star this property answer text <p /> <p /> <p>The Government believes that reinvesting savings from the abolition of the Percentage Threshold Scheme to establish the Health and Work Service is the most effective means of targeting public funds to tackle sickness absence. The Health and Work Service will reduce the length of sickness absence and offers a more proactive approach to sickness absence management. Small businesses are least likely to have access to occupational health services, and will benefit from having access to occupational health assessments and advice through the Health and Work Service.</p><p> </p><p>We have considered an alternative approach along the lines of restricting access to a reimbursement scheme to employers with fewer than five employees. However, this was discounted because it resulted in additional burdens on employers and additional Statutory Sick Pay reimbursement costs for the state<em>.</em></p> more like this

star this property answer text <p> </p><p><em> </em></p><p> </p><p>The SSP Percentage Threshold Scheme compensates employers with high levels of sickness absence but an independent review of sickness absence[1] found it does nothing to tackle the causes of absence. As a result, the Government accepted a recommendation in the Review to abolish the Percentage Threshold Scheme. The Government also accepted a recommendation to establish a Service (now known as the Health and Work Service) to offer specialist occupational health assessment and advice to employers, employees and GPs. The Service is designed to reduce the costs of sickness absence for employers by addressing the obstacles preventing a return to work, and supporting employees back to work as quickly as appropriate. star this property answer text <p>The Child Maintenance Service introduced collection and enforcement fees to encourage parents to make a collaborative arrangement and incentivise compliance.</p><p> </p><p>If a paying parent fails to pay on time or in full, we aim to take immediate action to re-establish compliance. If necessary we can deduct on-going maintenance and arrears directly from earnings or from solely held bank accounts.</p><p> </p><p>We also have a range of other strong civil enforcement powers including seizing property, removal of driving licences and commitment to prison.</p> more like this

star this property answer text <p>The Child Maintenance Service understands how important it is to ensure that the system works for everyone, including victims of domestic violence and abuse. But we do not believe that a history of domestic violence and abuse has to be a barrier to using the Child Maintenance direct pay service.</p><p> </p><p>When parents have a direct pay arrangement, caseworkers can act as an intermediary and pass information between parents, including bank details, so that the parents do not need to have any contact with each other.</p><p> </p><p>They will also provide information about how to set up a bank account with a centralised sort code, which means that it gives no indication of the possible location of the account holder. Parents can also choose to have the money paid into someone else’s account.</p> more like this

It was purposefully set up with light governance arrangements to ensure the focus is on support for veterans and not on completing paperwork. Although DWP provides support for the scheme on this basis, employers are not required to let the Department know once they have decided to take part in the programme. Table 1 below provides the average FEP made in each year since 2003/04. star this property answer text <p>The Social Fund Funeral Expenses Payments provides a significant contribution towards funeral costs, covering burials, cremations and £700 towards coffins, flowers and other costs. It continues to meet the necessary costs of a cremation or burial for claimants on certain income based benefits or tax credits. Average payments have increased year-on-year to meet these necessary costs, by some 28% over the past ten years.</p><p> </p><p>We have also made interest-free Social Fund Budgeting Loans available for funeral costs in addition to Funeral Expenses Payments. Whilst we are keeping the level of funeral expenses payments under review, we do need to ensure that we have a system that is both fair for taxpayers, while assisting the most vulnerable with funeral expenses.</p> more like this

star this property answer text <p>The Department’s current telephony numbering policy is that calls to claim benefit should be free, so it uses 0800 telephone numbers for these calls. The Department uses 0345 telephone numbers where customers call for other reasons. These are, typically, calls which take less time to resolve. If a customer raises concern over the cost of the call then we will offer to call them back.</p><p> </p><p>At the moment, extending 0800 telephone numbers to other lines, including the Personal Independent Payment enquiry line, would be expensive.</p><p> </p><p>That being said, DWP recognises that our numbering policy has been in place for some time and will be conducting a review. The Department will also be considering alternative contact channels for customers to transact with us.</p> more like this

star this property answer text <p>DWP case managers make decisions on all claims based on the PIP2 questionnaire completed by the claimant, any additional evidence they have submitted, the report from the assessment provider and any additional information the assessment provider has requested, for example information from the claimant’s GP.</p><p> </p><p>The table below shows the number of claimants who have undergone a Disability Living Allowance (DLA) to Personal Independence Payment (PIP) reassessment with our assessment providers, IAS and Capita. star this property answer text <p>The Personal Independence Payment assessment is not a medical assessment requiring the Health Professional to diagnose a condition and recommend treatment options. The focus is on ensuring Health Professionals are experts in disability analysis, focusing on the effects of health conditions and impairments on a claimant’s daily life.</p><p> </p><p>All Health Professionals undertaking Personal Independent Payment assessments must be registered practitioners who have met requirements around training and competence. Their comprehensive training includes detailed modules covering all aspects of autism. In addition, they carry out simulated assessments to enable Health Professionals to understand how the condition can impact on a person’s ability to undertake the activities in the assessment.</p><p> </p><p>Both Assessment Providers employ specialist practitioners who have at least 2 years of post-registration clinical experience in either a mental health or learning disability role. They are available to provide support and advice to Health Professionals on particular conditions including autism. To strengthen, review and update their training, the Assessment Providers continue to engage with a range of stakeholders including the National Autistic Society.</p>

