	answer	answer is ministerial correction date of answer 18/01/2016 answer text <p>The Disclosure and Barring Service (DBS) Adult First is a service provided by the Disclosure and Barring Service that can be used in cases where, exceptionally, and in accordance with the terms of Department of Health guidance, a person is permitted to start work with adults before a DBS Certificate has been obtained.</p><p>An individual neither passes nor fails an Adult First check and a certificate is not withheld if a person is on the Adults barred list. If a person is on the list, that fact will be disclosed on the completed DBS certificate.</p><p>There are two outcomes to an Adult First check and the Registered Body is either advised that no match exists for this person on the current Adults barred list, or they must wait for the full disclosure as a match against the Adults barred list cannot be ruled out at this stage. As set out in my previous answer the proportion of oral appeals not represented increased between January – September 2015 in comparison to the previous 2 years. This was the result of the availability of presenting resource in the Home Office to match court listing schedules which varied from forecasts used for planning purposes to a significant extent. It applies to teachers and health and social care professionals regulated by a body which is overseen by the Professional Standards Authority for Health and Social Care (with the exception of the Pharmaceutical Society of Northern Ireland) in England and Wales.</p><p>The duty does not apply to non-regulated professionals. This includes non-regulated professionals who are members of bodies on the Accredited Voluntary Register. For the financial year 2014-15, £35,000 was made available to the NSPCC to run the modern slavery helpline and, in 2015-16, £15,000 was made available.</p><p>The NSPCC run Modern Slavery helpline does not employ dedicated staff. Instead, training was provided to existing NSPCC call handlers by existing staff in the NSPCC child trafficking advice centre, the Metropolitan Police’s Human Trafficking Unit and the Modern Slavery Unit. For the period 31 July 2014 to 11 February 2016 the helpline received 1,005 contacts.</p><p>No funding has been allocated for the financial year 2016-17. Polaris, a US-based Non-Governmental Organisation (NGO), is establishing an enhanced UK helpline in collaboration with a UK-based NGO, which will supersede the current NSPCC helpline. Between 31 July 2014 and 31 July 2015, 849 contacts were made to the NSPCC-run modern slavery helpline. Of these in total, 403 referrals were made to the police, 106 referrals were made to children’s services, 1 to the armed forces and 81 to other agencies. For the period 1 August 2015 to 31 January 2016 74 referrals were made to the helpline. Of these 49 referrals were made to the police, 14 referrals were made to children’s services and 11 to other agencies. A referral may be made to more than one agency and may include update referrals.</p><p>No funding has been allocated for the NSPCC helpline for the financial year 2016-17. Polaris, a US-based Non-Governmental Organisation (NGO), is establishing an enhanced UK helpline in collaboration with a UK-based NGO, which will supersede the current NSPCC helpline. The NSPCC helpline will remain in operation until the enhanced helpline is up and running. Start up funding of up to £1 illion has been provided by Google.org. Actual staffing levels for (a) the Department, between March 2010 and March 2015, have slightly reduced (less than 10 FTE¹) in Stoke-on-Trent. However, this does not necessarily mean that posts have been abolished or relocated as a consequence.</p><p>The Department is still planning its workforce requirements for 2020 in line with the Spending Review settlement; this level of detail is not yet known.</p><p>(b) For the Department’s executive non-departmental public bodies and statutory bodies, there have been no staff or offices based in Stoke-on-Trent during this period. We want victims to have the confidence to report these crimes, knowing they will get the support they need and that everything will be done to bring offenders to justice.</p><p>These are under-reported crimes, and the Office for National Statistics report that recent increases in police recorded crime are likely due to improved recording by the police and an increase in the willingness of victims to come forward and report to the police. The number of prosecutions and convictions for sexual offences are at their highest ever levels.</p><p>The Government continues to support improvements to the criminal justice system’s response to victims of sexual violence. We have supported the publication of data on rape for every police force in the country as a basis for improving recording and investigations of rape and ensure that guidance on investigating and prosecuting rape is implemented in every police force area. 	answer	answer is ministerial correction date of answer 08/05/2014 answer text <p> </p><p>The Modern Slavery Bill will enable us to strengthen our response to human <br>trafficking and modern slavery for both adults and children. We announced in <br>January our intention to trial specialist independent advocates for victims of <br>child trafficking.</p><p>23 local authorities that represent a wide demographic range as well as major <br>transport hubs and asylum screening units have agreed to participate in the <br>trial. These areas also have the highest rates of trafficking referrals to the <br>National Referral Mechanism or are areas where we are aware of a high number of <br>trafficking investigations by law enforcement agencies.</p><p>We are currently considering bids from a number of voluntary and community <br>services organisations that were identified as potential providers of the <br>advocacy service because of the particular expertise they hold.
