star this property answer text <p>We welcome the recent signature of the EU-Japan Economic Partnership Agreement (EPA). The UK and Japan are natural allies for free trade, and last year total bilateral trade reached £28bn, a 14.8% increase from the previous year.</p><p>Last year, our Prime Ministers agreed to ‘elevate our security and prosperity partnership to the next level’ as the UK leaves the EU. As my Rt Hon Friend the Secretary of State for International Trade agreed with his counterparts during his recent trip to Japan, we will take this forward by using the current EU-Japan EPA as a basis for a new and stronger partnership.</p><p> </p> more like this

star this property answer text <p>The United Kingdom cannot negotiate its own trade agreements while it is still a member of the European Union. The UK remains committed to supporting ongoing EU negotiations with third countries and will remain a strong advocate for free trade.</p><p> </p><p>As the UK leaves the EU, the Government is seeking to ensure continuity for our existing EU trade agreements, including those with: Algeria, Colombia, Egypt, Mexico, South Africa (as part of the <em>Southern African Development Community</em> Economic Partnership Agreement), South Korea and Ukraine, as well as with Vietnam once the EU-Vietnam free trade agreement has been ratified.</p><p> </p><p>The UK continues to support the implementation of the EU Economic Partnership Agreement (EPA) with the East Africa Community (EAC), including Kenya. If all EAC partners find a way to sign the EPA, the UK will also seek to replicate the effects of this agreement before we leave the EU.</p><p> </p><p>The Government is talking with a range of key trade partners to explore the best ways of delivering our priorities for our trade and investment relationships. These include working groups with Colombia, Mexico, South Korea and Turkey, and commercial dialogues with Argentina and Thailand.</p><p> </p><p>We have introduced legislation which enables the UK to put in place a trade preference scheme for developing countries which will, as a minimum, provide the same level of access as the EU’s scheme. Ethiopia, the Philippines, the Democratic Republic of Congo, Burma, Tanzania and Uganda are currently beneficiaries of the EU scheme.</p><p> </p><p>The Department for International Trade (DIT) is working with all the listed countries on promoting trade and investment relationships, including through our overseas network of embassies and High Commissions. The number of visits to these countries by Ministers from DIT are given in the tables below. DIT’s Permanent Secretary (Antonia Romeo) and Second Permanent Secretary (Crawford Falconer) have not visited these countries in the period specified. star this property answer text <p>As we leave the EU, we are seeking continuity in our current trade arrangements in order to avoid any disruption and to provide certainty for businesses and individuals.</p><p>The UK has long-supported progress towards the EU-Singapore Free Trade Agreement and EU-Japan Economic Partnership Agreement (EPA), as one of their strongest advocates.</p><p>The Prime Minister has agreed with Prime Minister Abe of Japan that we will work quickly to establish a new economic partnership between Japan and the UK based on the final terms of the EPA, and has agreed with Singapore’s Prime Minister Lee that, when ratified, the EU-Singapore Free Trade Agreement would be a good baseline for future bilateral trade relations. The Department for International Trade is continuing discussions with both Japan and Singapore through our Trade and Investment Working Groups to ensure continuity and certainty of these trade agreements and to develop new ambitious bilateral economic relationships once the UK has exited the EU.</p><p>Whilst we remain a member of the EU, discussions we have about trade are limited by our obligations under the Common Commercial Policy and our duty of sincere co-operation.</p><p> </p>

Nothing in our future trade agreements, including with the US, will prevent the UK from regulating in the pursuit of legitimate public policy objectives such as the NHS. As we leave the EU, the UK will continue to ensure that rigorous protections for the NHS are included in all trade agreements it is party to.</p> more like this

This includes the market access currently enjoyed by trading partners under tariff rate quotas. The schedules will be circulated to the WTO membership, as the UK leaves the European Union. Following circulation if no objection has been raised within 3 months for goods and 45 days for services, the schedules will be certified. If an objection is raised the schedules will still come into effect but remain uncertified while we resolve it. An uncertified schedule does not stop a WTO member from trading with other countries or from negotiating Free Trade Agreements. The EU has traded without problem for many years whilst waiting for revised schedules to be certified.</p> more like this

