unstar this property answer text <p>In September 2018, alongside the Agriculture Bill and policy statement, the Government published an ‘Analysis of the impacts of removing Direct Payments’. This provided an overview of the potential impacts to different farm types and sizes of moving away from direct payments and introducing a new system of public money for public goods.<del class="ministerial"> It also showed the potential across all sectors for farmers to become more efficient – producing more for less – as a response to any reductions in direct payments.</del></p><p> </p><p><del class="ministerial">Direct payments are untargeted, poor value for money, undermine efficiency and productivity improvements, and limit opportunities for new entrants. They have imposed unnecessary bureaucracy on farmers and can inflate rent prices. Some of our most successful and vibrant food-producing sectors of agriculture have never been subsidised. For example the poultry industry, the pig industry and the horticulture industry.</del></p><p> </p><p><ins class="ministerial">Direct payments are arbitrary payments based on land area that tend to favour larger land owners rather than smaller family farming businesses.</ins> In England we will phase out direct payments during an agricultural transition, giving time for farmers to adjust. Phasing out direct payments will free up money so we can reward farmers for delivering public goods, including environmental outcomes<ins class="ministerial"> and animal welfare</ins>.<del class="ministerial"> We recognise that some certain sectors are more dependent than others on direct payments but provided that these farmers are delivering public goods, they will be well placed to benefit from the new system.</del></p>

unstar this property answer text <p>The Rural Payments Agency (RPA) took on responsibility for Environmental Stewardship and Countryside Stewardship schemes in October 2018, and has introduced a number of measures on agri-environment schemes to make it easier for farmers and land managers to apply and make it simpler for them to administer.</p><p> </p><p>The RPA has made improvements to the online service, including making more offers available to apply for online and allowing applicants to download application packs. It has simplified both the rules regarding the evidence we require and the guidance manuals. In addition the RPA has made changes to the processing cycle which has reduced completion times for applications, agreements, claims and payments.</p><p> </p><p>Looking forward we are considering ways to drive further online uptake, make improvements to the information on GOV.UK, and whether there are further simplifications we can make to the scheme to support the transition to a new Environmental Land Management Scheme, subject to exit negotiations and funding.</p>

unstar this property answer text <p>Applications for the second phase of Environmental Land Management Scheme (ELMs) tests and trials closed earlier this year, and we received over 200 proposals. We are currently reviewing them against the priority gaps from Phase 1. In future, we will issue specific calls for proposals where appropriate to collect evidence that will help to inform policy development and any gaps we have identified within our tests and trials.</p><p> </p><p>In addition we are conducting a series of iterative workshops with several Countryside Stewardship Facilitation Fund (CSFF) groups to discuss land management plans and collaborative working. The purpose of our workshops with CSFF groups are to enable us to work directly with farmers and land managers to hear their thoughts, suggestions and ideas, rather than working through intermediary organisations as we often do with stakeholder proposals. We are using the workshops to help facilitate culture change and a new way of thinking about the environment, as well as providing information about ELM development to future users.</p><p> </p><p>We have completed two rounds of workshops and we are considering options for how we take these forward to ensure we get the most from the opportunity to engage with farmers and land managers through CSFF groups. We will be in touch with CSFF groups shortly on how we hope to take these forward, including feedback from the first two rounds of workshops.</p><p> </p>

unstar this property answer text <p>The Government has pledged to continue to commit the same cash total in funds for farm support until the end of this Parliament, expected in 2022. This includes all funding provided for farm support under both Pillar 1 and Pillar 2 of the current Common Agricultural Policy (CAP).</p><p> </p><p>Phasing out Direct Payments over seven years from 2021 is a key part of the transition away from the CAP in England and towards our future domestic agriculture policy. This will free up funding for new domestic policies that will focus on using public money to deliver public goods. We will set Direct Payment reduction percentages taking account of our detailed plans for future schemes and wider decisions about Government spending.</p><p> </p><p>The cornerstone of the new approach is the development of a new Environmental Land Management (ELM) scheme. As we make the transition to the new arrangements, we will be piloting the scheme before its full introduction. Alongside the ELM pilots in the early years of the transition we will continue to offer a simplified version of Countryside Stewardship. We have also set out the intention to develop other offers for the industry including on productivity and animal welfare.</p>

