star this property answer text <p>NHS England and NHS Improvement are currently working across the entire criminal justice pathway to develop and improve services for offenders with mental health difficulties.</p><p> </p><p>NHS England and NHS Improvement are working with partners to intervene at the earliest opportunity to ensure that offenders receive the right care, in the right place, at the right time.</p><p> </p><p>Liaison and Diversion Services operate in police stations and courts to identify and assess people with vulnerabilities including mental health issues. Where that individual is subsequently sent to prison the receiving prison will have the relevant information of the individual’s mental health needs to inform the reception healthcare staff so that they can implement appropriate interventions as soon as possible after they arrive.</p><p> </p><p>Health services are available across the estate where assessment identifies treatment needs.</p><p> </p><p>The service specification for prison mental health services was reviewed in 2017-18. This review, led by clinicians in conjunction with stakeholders and informed by experts with experience, was published in March 2018, with all new services being commissioned against it from April 2018. The new specification includes the Royal College of Psychiatrists Quality Network for Prison Mental Health Services standards, ensuring equity of quality across the estate.</p><p> </p><p>NHS England and NHS Improvement are currently consulting on revised Transfer and Remission guidance to ensure that new clinically developed timescales are set which ensure timely and appropriate access to mental health treatment in hospital when necessary, in a clinically safe and well managed way. The consultation ends on 19 July 2019.</p><p> </p><p>The NHS Long Term Plan committed to a new service to support people leaving custody to remain engaged with community-based healthcare services. The reconnect service will support continuity of care when people return to the community.</p><p> </p><p> </p><p><strong> </strong></p><p><strong> </strong></p>

star this property answer text <p>For adults with an eating disorder, the NHS Long Term Plan has made a renewed commitment that mental health services will grow faster than the overall National Health Service budget, with additional investment worth at least £2.3 billion a year by 2023/24. This includes investment in community-based adult eating disorder services as part of the Plan’s commitment to transform community-based care for adults with mental health needs.</p><p> </p><p>The NHS is also investing over £30 million in services every year to meet and maintain ambitious waiting targets, with 70 community treatment teams now covering the whole of the country so that more children and young people can get eating disorder care closer to home and out of hospital.</p><p> </p><p>As part of a broader programme of work on community based mental health care for adults, alongside work to explore the effectiveness of different approaches to integrated delivery with primary care and starting this summer, NHS England will test four-week waiting times for adult and older adult community mental health teams with selected local areas to build understanding of how best to introduce ambitious but achievable improvements to access, quality of care and outcomes. In doing so, NHS England will also consider the interfaces with specialist community mental health services, particularly where there is an existing evidence base for rapid direct access (such as eating disorders).</p><p> </p><p>Learning from these test sites about the required inputs to increase access and reduce waits will inform future policy discussions about a suitable timeframe for implementation of any future access and waiting time targets, for core community provision or for specialist provision.</p><p> </p><p> </p><p><strong> </strong></p><p><strong> </strong></p>

star this property answer text <p>The agreement signed between the Department and Amazon is clear that none of the data generated will be shared with third parties; that it will not be used for selling products or making product recommendations to Amazon users; nor is it building any form of health profiles on Amazon customers.</p><p>This is a mutually beneficial collaboration that will enable greater numbers of people to access information accredited by the National Health Service, helping to put people in control of their own healthcare. The information being provided to users of Alexa devices asking questions is already freely available through the NHS website. star this property answer text <p>This Government is committed to preventing mental illness and improving health outcomes for new parents and their children.</p><p>The NHS Long Term Plan commits to improving access to and the quality of perinatal mental health care for mothers, their partners and children with the ambition to increase access to perinatal mental health services to an additional 30,000 women by 2020/21, with a further 24,000 women to be able to access specialist perinatal mental health care by 2023/24.</p><p>From April 2019, new and expectant parents are able to access specialist perinatal mental health community services across England. Specialist care will also be available from preconception to 24 months after birth, which will provide an extra year of support (care is currently provided from preconception to 12 months after birth).</p><p>The potential for a six week post-natal maternal health check for all mothers that includes questions relating to mental health, is the subject of further work by NHS England and NHS Improvement to establish a clearer picture of current practice in the area. If taken forward, the check could be introduced from April 2020.</p><p>The NHS Long Term Plan Implementation Framework set out plans to provide all areas with an additional funding to support the delivery of mental health priorities – including an expansion of access to specialist community perinatal mental health services in 2019/20.</p>

