaves the EU without a withdrawal agreement, UK registered auditors will be treated largely as third country auditors in the EEA. Similarly, UK companies will be treated largely as third country companies for accounting and audit purposes. EEA auditors and EEA companies in the UK will also be treated as third country auditors and third country companies in the UK under changes that will be made effective in part through amendments to UK legislation. However, the UK Government has put in place a framework that will allow some continuing market access for EEA auditors to the UK for a limited period in order to provide continuity for businesses in the period following the UK’s exit.</p><p> </p><p>The Government’s technical notice on accounting and audit if there is no Brexit deal sets out the implications of No Deal for businesses operating across the EU/UK border. star this property answer text <p>The department does not hold a central register of wraparound providers from which an accurate assessment can be made about the number of children that have participated in after-school clubs by local authority.</p><p>However, the department runs the Childcare and Early Years Survey of Parents, which provides national-level estimates around the use of and payments for after school clubs and activities.</p><p>Use of after-school clubs and activities as childcare by families over the past five years is detailed in the attached document.</p><p>The department does not currently hold statistical data on the number of children that attend after-school clubs or their usage by region or local authority. However, the department conducted a survey of teachers and school leaders in March 2022, which revealed that 65% of primary schools that responded offered after-school childcare. When weighted to be nationally representative, this translates to around 11,000 primary schools. This is a change from a median of £15 per week (£4 per hour) in 2018, and £13 per week (£3.60 per hour) in 2017. These arrangements are long standing and designed to ensure that controllers are physically and mentally fit to carry out their operational duties.</p><p> </p><p>The current working time arrangements already provide some flexibility which could be used if deemed necessary. star this property answer text <p>The focus of our policy development and analysis to date has been on ways to meet our 2050 net zero carbon commitment. We have not specifically made an assessment of the savings that could be made if the focus were the next five or ten years, but we continue to develop policies to reduce emissions over both the short term and the medium term.</p><p> </p><p>The Transport Secretary recently announced the Jet Zero Council, which will provide leadership and strategic direction to cut aviation emissions. The Council will focus on developing UK capabilities to deliver zero emission flight.</p><p> </p><p>Through the Aerospace Growth Partnership, Government and industry are committing a total of £3.9bn in funding for mid-stage aerospace research and development between 2013 and 2026.</p><p> </p><p>DfT’s Future Fuels for Flight and Freight Competition makes £20 million of capital funding available for projects that will produce low carbon waste-based fuels for use in aircraft and heavy goods vehicles. This government funding will be matched by the private sector, and is expected to support construction of first-of-a-kind plants by 2021. The sustainable aviation fuel produced in these plants is expected to have emissions savings of at least 70% when compared to traditional jet fuel.</p><p> </p><p> </p>

The aviation sector is important to the UK economy and will be able to draw upon the unprecedented package of measures announced by the Chancellor, including a Bank of England scheme for firms to raise capital, Time to Pay flexibilities with tax bills, financial support for employees and VAT deferrals.</p><p> </p><p> </p><p>The measures have been designed to ensure that companies of any size receive the help they need to get through this difficult time – airports, airlines and the wider supply chain.</p><p> </p><p>The Government’s guidance on the Coronavirus Job Retention Scheme, published at <a href="https://www.gov.uk/guidance/claim-for-wage-costs-through-the-coronavirus-job-retention-scheme" target="_blank">https://www.gov.uk/guidance/claim-for-wage-costs-through-the-coronavirus-job-retention-scheme</a>, is clear that employees placed on furlough cannot undertake paid work for their employer.</p><p> </p><p>We recognise the need to ensure that the scheme is sufficiently flexible to take account of the specific requirements of the civil aviation sector, including for example the ability to maintain a skeleton staff to continue critical operations, and to permit mandatory training and certification requirements. We believe that the guidance does provide this flexibility, for instance by not requiring a company’s entire workforce to be furloughed, by permitting employees to be furloughed multiple times - subject to a minimum furlough period of three consecutive weeks - and by making specific provision for training to be undertaken during furlough.</p><p> </p><p> </p>