This commitment applies to the whole of the UK.</p><p> </p><p>The Government has further guaranteed that the current level of agricultural funding under CAP Pillar 1 will be upheld until 2020, as part of the transition to new domestic arrangements.</p><p> </p><p>To deliver this, Defra has made a number of statutory instruments under the powers in the European Union (Withdrawal) Act 2018. These statutory instruments provide certainty and stability to individuals and businesses by maintaining the current approach, ensuring the relevant EU-derived domestic legislation is operable following the UK’s withdrawal from the EU, and allowing the current CAP arrangements to continue to operate and payments to beneficiaries to be made.</p>

Land managers will be paid for delivering the following public goods set out in the 25 Year Environment Plan: clean air; clean and plentiful water; thriving plants and wildlife; protection from and mitigation of environmental hazards; beauty, heritage and engagement; mitigation of and adaptation to climate change. unstar this property answer text <p>Tests and trials allow us to co-design and test the operability of elements of the new system and to understand if and how new elements of the Environmental Land Management (ELM) scheme work in a real life environment. Tests and trials are not analysing methods of delivery of environmental outcomes rather how the scheme or innovative mechanism will operate.</p><p> </p><p>We received 113 proposals from stakeholders to conduct tests and trials of the new ELM scheme in phase one. We identified 49 of these which most closely matched the identified priorities and would help us test critical elements or building blocks of the new scheme. Of these 49, two have subsequently merged with other phase 1 proposals and one has withdrawn from the process, leaving 46.</p><p> </p><p>The national pilot is due to start in 2021. It will test different types of possible approaches to deliver the new ELM scheme, and the underlying scheme mechanics (such as the payments system) before the ELM scheme launches in 2024.</p><p> </p>

unstar this property answer text <p>The Health and Harmony Consultation closed on 8 May 2018. Over forty thousand responses were received from a wide range of people including farmers, environmental and food/farming related organisations and the general public. All responses have been analysed and are being used to inform our policies on future farm support.</p><p> </p><p>The Government published its policy response on 14 September setting out a future for food, farming and the environment in a green Brexit, together with reports on its analysis of the impacts of removing direct payments and economic rationales for future government intervention.</p><p> </p><p>The Government’s assessment was to adopt a gradual transition from the current approach to the new, avoiding a cliff-edge for farm businesses - noting the negative experiences in New Zealand when rapid changes were adopted. Our proposals therefore outline a 7 year transition period.</p><p> </p><p>We are applying reductions to Direct Payments in a fair way, with higher reductions initially applied to amounts in higher payment bands. All farmers will see some reductions from the start of the transition. We plan to begin making these reductions in 2021, with the final year for Direct Payments being 2027. We believe that this approach balances the views of those who feel recipients of the highest payments should initially face higher reductions, with the strong calls for the reductions to be shared amongst all farmers from the start of the transition and in a way that prepares the industry for change. The transition period also needs to be long enough to give farmers sufficient time to adapt and prepare for the new Environmental Land Management (ELM) scheme, which starts in 2024.</p><p> </p><p>The ELM National Pilot, starting in late 2021, will assess the end to end operability and deliverability before the scheme is rolled out in 2024. This will allow us to identify and refine any issues or barriers that occur in practice. We are working closely with a range of agricultural and environmental stakeholders to collaboratively design the new scheme, and to test and trial new approaches and investigate innovative mechanisms for the delivery of environmental outcomes.</p><p> </p><p>Defra recognises the challenges around the uncertainty and outcome of the timing of leaving the EU. It is planning for every contingency to ensure a smooth departure from the EU, including detailed ’no deal’ plans.</p>

