The UK Government has used and reported on the Guttmacher Institute estimates in our Single Departmental Plan Family Planning sector page since July 2018.</p><p> </p><p>DFID’s bilateral and multi-country programmes take an integrated approach in order to meet a wide range of women’s reproductive health needs. For example, providing a woman with holistic care for gender-based violence, HIV counselling, safe-abortion care and information on family planning. Because of the integrated nature of this work, it is not possible to provide a break-down of funding on safe abortion services alone. We are concerned by the high levels of poverty, unemployment, and food insecurity, as well as the fragile health system, shrinking Gazan economy and the lack of access to consistent supplies of electricity.</p><p> </p><p>DFID recently announced an aid package of £2 million to the International Committee for the Red Cross to support delivery of medicines, equipment and rehabilitation services. The UK’s new economic development programme aims to help the economy in Gaza and the West Bank by increasing trade and creating jobs. The UK has also made a commitment to UNRWA of up to £80m over the next two years to help provide health services and education to Palestinian refugees living across the Middle East. Through the UK’s Conflict, Stability and Security Fund, we provided £1.04 million towards conflict management and peacebuilding in 2016, £1.04 million in 2017, £2.95 million in 2018, and have a proposed budget of £2.83 million for 2019.</p><p> </p><p>DFID is also funding activities focussed on strengthening local peacebuilding and improving the role of women in peacebuilding in Yemen. This can include issuing visas to humanitarian staff or permission for NGOs and UN agencies to travel to reach people in more difficult or remote areas. In Afghanistan GPEI are working to reach mobile populations where children have been chronically missed by vaccination campaigns. In Nigeria activities are focussed on trying to reach all children with vaccinations to close immunity gaps that allow polio to remain.</p><p> </p><p>The UK are observers on the Polio Oversight Board and represent all state donors on the Strategy Committee, which gives us a position from which to influence the activities of the fund at a strategic level. 	answer	answer is ministerial correction date of answer 23/05/2019 answer text <p><strong></strong></p><p>The UK is committed to meeting the needs of all internally displaced persons, whether they are displaced as a result of conflict or natural disasters. <em> </em>DFID provides funding to key agencies involved in responding to the needs of internally displaced persons, including the Office for Coordination of Humanitarian Affairs (OCHA), the United Nations High Commissioner for Refugees (UNHCR), the International Committee of the Red Cross (ICRC) and the International Organisation for Migration (IOM).</p><p> </p><p>The UK is a significant humanitarian donor in many countries with displaced populations. For example in South Sudan, in 2017/18 our support reached over 420,000 people with food assistance, over 370,000 women and children with nutrition support, and over 680,000 people with access to safe drinking water and/or improved sanitation facilities, many of whom are internally displaced. In Iraq, DFID support has helped provide food assistance to over 408,000 people, emergency cash transfers to over 274,000 people, and life-saving healthcare services to over 4.1m people, including those internally displaced. Additionally, in Syria where there are over 6 million of internally displaced persons, DFID has spent over £1 billion in humanitarian response.</p><p> </p><p>The UK has provided £36 million in response to Cyclone Idai which is estimated to have affected 2.6 million people in Mozambique, Malawi and Zimbabwe. In response, the UK rapidly disbursed £18 million last month to the UN’s pooled fund and UNICEF to help tackle the issue. We have seen a decline in suspected cholera cases in the last five weeks and hope this continues.</p><p>To help prepare for outbreaks of cholera, the UK is leading a joint Met Office, NASA and US scientist team to accurately predict where the disease will spread to in Yemen. UK aid to the Palestinian Authority’s (PA’s) health and education sectors is channelled through the EU Palestinian-European Socio-Economic Management Assistance Mechanism (PEGASE). Our money goes into a special, dedicated bank account before being paid to individuals who have been vetted in advance. The bank account is only used for UK aid. Independent auditors check that the money paid out from the special bank account only went to the vetted individuals after every disbursement.</p><p> </p><p>UK’s financial aid to support the PA’s water and energy sectors will be channelled through The World Bank Partnership for Infrastructure Development in the West Bank and Gaza Multi Donor Trust Fund. DFID is working closely with UN and NGO partners to deliver life-saving assistance such as food, shelter and healthcare to the most vulnerable people across Idlib, including those who have been displaced by recent escalations in violence. In 2018/19, we provided over £80 million to support such humanitarian activities in Northwest Syria. Our programmes across Syria have extensive controls in place to ensure that aid delivered by DFID-funded partners reaches those who need it and does not benefit extremist groups such as HTS.</p><p> </p><p>In addition to our humanitarian effort, the UK continues to use our position in the UN Security Council to advocate for the protection of all civilians, aid workers and journalists in Syria, and was instrumental in convening two emergency UN sessions on Idlib on 10 and 17 May. DFID, alongside the Department of Health and Social Care, provides support to developing countries' health and hygiene services, which also supports tackling antimicrobial resistance.</p><p> </p><p>DFID support includes work to prevent infection and, in turn, reduce the need for antimicrobials. For example, through DFID’s support to GAVI, the Vaccine Alliance, the UK will help immunise 300 million children between 2016 and 2020.