star this property answer text <p>On 14 December 2015, the Government formally announced that it accepted the case for airport expansion in the South-East and agreed with the Airports Commission’s shortlist of options. The Government also decided to undertake a package of further work which it anticipates will conclude over the summer. This has included further work to help develop the best possible package of measures for all the shortlisted schemes to mitigate the impacts on local people and the environment.</p><p> </p><p> </p><p>The decision on a preferred scheme is of huge importance and the Government continues to consider the detailed analysis contained in the Airports Commission’s final report before taking any decisions on next steps. The costs associated with the Lakeside Energy from Waste Plant were considered in the Airports Commission’s assessment of land acquisition costs in the report “Cost and Commercial Viability<em>: Cost and Revenue Identification Update Heathrow Airport North West Runway”. </em></p><p> </p><p>Decisions have not yet been taken on a preferred scheme. However, if the Government was minded to support the North-West runway at Heathrow, the planning and costs of moving the Energy from Waste Plant would be a matter for the airport to take forward with the owners of the site.</p>

The Government keeps under review all research carried out on the impacts of aircraft noise on health and sleep disturbance, including any effects on productivity, and would take this into account when considering the costs and benefits of any relevant policy or regulatory proposals.</p><p> </p><p>As part of the last review of night flying restrictions at Heathrow, Gatwick and Stansted Airports, my Department commissioned the Civil Aviation Authority to undertake a review of literature on these impacts. star this property answer text <p>Britain is a world leader in road safety, but we are always striving to improve. For example, from 2 March this year it is now an offence to drive with certain drugs in your body in excess of official limits.</p><p> </p><p>And measures in the deregulation bill will remove the driver’s right to demand a blood or urine test if they fail a breathalyser test.</p><p> </p><p>The Department issued revised guidance in January 2013 aimed mainly at local traffic authorities who are responsible for setting speed limits on local roads. It has also been designed to help explain to everyone why and how local speed limits are determined. This circular has been revised following full public consultation in summer 2012.</p><p> </p><p>Traffic authorities set local speed limits in situations where local needs and conditions suggest a speed limit which is lower than the national speed limit. They have the flexibility to set local speed limits that are appropriate for the individual road, reflecting local needs and taking account of local considerations.</p><p> </p>

star this property answer text <p>The electrification on the Windsor Branch forms part of the wider Great Western electrification scheme. We are working closely with Network Rail and the ORR to ensure delivery of these benefits as set out in the Rail Investment Strategy.</p><p> </p><p>Further investment has seen the modernisation of Reading Station area which is planned to be completed this Easter at a cost of £895m.</p><p><strong> </strong></p><p> </p><p>In addition, The Government launched the Roads Investment Strategy on 1 December 2014. The M4 Junctions 3-12 smart motorway project to upgrade the M4 from east of Heathrow to west of Reading continues to be progressed. The Highways Agency intends to submit a Development Consent Order (DCO) application for the scheme at the end of March. Subject to planning consent and the final business case, construction could start in late 2016. The Highways Agency is also delivering a £2.5 million pinch point scheme to relieve traffic congestion at the M4/A329 (M) junction.</p><p> </p><p>On 29 January the Government also announced a £10.2m expansion of the Growth Deal with the Thames Valley Berkshire Local Enterprise Partnership (LEP). We understand the LEP intends to use around £7.5m of that additional funding for 4 new local transport schemes, taking the total funding for local transport improvements as part of the Growth Deal to over £100m, supporting delivery of 20 transport projects across Berkshire.</p><p> </p><p>This funding is in addition to £36.9m integrated transport block funding for the six Berkshire local authorities covering the period 2015/16 to 2020/21, and £2.1m local pinch point funding for the Stafferton Way Link Road in Maidenhead.</p><p> </p><p>The Government launched the Roads Investment Strategy on 1 December 2014. The M4 Junctions 3-12 smart motorway project to upgrade the M4 from east of Heathrow to west of Reading continues to be progressed. The Highways Agency intends to submit a Development Consent Order (DCO) application for the scheme at the end of March. Subject to consent and the final business case, construction could start in late 2016.</p><p> </p><p>The Highways Agency is due to complete the £2.5 million pinch point scheme to relieve traffic congestion at the M4/A329 (M) junction in June, and will deliver a scheme to improve the operation of the A404 Bisham roundabout in 2015/16.</p><p> </p><p>The Government is also investing heavily in improvement of the rail network in Berkshire, including the Crossrail, Great Western electrification and Waterloo-Windsor lines train lengthening projects, which may have the impact of relieving traffic congestion in the county by offering improved alternatives to travel by car.</p><p> </p><p> </p>

star this property answer text <p>Night flying restrictions set by the Government at Heathrow comprise a movement limit and a noise quota limit set for each summer and winter season. Up to 10% of unused movements or noise quota may be carried over to the next season. The limits apply to the period 23.30-06.00. There are additional restrictions on movements by the noisiest aircraft in the period 23.00-07.00. None of these restrictions was breached between 2012-2014.</p><p> </p><p>In addition the Government sets departure noise limits which include lower limits at night. Infringements of these limits are reported in Heathrow’s Flight Performance Reports published on its website, the latest of which covers the period up to the end of September 2014.</p><p> </p> more like this