On CS 2018, 95% of eligible claimants received an advance payment by early April; 30% of eligible claims have received their final payment and we expect to pay 95% of eligible claims by August 2019.</p><p> </p><p>On ES, around 92% of 2017 eligible claims have now received a payment and we are on track to complete 95% by the end of July 2019. Just over 52% of 2018 eligible claimants have received their advance payment and just under 21% have received their final payment.</p><p> </p><p>Regrettably, we cannot confirm how many of these are tenant farmers as we do not record the agreement holders’ occupant status.</p> more like this

unstar this property answer text <p>These questions have been answered as one to enable the Environmental Land Management Scheme (ELM) approach to be outlined in full in a single place.</p><p> </p><p>An ELM is being developed to pay land managers public money for delivering environmental public goods. This is a large programme of work with 81 full time staff with grades ranging from Administrative Officer to Deputy Director.</p><p> </p><p>The Government has taken a number of steps to ensure it has strong risk and programme management foundations in place and will continue to assess and manage these as appropriate. It is not Government policy to publish departmental risk registers given the inherent risks involved.</p><p> </p><p>ELM is scheduled to be rolled out from late 2024, with a National Pilot beginning in late 2021. Detailed planning of the pilot is in train. The pilot will run for three years, and will aim to assess the end-to-end operability and deliverability of the scheme and allow us to identify and refine any issues or barriers that occur in practice.</p><p> </p><p>To support the development of ELM we are undertaking a number of test and trials. The work is being facilitated by a range of stakeholders, including farmer groups, representative bodies and non-governmental organisations, and covers a range of geographies and sectors. 47 proposals are being taken forward in phase 1. We are working closely with stakeholders to finalise these. Depending on the complexity of the test or trial we anticipate the first of these commencing in Autumn 2019. We have received over 200 proposals for phase 2. We will prioritise those proposals that fill gaps in scheme delivery components, outcomes and land management sectors identified from the coverage of the first 47 proposals.</p><p> </p><p>We are working with stakeholders to understand how much funding they might require from the Government to support the delivery of the tests and trials in line with value for money principles.</p><p> </p>

unstar this property answer text <p>Farming has a bright future outside the EU’s Common Agricultural Policy. The Great Yorkshire Show demonstrated the strengths that British farming has to offer with a record-breaking number of entries for sheep and cattle, and great produce from Wensleydale cheese to North Yorkshire game.</p><p> </p><p>I know very well the importance of supporting these farmers in Yorkshire and Humber, home to my own constituency and farm, as well as my Rt Hon friend’s constituency, Haltemprice and Howden. As we prepare to leave the EU, the UK Government is taking a number of steps to support our farmers and industry in England and across the UK.</p><p> </p><p>For the UK as a whole, the Government has pledged to continue to commit the same cash total in funds for farm support until the end of this Parliament, expected in 2022; this includes all funding provided for farm support under both Pillar 1 and Pillar 2 of the current Common Agricultural Policy.</p><p /><p>The Government has also guaranteed that any projects where funding has been agreed before the end of 2020 will be funded for their full lifetime. This means, in the event the UK leaves the EU with no deal, the UK Government would fund any remaining payments to farmers, land managers and rural businesses due after October 2019. This would ensure continued funding for these projects until they finish. The guarantee also means that Defra and the devolved administrations can continue to sign new projects after the UK leaves the EU during 2019 and 2020.</p><p> </p><p>As agriculture is devolved, each administration will have the flexibility to develop agricultural policy suited to their own unique circumstances, once the UK has left the EU. It is for the Scottish, Welsh and future Northern Ireland Governments to decide upon future agricultural policies for their respective nations.</p><p> </p><p>For farmers in England, the Agriculture Bill marks a decisive shift in our support. We will create an ambitious new system based on paying “public money for public goods”. Public goods will include improving air and water quality, and habitats for wildlife. By paying for things the public value, we can also improve animal welfare and reduce the use of antibiotics in our food chain. Financial support for innovations like precision farming can help farmers become more productive, reduce the use of expensive chemicals and protect the environment.</p><p> </p><p>Critically, our Agriculture Bill also includes a seven year transition period of 2021–2027 for Direct Payments to help farmers in England to plan for the future. In the meantime direct payments for 2019 and 2020 will be made on the same basis as they are now, with simplifications where possible.</p>