star this property answer text <p>The Government is committed to ensuring that everyone, including retired police personnel, receives appropriate, timely, evidence-based mental health support according to need.</p><p>Under the NHS Long Term Plan, there will be a comprehensive expansion of mental health services, with an additional £2.3 billion a year in real terms by 2023/24. This will give 380,000 more adults access to psychological therapies.</p><p>The Plan also aims to ensure that anyone experiencing mental health crisis can call NHS 111 and have 24 hours a day, seven days a week access to the mental health support they need in the community. star this property answer text <p>For adults with an eating disorder, the NHS Long Term Plan has made a renewed commitment that mental health services will grow faster than the overall National Health Service budget, with additional investment worth at least £2.3 billion a year by 2023/24. This includes investment in community-based adult eating disorder services as part of the Plan’s commitment to transform community-based care for adults with mental health needs.</p><p> </p><p>The NHS is also investing over £30 million in services every year to meet and maintain ambitious waiting targets, with 70 community treatment teams now covering the whole of the country so that more children and young people can get eating disorder care closer to home and out of hospital.</p><p> </p><p>As part of a broader programme of work on community based mental health care for adults, alongside work to explore the effectiveness of different approaches to integrated delivery with primary care and starting this summer, NHS England will test four-week waiting times for adult and older adult community mental health teams with selected local areas to build understanding of how best to introduce ambitious but achievable improvements to access, quality of care and outcomes. In doing so, NHS England will also consider the interfaces with specialist community mental health services, particularly where there is an existing evidence base for rapid direct access (such as eating disorders).</p><p> </p><p>Learning from these test sites about the required inputs to increase access and reduce waits will inform future policy discussions about a suitable timeframe for implementation of any future access and waiting time targets, for core community provision or for specialist provision.</p>

Children and young people in secure settings should have access to the same range and quality of health services as their peers in the wider community receive from the National Health Service.</p><p>Since April 2013, NHS England (now NHS England and NHS Improvement) has commissioned health services for all children and young people in Young Offender Institutions and Secure Children’s Homes (youth justice) in England. Commissioning responsibility for health services in Secure Training Centres (excluding Oakhill Secure Training Centre), transferred in 2014, and for Secure Children’s Homes (welfare only) in 2015.</p><p>NHS England and NHS Improvement have a number of systems in place to enable it to assess the adequacy of healthcare provision. These include quarterly contract management meetings, Children and Young People Indicators of Performance returns, quality assurance visits, a quality surveillance process, and intelligence arising from Her Majesty’s Inspectorate of Prisons, Ofsted and Care Quality Commission reports. In addition, NHS England and NHS Improvement work in partnership with the relevant colleagues from Her Majesty's Prison and Probation Service Youth Custody Service, Ministry of Justice, Department for Education and Public Health England in responding to any concerns.</p><p> </p>

The National Health Service website provides information and advice on a range of mental health matters, including panic disorder, and provides access to digital applications through the NHS Apps Library that can support people.</p><p>Lifestyle changes and self-help techniques may help, including taking regular exercise, eating more healthily, and avoiding alcohol, drugs and drinks that contain caffeine. Medication may be recommended by a general practitioner if these are not effective.</p><p>Through the Improving Access to Psychological Therapies programme, people with agoraphobia can also refer themselves directly for psychological therapies, including cognitive behavioural therapy.</p><p>In severe cases of agoraphobia, medication may be used in combination with other types of treatment, such as psychological therapies and relaxation therapy.</p> more like this

star this property answer text <p>People in prisons should receive the same standard and access to National Health Service healthcare treatments and care as people in the community.</p><p>The National Institute for Health and Care Excellence (NICE) has published quality standards on antenatal care (QS22) and antenatal and postnatal mental health (QS115). NICE quality standards are concise sets of statements designed to drive quality improvements within a particular area of care and cover the NHS, public health and social care. The Department does not have any arrangements for monitoring the uptake of NICE quality standards centrally as they are not mandatory, however health and care commissioners are expected to take them fully into account.</p><p>NHS England is responsible for commissioning healthcare services in prisons in England. It is working closely with Public Health England and Her Majesty’s Prison and Probation Service on a review of how current practice meets the gender specific standards for women in prison to improve health and wellbeing, published in March 2019, which include standards around the care of pregnant and post pregnant women.</p><p> </p><p><strong> </strong></p><p><strong> </strong></p>

We have therefore developed the Women’s Policy Framework which details the mandatory actions necessary to support women in custody and the community.</p><p>In addition, the Government has developed a comprehensive document on ‘Caring for Perinatal Women in Prison’. We have consulted with Birth Companions, a leading charity in this field, on the production of this guide and incorporated much of the material that they requested be included.</p> more like this

star this property answer text <p>The Prime Minister recently announced that tailored advice will be provided to parents on supporting their children’s mental health and well-being, including information on subjects such as stress, screen time, online bullying, body image and self-harm. This will be developed by Public Health England by 2020. This will accompany advice provided to children and young people through Public Health England’s Rise Above programme on dealing with difficult emotions and situations that can lead to problems such as stress, bullying and self-harm.</p><p> </p><p>We are aware of a rise in young people self-harming, which is why we included a new key area for action to address self-harming in the cross-Government National Suicide Prevention Strategy in 2017. Our close work with the Home Office and the Department for Digital, Culture, Media and Sport on their Online Harms White Paper will also help to tackle online harms associated with harmful suicide and self-harm content across the internet, including social media.</p>