Measures such as the Coronavirus Job Retention Scheme are being used across the aviation industry to protect the sector against the Covid-19 economic crisis. star this property answer text <p>The Government recognises the challenging times facing the aviation sector as a result of COVID-19, and has been engaging regularly with airlines throughout the UK to understand the impact that COVID-19 is having on their financial position.</p><p> </p><p>Businesses across the industry, including airlines, have been able to draw on the unprecedented package of economic measures put in place during this time. This includes a Bank of England scheme for firms to raise capital, two business interruption loan guarantee schemes for different sizes of business, Time to Pay flexibilities with tax bills, financial support for employees and VAT deferrals.</p><p> </p><p>If airlines find themselves in trouble as a result of coronavirus even following the Government’s cross-economy wage and financial interventions, the Transport Secretary and Chancellor have confirmed that the Government is prepared to enter discussions with individual companies seeking bespoke support as a last resort, having exhausted all other options. Any intervention would need to represent value for money for taxpayers.</p><p> </p><p>Airlines across the country are eligible and have accessed these schemes which has protected a substantial number of jobs across the industry. We do not comment on the commercial or financial matters of private firms and are therefore it would be inappropriate to detail individual discussions.</p>

These meetings have also been used to inform and advise airlines on the support that can be potentially available to them if applicable.</p><p> </p><p>Businesses across the industry, including airlines, have been able to draw on the unprecedented package of economic measures put in place during this time. star this property answer text <p>The Department has been clear that airlines and travel agents should not deny consumers their legal right to a refund, if it is requested and this should be done in a timely manner. The Civil Aviation Authority (CAA) undertook a review of the refund policies of all UK airlines, as well as a number of international airlines that operate flights to and from the UK. The CAA has utilised this review to influence airlines to change their processes and practices in order to improve performance in providing refunds. The CAA’s actions have led to an improved quality of service and performance from most airlines. The CAA continues to work with carriers to drive down waiting times, but balancing the support businesses need during this unprecedented situation.</p><p> </p><p>The COVID-19 pandemic has highlighted a number of challenges. The department is keen to work with the regulator, industry and consumer groups to learn lessons from pandemic, to make changes that are practicable and deliverable.</p>

star this property answer text <p>Airports are following Public Health England’s (PHE) guidance on preventing the spread of COVID-19, as well as following their existing internal protocols on preventing the spread of infectious diseases.</p><p> </p><p>The UK Government is not mandating arriving and exit health screening currently. This is under constant review and if there is a change in policy, all ports and airports will be notified accordingly.</p><p> </p><p>The advice for travellers is the same as for the rest of the population: they are advised to reduce their social contacts by staying at home and following the same social distancing measures as the rest of the country. If they begin to show symptoms, they should self-isolate. All airports are required to identify specific isolation areas to be used in case a passenger becomes ill until the local health response arrives.</p><p> </p> more like this

star this property answer text <p>The Government’s climate change targets include airport emissions, and so airports will need to reach net zero by 2050.</p><p>Airport emissions are largely generated by surface access and power and heat generation, both of which will be addressed through measures targeted at those sectors. For example, this includes an investment of nearly £1.5 billion‎ to support the transition to ultra-low emission vehicles, with grants available for plug-in vehicles and schemes to support chargepoint infrastructure. We are also consulting on bringing forward our ambition to end the sale of new petrol and diesel cars and vans forward to 2035 or earlier, as per the advice of the Committee on Climate Change.</p><p>Airports are not legally responsible for emissions from aircraft operations.</p><p>On emissions from aircraft operations, we are planning to consult shortly to update the Government’s position on aviation and climate change. It is critical that we consider how the aviation sector can play its part in delivering our net zero ambitions.</p>