unstar this property answer text <p>The seven year agricultural transition period in England, as set out in the Agriculture Bill, will make sure there is a gradual transition from the current system to the new, avoiding a cliff edge for farm businesses of all sizes. It will give all farmers sufficient time to adapt and prepare for the new Environmental Land Management system which will be piloted and rolled out during the transition.</p><p>During the transition, we will apply reductions to Direct Payments in a fair way, with higher reductions initially applied to amounts in higher payment bands.</p><p>This method balances the views of those who feel recipients of the highest payments should initially face higher reductions with the strong calls for the reductions to be shared amongst all farmers from the start of the transition.</p> more like this

unstar this property answer text <p>Leaving the European Union provides a once-in-a-generation opportunity to reform agriculture. Phasing out Direct Payments in England will free up money so we can reward farmers for delivering public goods, including environmental outcomes. We will phase out Direct Payments gradually over a transition period of 7 years. This will give time for farmers to adapt and prepare for the new environmental land management system, which will allow farmers to decide how best they can deliver environmental benefits from their business and their land.</p><p> </p><p>We will pay Direct Payments for the 2019 scheme year on the same basis as for 2018 and plan to allocate the money paid in Direct Payments for 2020 in much the same way that we do now. The Government has also pledged to continue to commit the same cash total in funds for farm support until the end of the Parliament, expected in 2022. The figure includes all EU and Exchequer funding provided for farm support under both Pillar 1 and Pillar 2. Furthermore, all Pillar 2 agreements signed by 31 December 2020 will be funded for their lifetime.</p><p> </p><p> </p>

unstar this property answer text <p>Through the socio-economic schemes within the Rural Development Programme for England we are investing over £500 million in rural business and communities. This includes over £250 million for rural business growth and broadband infrastructure through the Growth Programme and £150 million for locally-identified business and community priorities through LEADER.</p><p> </p><p>Our manifesto committed to establishing the UK Shared Prosperity Fund (UKSPF) to reduce inequalities between communities by raising productivity, following our departure from the EU. The Fund will operate across the UK in rural and urban areas. It will tackle inequalities between communities, especially in those parts of our country whose economies are furthest behind. Leaving the EU will allow us to spend money according to our own priorities rather than those set by the EU.</p><p> </p><p>It is intended that simplified administration will ensure that investments are targeted effectively to align with the challenges faced by places across the country and supported by strong evidence about what works at the local level. This includes considering current European investments in rural economies and lessons from the community-led LEADER programme.</p><p> </p><p>We want to ensure that the UKSPF works for rural businesses, communities and the environment, and the design of the fund will take into account the dynamics of rural economies and the particular challenges faced by rural communities. The Ministry of Housing, Communities and Local Government (MHCLG) is responsible for delivering the UKSPF. Defra officials are working closely with MHCLG to develop the ways in which the UKSPF will support the rural economy after we leave the EU.</p><p> </p><p>We will consult widely on the design of the UKSPF. Over the past year we have held 25 engagement events across the UK with over 500 representatives from a breadth of sectors, in order to aid policy development. The consultation will build upon these early conversations with decisions on how it will operate, its priorities and budget to be determined at the forthcoming spending review.</p>