star this property answer text <p>In 2015 UK Trade &amp; Investment (UKTI) considered the development track record and market capital of Sichuan Guodong Construction Group Corporation Limited, the parent company, and Sichuan Guodong Construction Ltd, a listed subsidiary company on the Shanghai Stock Exchange, in relation to their ability to make significant investments in Sheffield. This included a recommendation from the Ministry of Commerce of the People's Republic of China that Wang Chunming, chairman of both companies, was included in the business delegation alongside President Xi for his October 2015 State Visit to the UK.</p><p>This consideration of this group of companies was in conjunction with UKTI taking a role in supporting the relationship that had emerged between this group of companies and Sheffield City Council.</p><p>On 28<sup>th</sup> June 2016 a co-operation signing document was signed between Sichuan Guodong Construction Group Corporation Ltd (the parent company) and Sheffield City Council.</p><p>In 2015 UKTI did not identify undue risks when considering whether they should take a role in supporting the relationship that had emerged between the Sichuan Guodong group of companies and Sheffield City Council. Therefore no risks were identified to Sheffield City Council.</p>

star this property answer text <p>In 2015 UK Trade &amp; Investment (UKTI) considered the development track record and market capital of Sichuan Guodong Construction Group Corporation Limited, the parent company, and Sichuan Guodong Construction Ltd, a listed subsidiary company on the Shanghai Stock Exchange, in relation to their ability to make significant investments in Sheffield. This included a recommendation from the Ministry of Commerce of the People's Republic of China that Wang Chunming, chairman of both companies, was included in the business delegation alongside President Xi for his October 2015 State Visit to the UK.</p><p>This consideration of this group of companies was in conjunction with UKTI taking a role in supporting the relationship that had emerged between this group of companies and Sheffield City Council.</p><p>On 28<sup>th</sup> June 2016 a co-operation signing document was signed between Sichuan Guodong Construction Group Corporation Ltd (the parent company) and Sheffield City Council.</p><p>In 2015 UKTI did not identify undue risks when considering whether they should take a role in supporting the relationship that had emerged between the Sichuan Guodong group of companies and Sheffield City Council. Therefore no risks were identified to Sheffield City Council.</p>

This means that we have yet to receive the final text, which would be needed to assess the impacts of the final negotiated outcome, including which commercial sectors would benefit. This text is unlikely to be available for some time since the EU and Mercosur are still finalising the details of the agreement, which will then need to undergo legal review and official translation.</p><p>We welcome the news of political conclusion between the EU and Mercosur on a Free Trade Agreement. As a global champion of trade, the UK has been a strong advocate for these negotiations. The UK has longstanding positive bilateral relationships with individual Mercosur countries and we look forward to deepening our trading ties as we leave the EU. We will be working with our Mercosur partners to develop our future trade relationship in due course.</p> more like this

We are carefully considering the implications of the judgment for decision-making. While we do this, we will not grant any new licences for exports to Saudi Arabia and its coalition partners, which might be used in the conflict in Yemen.</p><p> </p><p>Arms sales data by region are published annually on GOV.UK.</p><p> </p><p>Additionally, information on export licences issued, refused and revoked, up to 31 December 2018, which includes values declared for Standard Individual Export Licences, is published on GOV.UK.</p><p> </p><p>It should be noted, that licences granted are not necessarily a measure of sales or exports shipped in a given period as they are valid for between two and five years. Licensing data only provides a partial indication of sales as exporters only declare export values for a subsection of licences (Standard Individual Export Licences). Some licences expire before they are used and, in these circumstances, exporters must submit a further application, which can result in an element of double counting.</p><p> </p>

Friend the Secretary of State for International Trade announced, in a Written Ministerial Statement to Parliament, that the Trade Remedies Authority (TRA) Chief Executive Designate had been recruited as a member of staff to the Department of International Trade (DIT). It was also announced that the Chief Economist, Chief Operating Officer, General Counsel and Joint Chief Investigators had also been recruited to DIT, with the intention that they be transferred to the TRA once it is legally established through Royal Assent of the Trade Bill, subject to the will of Parliament.</p><p> </p><p>I can confirm that all of these members of staff were recruited through a standard Civil Service external recruitment process in accordance with the Civil Service Commission Recruitment Principles April 2018. These principles set out the rules and procedures which Government Departments must follow in order to ensure that appointments to the Civil Service are made on merit on the basis of fair and open competition. A Civil Service Commissioner chaired the recruitment competition for the TRA Chief Executive Designate and was responsible for, among other things, ensuring that the recruitment process followed these principles.</p><p> </p>

Through a period of transition, including implementation of machinery of government changes, the department has established a coherent range of processes, governing the use of consultants and temporary staff which fit within the wider Cabinet Office Controls framework and these are kept under regular review. The processes depend on the nature of the work required, its duration, the value and the risk or complexity.</p><p>The Department endeavours to minimize the use of consultants. The proportion of any such consultancy assignments that are paid at a daily rate is not available as a metric.</p> more like this