Airports are displaying posters and digital signage relaying Government information about COVID-19. Passengers arriving into UK airports are being given a leaflet with information about the measures in place in the UK, and announcements are made on aircraft an hour before landing.</p><p> </p><p>Our approach is being kept under review as the pandemic develops. This may mean that measures and procedures change as we control the spread of, and understand more about, the virus. We continue to work closely with the sector to carry on with the repatriation of British Nationals and to maintain critical freight routes for medical supplies, whilst increasingly focusing on restart and recovery. The Government continues to work closely with airports to support them to ensure there is sufficient capacity to protect global travel routes, to continue repatriation and freight, and to maintain vital connectivity.</p><p> </p><p>The aviation sector will be able to draw upon the unprecedented package of measures announced by the Chancellor. We have been clear that if individual companies find themselves in trouble as a result of coronavirus and have exhausted the measures already available to them, then we are prepared to enter discussions with individual companies seeking bespoke support as a last resort. star this property answer text <p>There are weekly meetings of the International Civil Aviation Organisation Council Aviation Recovery Task-Force which was set up specifically to address the aviation industry’s recovery from the crisis caused by the Covid-19 pandemic. This brings together states, multilateral organisations and industry bodies. The UK takes a leading role in this forum, and in its associated sub-groups.</p><p> </p><p>The UK also plays an active role in the European Civil Aviation Conference (ECAC) which has regular meetings. Potential common health measures for aviation are discussed in both of these forums. Finally, the Secretary of State has met with foreign transport ministers to discuss the impact of Covid-19 on international aviation.</p> more like this

Testing will not identify everyone who is infected with coronavirus when they enter the UK – especially as some people might be asymptomatic. That is why we will be asking all travellers to self-isolate for 14 days.</p><p>The Government will continue to review whether and when additional measures are needed to slow the spread of coronavirus and we are monitoring the decision for some airports to trial temperature screening.</p><p> </p> more like this

The Government continues to do so.</p><p> </p><p>Businesses across the industry, including airports, have drawn on the unprecedented package of economic measures we have put in place during this time.</p><p> </p><p>The Government has now made £3.2 billion available to local authorities, through an un-ringfenced grant, so they can address pressures they are facing in response to the COVID-19 pandemic. The Ministry of Housing, Communities and Local Government will continue to work with local government over the coming weeks to develop a collective understanding of the costs that local authorities are facing, and to ensure that they are managing as the pandemic progresses.</p> more like this

This includes a Bank of England scheme for firms to raise capital, two business interruption loan guarantee schemes for different sizes of business, Time to Pay flexibilities with tax bills, financial support for employees and VAT deferrals.</p><p> </p><p>If airports find themselves in trouble as a result of coronavirus even following the Government’s cross-economy wage and financial interventions, the Transport Secretary and Chancellor have confirmed that the Government is prepared to enter discussions with individual companies seeking bespoke support as a last resort, having exhausted all other options. Any intervention would need to represent value for money for taxpayers.</p><p> </p><p>Airports across the country are eligible and have accessed these schemes which has protected a substantial number of jobs across the industry. We do not comment on the commercial or financial matters of private firms and are therefore unable to say anything further.</p><p> </p>

These measures include: HMRC’s Time to Pay flexibilities with tax bills, including VAT deferrals; the Coronavirus Job Retention Scheme; HMT and the Bank of England’s Covid Corporate Financing Facility; and the Coronavirus Business Interruption Loan Scheme for large and small businesses.</p><p> </p><p>If airlines or airports find themselves in trouble as a result of coronavirus, even following the Government’s cross-economy wage and financial interventions, the Transport Secretary and Chancellor have confirmed that we are prepared to enter discussions with individual companies seeking bespoke support as a last resort, having exhausted all other options. Any intervention would need to represent value for money for taxpayers.</p><p> </p><p>The recent announcements about proposed redundancies will be very distressing news for employees and their families. Government recognises the challenges facing the aviation industry and remains committed to an open dialogue with the sector and unions, to minimise the damage to industry and retain jobs. We encourage airports and unions to engage constructively with each other, striving to provide employees with as much certainty as possible during this challenging time.</p><p> </p>