This is a large programme of work with 81 full time staff with grades ranging from Administrative Officer to Deputy Director.</p><p> </p><p>The Government has taken a number of steps to ensure it has strong risk and programme management foundations in place and will continue to assess and manage these as appropriate. It is not Government policy to publish departmental risk registers given the inherent risks involved.</p><p> </p><p>ELM is scheduled to be rolled out from late 2024, with a National Pilot beginning in late 2021. Detailed planning of the pilot is in train. The pilot will run for three years, and will aim to assess the end-to-end operability and deliverability of the scheme and allow us to identify and refine any issues or barriers that occur in practice.</p><p> </p><p>To support the development of ELM we are undertaking a number of test and trials. The work is being facilitated by a range of stakeholders, including farmer groups, representative bodies and non-governmental organisations, and covers a range of geographies and sectors. 47 proposals are being taken forward in phase 1. We are working closely with stakeholders to finalise these. Depending on the complexity of the test or trial we anticipate the first of these commencing in Autumn 2019. We have received over 200 proposals for phase 2. We will prioritise those proposals that fill gaps in scheme delivery components, outcomes and land management sectors identified from the coverage of the first 47 proposals.</p><p> </p><p>We are working with stakeholders to understand how much funding they might require from the Government to support the delivery of the tests and trials in line with value for money principles.</p><p> </p>

unstar this property answer text <p>These questions have been answered as one to enable the Environmental Land Management Scheme (ELM) approach to be outlined in full in a single place.</p><p> </p><p>An ELM is being developed to pay land managers public money for delivering environmental public goods. This is a large programme of work with 81 full time staff with grades ranging from Administrative Officer to Deputy Director.</p><p> </p><p>The Government has taken a number of steps to ensure it has strong risk and programme management foundations in place and will continue to assess and manage these as appropriate. It is not Government policy to publish departmental risk registers given the inherent risks involved.</p><p> </p><p>ELM is scheduled to be rolled out from late 2024, with a National Pilot beginning in late 2021. Detailed planning of the pilot is in train. The pilot will run for three years, and will aim to assess the end-to-end operability and deliverability of the scheme and allow us to identify and refine any issues or barriers that occur in practice.</p><p> </p><p>To support the development of ELM we are undertaking a number of test and trials. The work is being facilitated by a range of stakeholders, including farmer groups, representative bodies and non-governmental organisations, and covers a range of geographies and sectors. 47 proposals are being taken forward in phase 1. We are working closely with stakeholders to finalise these. Depending on the complexity of the test or trial we anticipate the first of these commencing in Autumn 2019. unstar this property answer text <p>We have pledged to continue to commit the same cash total in funds for farm support until the end of this Parliament, expected in 2022. This includes all funding provided for farm support under both Pillar 1 and Pillar 2 of the current Common Agricultural Policy. This commitment applies to the whole of the UK, in both a negotiated and a no-deal scenario.</p><p>Our Agriculture Bill includes a seven year transition period from 2021 to 2027, during which Direct Payments will be phased out gradually. This will give time for farmers to adapt and prepare for the new environmental land management system, which will allow farmers to decide how best they can deliver environmental benefits from their business and their land.</p><p> </p> more like this

Among other things, this will involve deciding how many farmers and other land managers will take part. Decisions on specific numbers have not yet been made. The pilot is likely to begin with relatively small numbers of participants to help test the prototype system, identify problems and make improvements. The intention is to increase numbers of participants throughout the three year pilot period to test the system on a larger scale.</p> more like this

It has also set out its plans for English agriculture policy after we have left the EU, including phasing down direct payments from 2021 over seven years. Agriculture is a devolved matter, so it is for the Welsh Government to decide whether to continue with direct payments in Wales. We will continue to engage with the Welsh Government on arrangements for domestic replacement funding after 2022, but have already committed not to simply apply the Barnett Formula to agriculture funding in England. This means that funding will not just be allocated according to the population of each nation. more like this

Under this commitment, the average annual cash total for farm support under the existing 2014-2020 Multiannual Financial Framework, and the average annual Exchequer funding provided for farm support under Pillar 2, will be rolled forward year by year until the end of this parliament. An independent advisory panel, led by Lord Bew of Donegore, is considering what factors should determine the distribution of convergence funding across the UK during this period.