</p><p> </p><p>DFID also supports the prompt diagnosis and treatment of disease and the development of new drugs and diagnostic tools to treat resistant infection. DFID investment in the Global Fund to Fight AIDS, TB and Malaria contributed towards treating 102,000 people for drug-resistant tuberculosis in 2017. In 2017, we were amongst the first to raise the alarm and to provide support for populations at risk of dying from starvation in Somalia, South Sudan, Yemen and North East Nigeria. We provided £170 million for provision of humanitarian aid in Somalia in 2017, supporting those at risk of famine and in 2017/18 our support in South Sudan reached over 420,000 people with food assistance. Since 2013, we have spent approximately £1.3 billion supporting the scale up of nutrition services in humanitarian contexts including Yemen, South Sudan, Somalia, Nigeria and the DRC.</p><p> </p><p>Our approach is to act early to save more lives, and to build the resilience of communities and states to crises and shocks. Our work on humanitarian early warning systems raises awareness of crises where food security is deteriorating and informs timely responses to mitigate the impact of acute food insecurity. We continue to urge the Israeli and Palestinian leadership to avoid engaging in or encouraging any type of action and language that makes it more difficult to achieve a negotiated solution to the conflict. Officials are looking into the specific allegation raised.</p><p> </p><p>Our partnership with the Palestinian Authority (PA) includes a commitment from the Palestinian leadership to adhere to the principle of non-violence and to tackle language and avoid actions that could incite violence or hatred. The March 2019 assessment of the terms of the 2018-19 Memorandum of Understanding found that the PA continues to demonstrate a credible commitment to DFID’s ‘partnership principles’, including the principles of non-violence, under increasingly volatile conditions. As in other parts of the world where DFID works, this does not mean that we agree on all of the government or authority’s policies or actions – but rather that there is a credible foundation on which to work to tackle poverty and work towards the Sustainable Development Goals. The UK is leading work on development of new antibiotics and treatment combinations and new ways to rapidly test for drug resistance. DFID’s support to the Global Fund helps to ensure rapid rollout of new tools. For example, UK funding has helped to roll out a new multi-drug-resistant TB treatment regimen in 30 countries where the Global Fund operates.</p><p> </p><p>Strengthening TB prevention, diagnosis and treatment also contributes to strengthening broader health systems. The UK condemns Houthi interference in the operations of local banks in north Yemen, including the arrest of banking staff in February 2019.</p><p> </p><p>Effective economic regulations, alongside appropriate economic policies, will have critical humanitarian benefits in Yemen. Whilst the latest total food import levels into Yemen have exceeded pre-conflict requirements, high prices continue to drive the risk of famine.</p><p> </p><p>The need for effective economic regulation was demonstrated last year, when the Yemeni Riyal lost more than half of its value between January and October 2018. This caused prices to rise steeply and risked making food unaffordable for millions of vulnerable Yemenis. These efforts have been incredibly successful, seeing a 99% reduction in cases of polio over the last 30 years.</p><p> </p><p>The Global Polio Eradication Initiative has recently published its new strategic plan for the next phase of eradication activities, until 2023. The strategy does not commit to eradicate Polio by a certain date, as we know that the virus is still circulating in the most difficult environments where it’s extremely hard to reach every last child, such as parts of Afghanistan and Pakistan. There will be a Polio moment in November when international donors are expected to announce ongoing commitment to the global eradication efforts. We are concerned by the high levels of poverty, unemployment, food insecurity, and the impacts of the humanitarian situation on children. The World Health Organisation (WHO) in a report on 31 May titled ‘The Gaza trauma response’, noted that from 30th March 2018 to 30th March 2019, during the ‘Great March of Return’ demonstrations, 172 people became permanently disabled because of their injuries, of whom 36 were children.</p><p> </p><p>The UK is committed to help the growing needs of approximately 1.5 million registered refugees in Gaza through support to the UN Refugees and Works Agency (UNRWA). Between 2019-2020, the UK will provide up to £80m to UNRWA. UNRWA runs over 274 schools and educates over 278,000 children in Gaza. We are providing £2 million to the International Committee of the Red Cross (ICRC) to help support several of the most urgent health needs in Gaza, including drugs, surgical equipment and physical rehabilitation for people with disabilities. The UK continues to support a stable PA which can act as an effective partner for peace with Israel. UK aid to the PA’s health and education sectors is used exclusively to pay the salaries of vetted health and education public servants, including teachers, doctors and nurses, in the West Bank. The EU vets the list of PA health and education sector employees before every disbursement of financial aid to ensure only eligible beneficiaries receive UK aid, at a range of grades based on the PA payroll system. These payments are then independently audited. During humanitarian emergencies, violence against women and girls can increase in both frequency and severity. DFID funded ‘What Works to Prevent Violence’ research in South Sudan revealed that over 73% of girls and women experienced intimate partner violence.</p><p> </p><p>The UK is an active member of the Call to Action on Protection from Gender-based Violence in Emergencies, which brings together governments, UN agencies, international NGOs and civil society organisations to share best practice and report on progress against shared commitments on preventing and responding to GBV. That is why the UK government puts the empowerment of girls and women at the heart of everything we do and is an essential component of our fight against AIDS.</p><p> </p><p>We are currently the second biggest donor to the Global Fund, which has embraced gender equality as central to accomplishing its mission.