star this property answer text <p>NHS services should be following guidance published by the National Institute for Health and Care Excellence (NICE) on ‘Attention deficit hyperactivity disorder (ADHD): diagnosis and management (NICE guideline 87)’, which was revised in April 2018. This covers recognising, diagnosing and managing ADHD in children, young people and adults. It aims to improve recognition and diagnosis, as well as the quality of care and support for people with ADHD.</p><p>NHS England is developing new mental health pathways for adults, children and young people with mental health diagnoses and co-morbid neurodevelopmental disorders. Vouchers are sent to a specific address but they can be spent in any location. We do not track where individuals choose to spend their vouchers and therefore cannot monitor unused vouchers by specific location</p><p> </p><p>Funding allocated to the Healthy Start scheme is accounted through a single cost centre together with the Nursery Milk scheme. A split by individual scheme is therefore not available. In 2017-18 funding for these schemes was £104,709,791. Audited spend data for the 2018-19 financial year is not yet available. This includes funding for the Healthy Start website which costs approximately £12,000 per year and which, together with the Start4Life website, promotes the Healthy Start scheme to the public and retailers.</p> more like this

star this property answer text <p>On 20 December 2018, the Government announced the first wave of 25 trailblazer sites which will trial all three elements of the proposals in the Green Paper.</p><p>The first mental health support teams are due to be fully operational by the end of 2019. 12 of the sites will also pilot a four-week waiting time to speed up children and young people’s access to National Health Service mental health services. In addition, the Department for Education will fund a significant new training programme for designated senior leads for mental health in schools and colleges.</p><p>The NHS Long Term Plan confirmed the commitment to roll out the proposals to at least 20-25% of the country by the end of 2022/23, subject to learning from the first wave. We are in the process of confirming the next phase of trailblazers.</p> more like this

star this property answer text <p>The Government is aware of the importance of early intervention when treating people with an eating disorder and we recognise that the earlier treatment is provided, the greater the chance of recovery.</p><p>The Government set up the first ever waiting time standards to improve access to eating disorder services for children and young people, supported by £30 million a year to develop 70 new or extended community eating disorder services across the country. These have improved access to effective eating disorder treatment in the community, with the number of children and young people accessing treatment increasing from 5,243 in 2016/17 to 6,867 in 2017/18.</p><p>NHS England is on track to deliver the waiting time standard for children and young people by 2020/21 and as need continues to rise, extra investment will allow us to maintain delivery of the standard beyond 2020/21.</p><p>The NHS Long Term Plan has committed to test four-week waiting times for adult and older adult community mental health teams, with selected local areas that will include eating disorders. This will form part of the overall testing of new models of primary and community mental health care in 2019/20 and 2020/21.</p><p> </p><p> </p>

star this property answer text <p>Waiting times standards for eating disorder treatment are currently only available for children and young people. NHS England is on track to deliver the waiting time standard for children and young people by 2020/21. The latest available information (January – March 2019) shows:</p><p>- 80.6% of young people started treatment for an urgent case within one week against a target of 95% by 2020/21; and</p><p>- 82.4% of young people started treatment for a routine case within four weeks against a target of 95% by 2020/21.</p><p>The NHS Long Term Plan has committed to test four-week waiting times for adult and older adult community mental health teams, with selected local areas that will include eating disorders. We are also investing in new models of care focusing on early intervention and prevention which will ultimately reduce the need for inpatient beds and ensure that people receive treatment in the most appropriate place. By improving care in the community, we can improve outcomes and recovery, reduce rates of relapse or prevent eating disorders continuing into adulthood and, if admission is required as a very last resort, reduce lengths of stay.</p><p> </p>

star this property answer text <p>The NHS England collection KH03 collects the number of available and occupied beds open overnight that are under the care of consultants. The data in the table should be viewed in the context that since 2013/14, many trusts have started classifying an increasing number of mental illness beds as non-consultant-led. This is because some mental health services are now run by multi-disciplinary teams rather than consultants.</p><p>The number of acute consultant-led mental health beds in the National Health Service in England is shown in the following table. The table may not include all of the following types of bed - adult secure mental illness; adult secure learning disability and autism; adult eating disorder; child and mental health service Tier 4, including eating disorder; perinatal and neuropsychiatry.</p><p>Prior to 2010-11 the KH03 was an annual return collecting beds by ward classification. star this property answer text <p>In 2015, the Government announced a £15 million capital funding programme to improve health-based places of safety provision and in 2017, the Prime Minister announced a further £15 million to support a wider range of places of safety in the community. This funding has been provided to increase the number of places of safety across the country which is helping to reduce the inappropriate use of police cells for detentions made under Section 135 and Section 136 of the Mental Health Act 1983. star this property answer text <p>In 2015, the Government announced a £15 million capital funding programme to improve health-based places of safety provision and in 2017, the Prime Minister announced a further £15 million to support a wider range of places of safety in the community. This funding has been provided to increase the number of places of safety across the country which is helping to reduce the inappropriate use of police cells for detentions made under Section 135 and Section 136 of the Mental Health Act 1983. Projects led by NHS trusts and foundation trusts, local government and the voluntary sector were awarded the funding.</p><p> </p><p>Data is not held on the number of people in a place of safety that have been detained under the Mental Health Act 1983 for longer than 24 hours.</p><p> </p><p> </p><p> </p><p> </p> more like this