star this property answer text <p><strong> </strong></p><p>The Government launched the Roads Investment Strategy on 1 December. The M4 Junction 3-12 smart motorway project to upgrade the M4 between Reading and Heathrow continues to be progressed. This month the Highways Agency is conducting a public consultation on the proposals, including exhibitions at 11 locations in the Thames Valley.</p><p> </p><p>Construction of Crossrail is now more than half completed and electrification of the Great Western Main Line is also under way. Electrification of the Thames Valley branch lines, including the Slough to Windsor line, is approved and will improve local connectivity.</p><p> </p><p>The transformation of Reading station was completed on time and under budget as part of the £850 million Reading Station Area Redevelopment programme and formally opened by Her Majesty The Queen on 17 July.</p><p> </p><p>The programme to increase passenger capacity on the Reading and Windsor to Waterloo railway by 25% is now under way and will be completed in early 2015. 60 additional carriages are being incorporated into an extended and refurbished fleet of trains to operate as a maximum 10 carriage train length.</p><p> </p><p>In July the Government announced £94.6m to support local transport projects across Berkshire as part of the Growth Deal with the Thames Valley Berkshire Local Enterprise Partnership, in addition to the £36.9m integrated transport block funding announced in March for the six Berkshire local authorities, covering the period 2015/16 to 2020/21.</p><p> </p><p> </p>

star this property answer text <p> </p><p>On 27 March, the Government and Transport for London announced that Crossrail services will be extended to serve Reading from 2019. Once Crossrail services begin across the whole line in 2019, passengers travelling to London from Windsor, Reading and other Thames Valley stations will be able to travel to more destinations across London without the need to change at Paddington. Construction of Crossrail is now more than half completed and electrification of the Great Western Main Line is also under way. Electrification of the Slough to Windsor route is approved and will improve local connectivity.</p><p> </p><p>The transformation of Reading station was completed on time and under budget as part of the £850 million Reading Station Area Redevelopment programme and formally opened by Her Majesty The Queen on 17 July.</p><p> </p><p>The Government continues to progress the M4 Junction 3–12 smart motorway project, the next step for which is formal public consultation in the autumn. star this property answer text <p>Transport investment is central to the Government's long term economic plan. On 7<sup>th</sup> July we announced £3 billion of funding for new local transport schemes within the Local Growth Fund. This included £96.9 million for the Thames Valley Berkshire Local Enterprise Partnership (which includes Windsor). Of this, £94.6 million will support transport schemes that have been bid for by the LEP and will make a real difference to transport accessibility in the whole of the Thames Valley. These include provisional funding from 2016/17 onwards of £4.75 million for a sustainable transport package across the Thames Valley LEP area.</p><p> </p><p>Local transport in the Windsor and Maidenhead area has, since 2010, also benefited from investment that will reduce congestion in the area. This includes just over £2 million of Local Pinch Point Funding, £16.1million investment in improving the state of the roads and on small scale transport schemes and around £2 million from the Local Sustainable Transport Fund to ease congestion by promoting travel behaviour change through a package of sustainable travel measures aimed at residents, schools and businesses.</p><p> </p><p>In addition to investment in the local network the Government continues to progress the M4 smart motorway. A further formal public consultation on the scheme will be held in the autumn and subject to development consent and the final business case, construction could start in late Summer 2016. As well as this the Highways Agency is taking forward a £2.5 million scheme to improve the links between the M4 and A329(M), to provide increased capacity at the junction and improve traffic flows. The scheme will be delivered by the end of March 2015.</p><p>The Government is also investing around £500 million in Western Rail Access to Heathrow subject to a satisfactory business case and agreement of acceptable terms with the Heathrow aviation industry. This will facilitate direct rail services between destinations in the Thames Valley and Heathrow airport.</p><p> </p><p /> <p /><p /> <p /><p /> <p /><p /> <p />

We believe that cycle safety training can give children the skills and confidence they need to cycle on local roads.</p><p> </p><p>Bikeability is the Government's long-standing programme of cycle training for school children, with over 1.7 million children trained since 2010. It is available to every local body in England (London has separate funding arrangements for Bikeability). Funding of £12 million a year has been confirmed for the next four years. star this property answer text <p>The Government is fully committed to creating a safe environment for all road users, and in particular vulnerable road users such as cyclists and pedestrians. Sections 204 – 225 of the Highway Code, aims to educate and remind drivers of the needs of more vulnerable road users including cyclists.</p><p> </p><p>A revised Traffic Signs Regulations and General Directions came into force on 22 April, which contains a number of measures, including low level cycle signals, a new type of crossing and changes to advanced stop lines, designed to improve the safety of cyclists on the road. TSRGD also includes changes making it easier for local authorities to introduce 20mph speed limits in residential areas.</p><p> </p><p>We are also working on wider cyclist safety in other ways, including changes to vehicle design, publicity campaigns, and mandatory training for HGV drivers and optional training for cyclists, including extending the Bikeability programme of cycle training. Bikeability provides trainees with riding skills suited to the road, but also explains the importance of obeying the Highway Code, the correct use of safety equipment, and sharing the road with other people.</p><p> </p><p> </p>