DWP do not collect data on these cases. Capita advise that they have received the following complaints regarding PIP: 2013 - 16.5% of caseload; 2014 - 3.8% caseload; 2015 – 1.1% caseload; 2016 – 1.5% caseload and 2017 (to October) - 1.6% caseload. These are inclusive of those cases received by DWP and forwarded on to Capita.</p> more like this

The scheme will continue to provide financial support owner-occupiers in times of need in exactly the same way as it does now. Claimants and mortgage lenders will not see any difference in the payments they receive. The only difference is that we will require repayment of the loan once the property is sold, subject to there being sufficient equity available. Mortgage lenders will be notified when a claimant's SMI benefit payments cease. Lenders are required under Financial Conduct Authority (FCA) regulations to engage with borrowers to discuss how they will meet their loan commitments.</p> more like this

The Regulator has provided guidance for employers on choosing a pension scheme and is continuing to consider how best to support employers in this important decision.</p><p> </p><p>The Government introduced a package of measures in April to strengthen governance in schemes used for automatic enrolment and protect members from high or inappropriate charges. This includes the introduction of a 0.75 per cent cap on charges in the default funds of schemes used for automatic enrolment.</p> more like this

star this property answer text <p>The Government has fundamentally reformed regulation of the consumer credit market, transferring regulatory responsibility from the Office of Fair Trading (OFT) to the Financial Conduct Authority (FCA) in April 2014. This more robust regulatory system is helping to deliver the Government’s vision for a well-functioning and sustainable consumer credit market which is able to meet consumers’ needs. Treasury ministers and officials meet regularly with the FCA to discuss relevant regulatory issues.</p><p> </p><p>The Government does not hold the requested estimate, but the FCA’s rules require firms to reasonably expect that in at least 51% of credit agreements entered into as a result of a promotion, credit will be provided to the consumer at the representative APR or lower. The FCA’s rules also require firms to ensure that their communications and financial promotions are fair, clear and not misleading. The FCA is able to impose tough sanctions, such as banning products, imposing unlimited fines and ordering firms to pay money back to customers, where wrongdoing is found.</p>

This more robust regulatory system is helping to deliver the Government’s vision for a well-functioning and sustainable consumer credit market which is able to meet consumers’ needs. Treasury ministers and officials meet regularly with the FCA to discuss relevant regulatory issues.</p><p> </p><p>The Government does not hold the requested estimate, but the FCA’s rules require firms to reasonably expect that in at least 51% of credit agreements entered into as a result of a promotion, credit will be provided to the consumer at the representative APR or lower. The FCA’s rules also require firms to ensure that their communications and financial promotions are fair, clear and not misleading. The FCA is able to impose tough sanctions, such as banning products, imposing unlimited fines and ordering firms to pay money back to customers, where wrongdoing is found.</p>

star this property answer text <br /><p>The Government takes tax avoidance and aggressive tax planning extremely seriously, and has taken action both domestically and through working with other countries to prevent this.</p><br /><p>The UK has led global efforts to tackle aggressive tax planning by multinational companies through the OECD-G20 Base Erosion and Profit Shifting (BEPS) project. The project represents an unprecedented international effort that involved over 60 countries, including developing countries, working together to better align the taxation of profits with economic activity and value creation.</p><br /><p>The Government is also committed to supporting developing countries to collect the tax they are due. Through the G20 Development Working Group, and with the supporting of international organisations, it is working to produce practical toolkits that will assist developing countries in implementing the BEPS recommendations.</p><p>In addition, the UK contributes considerable human and financial resources to help developing countries build robust tax administrations. Earlier this year, the Government committed to doubling our funding for tax projects in developing countries.</p><p><br></p>

star this property answer text <p>The Government is committed to supporting developing countries access sustainable sources of revenue and collect the taxes they are due. However, it has concerns that the establishment of a UN body with responsibility for agreeing international tax rules would lead to duplication with the ongoing work of the G20 and OECD, and would make it more difficult to achieve agreement on international tax reforms.</p><br /><p>The UK has been at the forefront of recent international efforts to ensure that taxing rights are closely aligned with economic activity through the G20-OECD Base Erosion and Profit Shifting (BEPS) project. Developing countries have been directly involved at working and decision-making levels in BEPS discussions and all countries will be able to benefit from the changes resulting from this work.</p><br /><p>The Government is also working through the G20 Development Working Group and with international organisations to produce practical toolkits that will assist developing countries in implementing the BEPS recommendations. In addition, the Government funds tax capacity building in the vast majority of our priority developing countries bilaterally and multilaterally, as well as through peer-to-peer technical assistance from HM Revenue and Customs.</p>
