Most recently, I discussed my concerns on the sentencing with the Ambassador of the Kingdom of Bahrain to the Court of St James’ on 5 November. We will continue to closely monitor the case as it makes its way through the judicial system. Should we have concerns we will raise them at an appropriately senior level with the Government of Bahrain.</p><p>It would be inappropriate for me to comment on statements by the State of Qatar concerning the Kingdom of Bahrain.</p> more like this

star this property answer text <p>The British Government raises concerns about human rights with the Bahraini authorities in private and in public. We encourage the Government of Bahrain to deliver on its international and domestic human rights commitments. The Foreign and Commonwealth Office and our Embassy in Bahrain are monitoring this issue closely.</p><p>The Ministry of Interior Ombudsman has responsibility for investigating allegations of mistreatment in detention. We encourage all those with concerns about their treatment in detention to report these directly to the Ombudsman, and we urge the Ombudsman to carry out thorough investigations into any such allegations.</p> more like this

star this property answer text <p>​It is important that credible allegations of violations of international humanitarian law (IHL) are investigated and the Saudi-led Coalition has committed to doing this. The UK has not been directly involved in investigations undertaken by the Joint Incident Assessment Team, but has supported its development and delivered two training sessions in Saudi Arabia on the process for investigating alleged IHL violations. The UK continues to believe that the Coalition has the best insight into its own military procedures and will be able to conduct the most thorough and conclusive investigations. The Coalition has publicly stated that any lessons learned will be acted upon.</p> more like this

star this property answer text <p>The UK has been providing a range of technical and practical assistance to the Government of Bahrain since 2012, in support of its reform programme. Training is provided to the Police Service as a whole rather than to specific Police Directorates. Any training provided by or on behalf of the government complies with our domestic and international human rights obligations.</p><p>The technical assistance we have been providing to Bahrain supports the building of effective and accountable institutions, strengthening the rule of law, and police and justice reform. It has included work with the National Institution of Human Rights, the Ministry of Interior Ombudsman, and the Prisoners' and Detainees' Rights Commission.</p> more like this

star this property answer text <p>Our Ambassador in Tehran raises the cases of our British/Iranian dual national detainees, including Mr Kamal Foroughi, at every opportunity as part of his regular discussions with the Iranian Government. This happened most recently on 30 August. I also raised the cases of our dual national detainees with the Iranian Foreign Minister and Deputy Foreign Minister when I visited Tehran on 5 August. While Iran does not recognise dual nationality and regards them as Iranian, we consider them British and will continue to raise these cases and request consular access.</p> more like this

star this property answer text <p>​There are no projects being funded by the Foreign and Commonwealth Office this financial year (2017/18) with either the Causeway Institute for Peace-building and Conflict Resolution (CIPCR) or the Bahrain Institute for Political Development (BIPD) for projects in Bahrain. The UK has worked with the Government of Bahrain to encourage progress on human rights in areas which include focusing on building effective and accountable institutions, strengthening the rule of law and justice reform. All of our work aims to support these institutions to operate in line with international standards, including on human rights, through sharing UK expertise and experience. Any training provided by, or on behalf of, the UK Government complies with our domestic and international human rights obligations and internal government guidance. As part of the programme process which CIPCR undertook between 2013-2016, there were a variety of events and meetings in Bahrain. CIPCR are not used for any project work in the former Yugoslavia.</p>

The human rights situation in Iran remains deeply worrying and this includes Iran's approach to freedom of religion and belief. The treatment of the Baha'i community is of particular concern. The latest report of the Special Rapporteur on human rights in Iran sets out the repression and harassment that Baha'is suffer in Iran. This includes restrictions on the types of businesses and jobs Baha'is can have, unequal treatment of Baha'i employees, and seizures of Baha'i businesses and property. star this property answer text <p>The UK is determined to eliminate the scourge of forced labour, modern slavery and human trafficking. The Government works closely with the Libyan Government and takes all allegations of abuse seriously. During his visit to Libya in August the Foreign Secretary raised with Prime Minister Serraj the importance of offering humanitarian support to migrants and the need to respect human rights. I also raised our concerns about the human rights situation in Libya, including the issue of slavery, with the Libyan Deputy Prime Minister on 1 December and welcomed the investigation into this issue. Her Majesty’s Ambassador has further underlined our concerns about these reports in our recent discussions with the Libyan Government, and will continue to monitor the situation closely.</p> more like this

star this property answer text <p>Our Embassy in Bahrain has a continuing dialogue with the Government of Bahrain and all Bahraini human rights oversight bodies. The British Government believes that a body with the power to investigate allegations of mistreatment in a timely, independent and transparent manner can be of great benefit to Bahraini society.</p><p>The Bahraini Ministry of Interior Ombudsman was established as an independent oversight body by Royal Decree in 2012. In 2013 the International Ombudsman Institute acknowledged that the Ministry of Interior Ombudsman fulfils its criteria for voting membership, stating that the organisation &quot;is functionally independent of any public authority over which jurisdiction is held.&quot; It was the first organisation of its kind in the region and remains unique. In 2014 the Ministry of Interior Ombudsman's Office won the EU's Chaillot Prize for the promotion of human rights in the Gulf Cooperation Council region.</p> more like this

Where we have concerns on specific issues, including prison conditions, we raise these at an appropriately senior level with the Bahraini authorities. When we had concerns about allegations of torture or mistreatment, we have raised our concerns with the Government of Bahrain. We encourage those with concerns about treatment in detention to report these to the relevant human rights oversight bodies, and we encourage swift, transparent conclusions to any investigations.</p><p>The UK's support to Bahrain's reform programme includes strengthening independent oversight bodies such as the Ministry of Interior Ombudsman and the Prisoners and Detainees Rights Commission which provide oversight of police conduct and detention standards. The British Government unreservedly condemns torture and cruel, inhuman or degrading treatment. It is a government priority to combat it whever it occurs.</p> more like this

I call upon the Government of Iran to cease all such action against BBC staff and their families, and to end harassment of independent journalists, whether affiliated to the BBC or not. Freedom of expression and freedom of the press are essential to a free and open society.</p><p>We expressed our concern about Iranian treatment of BBC Persian staff at the UN Human Rights Council on 12 March and both the Foreign Secretary and I have raised the issue, including the criminal charges, with our Iranian counterparts on several occasions. Most recently I raised these issues during my visit to Tehran on 29 April. We will continue to raise the treatment of BBC Persian staff and their families with the Iranian government at all levels.</p> more like this