star this property answer text <p>The UK’s independent safety regulator, the Civil Aviation Authority (CAA) takes seriously concerns raised in the safe operation of commercial helicopter transport.</p><p> </p><p>The CAA currently leads the Offshore Helicopter Safety Action Group (OHSAG) which seeks to drive through safety improvements.</p><p> </p><p>The Group is represented across industry and includes pilot and workforce representatives from key organisations to facilitate dialogue between helicopter operators, workforce representatives, manufacturers and regulators.</p><p> </p><p>The OHSAG has made significant safety improvements, including prohibiting helicopter flights in the most severe sea conditions.</p><p> </p> more like this

star this property answer text <p>The UK Civil Aviation Authority (CAA) has been working very closely with the Norwegian CAA following the Airbus EC225LP incident on the 29<sup>th</sup> April.</p><p> </p><p>Shortly after the accident, the CAA introduced restrictions to Airbus Helicopters EC225LP to prevent operations for commercial flights by UK operators. On 11<sup>th</sup> of May, these restrictions were extended to include the AS332L2 Super Puma helicopter.</p><p> </p><p>Following a report by Norwegian Air Accident Investigators on 1st June, the CAA further extended these restrictions to prohibit all flights by these helicopters until further information is available.</p> more like this

star this property answer text <p>The Department for Transport published statistics on travel costs, based on data from the Office for National Statistics (ONS), in the Transport Statistics Great Britain compendium.</p><p> </p><p>Data from the independent ONS suggests that:</p><p> </p><p>(i) Between 2000 and 2010 the real cost of motoring, including the purchase of a vehicle, declined by 8%, bus and coach fares increased by 20% and rail fares increased by 15% in real terms.</p><p> </p><p>(ii) Between 2010 and 2014 the real cost of motoring, including the purchase of a vehicle, decreased by 5%, bus and coach fares increased by 2% and rail fares increased by 6% in real terms.</p><p> </p><p>(iii) The costs of travelling by air are not available from ONS data. However information is available based on fare data from the Civil Aviation Authority. The real cost of the average UK one-way air fare, including taxes and charges, covering domestic flights from 2000 to 2010 declined by 41% and from 2010 to 2013 declined by 4%, reflecting a range of factors including increased competition between airlines. Estimates for 2014 are not yet available.</p><p> </p><p> </p><p> </p>

star this property answer text <p>Funding allocations for transport schemes are not determined according to mode share – the factors that affect our decision to invest in a particular transport scheme are more complex and based on a wide variety of factors. For local transport schemes it is also right that local communities, through their local authorities and Local Enterprise Partnerships have influence over those decisions.</p><p> </p><p>On 27 November 2014, the Deputy Prime Minister and I announced a further £214m investment for cycling. This brings the total investment in cycling by this Government to £588m, significantly more than any previous Government.</p><p> </p> more like this

Too many young people die, too often; we are wrestling with how to make things safer, while not unduly restricting the freedom of our young people. We want young people to be able to get to work and training, to education and to leisure activities, and we want them to do so safely. We are finding this a difficult balance, with passionate voices on both sides.</p><p> </p><p><br> On 27 January 2014, we held a meeting with the insurance industry and agreed the Department would commission new research into how telematics can change the behaviour and attitudes of learner drivers. We look forward to insurance companies sharing their data so that we can undertake this research. <br> <br> We are also in the process of undertaking some focus groups with parents, young people and employers to get a better understanding of the issues from their perspective.</p><p> </p><p><br> <br></p><p> </p> more like this

star this property answer text <p> </p><p>Under the proposed HS2 scheme, the station in the East Midlands will be separated by journeys to Birmingham and Sheffield by less than 20 minutes each. Fast and frequent shuttle services could connect Nottingham and Derby with the East Midlands Hub station with a journey time of just 12mins from Nottingham and 15mins from Derby.</p><p> </p><p> </p><p> </p><p>Sir David Higgins' report, <em>HS2 Plus</em>, was published on 17<sup>th</sup> March. Government welcomes Sir David's recommendation that Phase Two should be considered holistically and integrated with classic rail investment. In order to deliver better connectivity we have now asked HS2 Ltd and Network Rail to explore a process for integrated development of Network Rail's plans with decisions on Phase Two of HS2. This will form part of Sir David Higgins' report in the autumn.</p><p> </p> more like this

star this property answer text <p> </p><p>On Phase One there are no specific allowances relating to mining subsidence in the cost estimate as there is no active mining below the route, nor any recorded abandoned mining shown in the publically available records that have been researched. Physical ground investigations and desktop studies of existing of records will be undertaken prior to construction of the railway, and allowances have been made in both the cost estimate and the project contingency for any ground treatments that are identified.</p><p> </p><p>On Phase Two there is an allowance within the cost estimate for the risks around crossing open cast quarries, mines and landfill sites and the current level of design reflects where appropriate the difficulty of crossing these type of areas.</p> more like this
