These include constraints around data-sharing, as well as the need for families to make a claim for free school meals to be eligible under the current process.</p><p> </p><p>The department continues to engage with key stakeholders in this area, noting the methods currently being trialled across a number of local authorities to increase and maximise take up.</p><p> </p> more like this

unstar this property answer text <p>We have been consulting on My Full Reality, the cross-government interim delivery plan on myalgic encephalomyelitis (ME), also known as chronic fatigue syndrome (CFS), which seeks to improve the experiences and outcomes of people living with this condition.</p><p>We are analysing the results of the consultation, and the views and experiences gathered through this consultation will be used to build a picture of how well the interim delivery plan identifies and meets the needs of the ME and CFS community, and to highlight any significant gaps where further action may be necessary. We will publish a summary of the consultation responses, which will inform the final delivery plan, in due course.</p> more like this

unstar this property answer text <p>The Systematized Nomenclature of Medicine - Clinical Terms (SNOMED CT) is the structured clinical vocabulary for use in an electronic health record. It is a contractual requirement for all National Health Service healthcare providers in England to use SNOMED CT for capturing clinical terms, including diagnoses, within electronic patient record systems.</p><p>Within SNOMED CT, all content for myalgic encephalomyelitis and chronic fatigue syndrome is contained within a single overarching code, with linked codes for mild, moderate, and severe forms. These can be used by all NHS healthcare providers, including general practitioners.</p><p>Updates to the United Kingdom’s edition of SNOMED CT are made by NHS England, with any user being able to submit requests for new or changed concepts and codes, via a central portal.</p> more like this

A recovery of £300,000 (incl VAT) was made from the technology supplier. This recovery is not reflected in the £1,202,000 figure (on page 123).</p><p>The project approach changed as the technology supplier was unable to deliver a solution to meet the requirements, despite multiple deadline extensions. Based on commercial advice, the contract was terminated. A new contract has now been awarded to a provider of an off-the-shelf product, which is currently being configured. Where possible, products that were developed in the previous written off solution, such as user requirements and data standard, have been recycled for the current delivery.</p><p> </p> more like this

unstar this property answer text <p>We are determined to remove those with no right to remain in the UK – including dangerous foreign criminals.</p><p>All spending is carefully scrutinised to make sure that every pound of taxpayers’ money is spent in the most effective way.</p><p>The Government’s efforts to facilitate entirely legitimate and legal returns of people who have entered the UK illegally are often frustrated by late challenges submitted hours before the flight.</p><p>These claims are often baseless and entirely without merit but are given full legal consideration which can lead to removal being rescheduled, this, in some instances, leads to cancellation costs.</p><p>The information requested in PQ14503 on cancellation reasons, with specific reference to the costs recorded on page 193 of the Department’s Annual Report and Accounts 2022-23, would require a manual reconciliation of the individual cases against financial records to see if a cancellation cost was levied. unstar this property answer text <p>The published text is reproduced below followed by a more detailed explanation.</p><p> </p><p>The Core department has recognised a constructive loss (£2.5 million) relating to a project that was abandoned as no longer required. Defra had been developing the non-current asset for the Rural Payments Agency (RPA), but at some point, this was cancelled while the Assets Under Construction (AUC) was still held in Digital, Data and Technology Services (DDTS) and therefore the AUC became obsolete before it became operational.</p><p> </p><p>The purpose of the asset was an IT system called MS Dax that RPA used for its running costs and HR. The HR functionality included holding staff personal data, booking annual leave for employees and extracting data for the annual leave accrual.</p><p>The amount related to enhancement work done for the upgrade to this IT platform, the Microsoft Dynamics Running Costs Solution Release 3 from Release 2.</p><p> </p><p>The reason for the obsolescence was the asset was decommissioned in January 2023 as the RPA took a strategic decision to move the management of RPA’s running costs and HR to the same IT system as other larger Defra bodies.</p>

A prisoner escapes from an escort if they are able to pass beyond the control of escorting staff and leave the escort, the vehicle or the premises (such as a court or hospital).</p><p>The vast majority of escapes are recaptured by police either immediately or within a matter of hours and there are no cases of prison escapees remaining at large. Offenders who break the law will be punished – including extra time in jail when appropriate.</p><p>Prisoners who pose an escape risk are identified and their ongoing risk is managed by placing them on the Escape List (E-List). Prisoners placed on the E-List are subject to additional security measures, restricted activity and regular review.</p><p>Prison escapes are incredibly rare, and numbers have declined substantially in the last 10-15 years. Between 1997 and 2010, escapes from prisons were nearly 10 times higher than the subsequent 13 years.</p>

unstar this property answer text <p>The Prison Rules in England and Wales provide that a prisoner may be allowed to leave prison for short periods on temporary licence (ROTL). The main purpose of ROTL is to aid resettlement and suitable, risk assessed prisoners may be allowed out during the day to, for example, work, attend college, attend an interview or maintain/re-establish links with their family. They are also, once at the required stage of their sentence, allowed to apply for temporary release overnight for a maximum of four consecutive nights a month.</p><p> </p><p>The decision to allow temporary release is taken by the prison governor, on behalf of the Secretary of State, who must always balance the needs of the prisoner and the purpose of the ROTL applied for, against the need to maintain public safety and the public’s confidence in the criminal justice system. Each decision is taken on a case-by-case basis to safeguard the public. Category A prisoners, remand prisoners, and prisoners subject to extradition proceedings are not eligible for ROTL under any circumstances. Any breaches can result in more time behind bars.</p><p> </p><p>There is nothing unusual about 14 February and this long-established scheme runs steadily throughout the year.</p><p>Data on the number unstar this property answer text <p>The Prison Rules in England and Wales provide that a prisoner may be allowed to leave prison for short periods on temporary licence (ROTL). The main purpose of ROTL is to aid resettlement and suitable, risk assessed prisoners may be allowed out during the day to, for example, work, attend college, attend an interview or maintain/re-establish links with their family. They are also, once at the required stage of their sentence, allowed to apply for temporary release overnight for a maximum of four consecutive nights a month.</p><p> </p><p>The decision to allow temporary release is taken by the prison governor, on behalf of the Secretary of State, who must always balance the needs of the prisoner and the purpose of the ROTL applied for, against the need to maintain public safety and the public’s confidence in the criminal justice system. Each decision is taken on a case-by-case basis to safeguard the public. Category A prisoners, remand prisoners, and prisoners subject to extradition proceedings are not eligible for ROTL under any circumstances. Any breaches can result in more time behind bars.</p><p> </p><p>There is nothing unusual about 14 February and this long-established scheme runs steadily throughout the year.</p><p>Data on the number This information is included as each referral may not contain the same information (for example, different sector of referral or type of concern) and may not have the same outcome (for example, signposted to statutory partners, discussed at a Channel panel).</p>

unstar this property answer text <p>The Government recognises the significant impact shoplifting has on businesses, communities and consumers.</p><p>The Crime Survey for England and Wales shows neighbourhood crime is down 51% compared to findings from the year ending March 2010; however, Police Recorded Crime figures show shoplifting offences increased by 25% in the 12 months to June 2023. Statistics also show the number of people charged with shoplifting offences has risen by 29% in the year ending June 2023. That’s a welcome indication that the police are heeding the message and are giving greater attention to shoplifting. The Home Office does not hold specific information relating to shoplifting offences attended by the police.</p><p>Over recent months I have worked with representatives of the retail sector and senior police leaders, including the National Police Chiefs’ Council (NPCC) leads for Acquisitive Crime, Retail Crime, Business Crime and the National Business Crime Centre, to improve the police response to</p><p>shoplifting. These conversations resulted in the development of the NPCC’s Retail Crime Action Plan.</p><p>In October, the NPCC published the Retail Crime Action Plan. Through this Plan, all police forces in England and Wales have committed to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel.</p><p>Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database to further aid efforts to identify prolific offenders or potentially dangerous individuals. Police forces use the facial matching facility on the Police National Database which contains images of people previously arrested. The UK passport database is searched on a limited basis in support of the most serious law enforcement investigations.</p><p>The plan also includes guidance for retailers on what response they can expect from their local police, as well as how retailers can assist the police by providing evidence to help ensure cases are followed-up. Retailers can assist police by providing CCTV footage and images, which is best shared electronically via a Digital Evidence Management System.</p><p>The Home Office does not hold data on police attendance at retail crime incidents. unstar this property answer text <p>The Government recognises the significant impact shoplifting has on businesses, communities and consumers.</p><p>The Crime Survey for England and Wales shows neighbourhood crime is down 51% compared to findings from the year ending March 2010; however, Police Recorded Crime figures show shoplifting offences increased by 25% in the 12 months to June 2023. Statistics also show the number of people charged with shoplifting offences has risen by 29% in the year ending June 2023. That’s a welcome indication that the police are heeding the message and are giving greater attention to shoplifting. The Home Office does not hold specific information relating to shoplifting offences attended by the police.</p><p>Over recent months I have worked with representatives of the retail sector and senior police leaders, including the National Police Chiefs’ Council (NPCC) leads for Acquisitive Crime, Retail Crime, Business Crime and the National Business Crime Centre, to improve the police response to</p><p>shoplifting. These conversations resulted in the development of the NPCC’s Retail Crime Action Plan.</p><p>In October, the NPCC published the Retail Crime Action Plan. Through this Plan, all police forces in England and Wales have committed to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel.</p><p>Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database to further aid efforts to identify prolific offenders or potentially dangerous individuals. Police forces use the facial matching facility on the Police National Database which contains images of people previously arrested. The UK passport database is searched on a limited basis in support of the most serious law enforcement investigations.</p><p>The plan also includes guidance for retailers on what response they can expect from their local police, as well as how retailers can assist the police by providing evidence to help ensure cases are followed-up. Retailers can assist police by providing CCTV footage and images, which is best shared electronically via a Digital Evidence Management System.</p><p>The Home Office does not hold data on police attendance at retail crime incidents.
