star this property answer text <p>The Government wants the UK to be the most innovative economy in the world and be the best place in which to start and grow a business. The UK’s world-leading IP framework has a key role to play in this.</p><p> </p><p>As part of the Industrial Strategy the Intellectual Property Office (IPO) carried out a call for views seeking ways to maximise the incentives of the IP system to stimulate collaborative and increase licensing opportunities for IP rights. A number of interventions were implemented as a result to ensure that the IP framework continues to underpin and support the UK’s innovation economy.</p><p> </p><p>The IPO has made it a priority to explore the opportunities and challenges posed by emerging technologies and has also worked with industry to address issues outlined in the Sector deals such as that of the Creative Industries. In addition, the IPO has been working to integrate IP into the developing Local Industrial Strategies under the Place Foundation.</p> more like this

star this property answer text <p>Having agreed technical standards enables industry to provide products and services that work together and are an essential part of the electronic communications world. ETSI is one of the main standards organisations in this area. DCMS leads on standards for digital and electronic communications and pays the UK government membership fee to ETSI. DCMS is active on the board and a number of technical committees and coordinates the UK industry relationship with ETSI. The National Physical Laboratory (NPL) and the National Cyber Security Centre (NCSC) lead the technical work on quantum communications and quantum-safe cryptography from a UK government perspective.</p><p> </p><p>The NPL has had a long-standing involvement with the ETSI Industry Specification Group (ISG) on quantum key distribution (ETSI ISG-QKD), acting as rapporteur for the creation of a published guidance document ETSI GS QKD 011 (2016) that created the first measurement ‘standard’ in quantum technologies. The NPL continues to contribute to the drafting of test standards through ETSI ISG-QKD and will continue to explore where it would be beneficial for the UK to have further participation in other standards organisations, eg. ITU and ISO.</p><p> </p><p>The NCSC is not a member of the ETSI ISG-QKD but has worked with the group to provide security assurance of QKD products; and has been closely involved in the ETSI Quantum Safe Cryptography (QSC) group since its establishment – this group is focussed on transitioning internet security to using algorithms that could not be broken by a quantum computer.</p><p> </p><p>As part of the National Quantum Technologies Programme (NQTP), Government supports research in quantum communications, which is co-ordinated through a hub led by the University of York. The hub’s expert advice contributes to standard setting through ETSI. Launched in 2014, the hub will have received around £48m in UKRI funding by 2024. In order to continue to develop these technologies towards commercialisation BEIS also funds collaborative quantum communications projects with industry through the Industrial Strategy Challenge Fund (ISCF) Commercialising quantum technologies challenge.</p>

star this property answer text <p>EU students make an important contribution to the UK’s higher education sector, both financially and culturally. On 28 May 2019, we announced guarantees on student finance for EU nationals. EU nationals (and their family members) who start a course in England in the 2020-21 academic year or before will continue to be eligible for ‘home fee’ status and undergraduate and postgraduate student financial support from Student Finance England for the duration of their course, provided they meet the residency requirement. Any potential effects of changes to tuition fees and loans for European Economic Area students from the 2021-22 academic year will be considered as part of wider discussions about the UK’s future relationship with the EU. The government will continue to work towards the ambitious goals set out in our International Education Strategy, to host 600,000 international students per year by 2030, an increase of 30%.</p><p> </p> more like this

star this property answer text <p>At present, the Department for Education is undertaking reviews in the following areas.</p><ul><li>As set out in the manifesto, we are preparing to undertake a review of the care system which will consider how we support vulnerable children and young people in order to meet their needs and improve their outcomes.</li><li>A cross-government review into support for children and young people with special educational needs and disabilities, as announced in 2019.</li><li>A review of Post-16 Qualifications at level 3 and below to ensure that every qualification has a distinct purpose, is high quality and supports progression to positive outcomes.</li><li>The Headteachers’ Standards Review as announced by my right hon. Friend, the Minister of State for School Standards in July last year to review the National Standards of Headteachers guidance last updated in 2004.</li><li>In last year’s teacher recruitment and retention strategy, Ministers committed to carrying out a review of system leadership to improve the quality and cost-effectiveness of teaching schools and National Leaders of Education.</li></ul><p>In addition, Dame Mary Ney’s review of college financial oversight and Dame Shirley Pearce’s review of the Teaching Excellence and Student Outcomes Framework recently concluded. We will publish the reports and the government’s responses in due course.</p>

Since the Grenfell fire, the department has worked closely with the Ministry of Housing Communities and Local Government (MHCLG) on fire safety. In line with that cross-government approach, we identified university-owned residential buildings over 18 metres with potentially dangerous ACM cladding. In the light of updated building safety guidance for owners of residential buildings published on 20 January by MHCLG, the department will gather any additional information required on residential buildings across the education estate, and will continue to work with building owners to ensure that any subsequent remediation work, if any, is undertaken.</p> more like this

star this property answer text <p>The UK government wants to ensure that UK and European students can continue to benefit from each other’s world-leading education systems. We highly value international exchange and cooperation in education and training. Even after we leave the EU on the 31 January, the Withdrawal Agreement ensures that students, young people, and learners will be able to participate fully in the remainder of the current Erasmus+ programme and organisations should continue to bid for programme funding until the end of 2020.</p><p>As noted in the political declaration, the UK is open to participate in certain EU programmes, such as the next Erasmus+ programme (2021-2027), if it is in our interest to do so. The proposed regulations for the next programme are still being discussed in the EU and have yet to be finalised. Future participation in EU programmes will be a subject of our negotiations on the future of UK-EU relationship.</p><p>The UK government is preparing for every eventuality and is considering a wide range of options with regards to the future of international exchange and collaboration in education and training, including potential domestic alternatives. Officials from the Department of Education are liaising with their colleagues in the devolved administrations on a potential domestic alternative should it be needed.</p>

star this property answer text <p>As stated in the Political Declaration, the UK is open to participation in certain EU programmes, such as the next Erasmus+ programme (2021-27), if it is in our interest to do so.</p><p>The proposed regulations for the next 2021-27 Erasmus+ programme are still being discussed in the EU and have yet to be finalised. Future participation in EU programmes will be a subject of our negotiations on the future UK-EU relationship. Any economic and social effects on Erasmus+ membership for UK students given the UK’s exit from the EU will be considered as part of wider discussions about the UK’s relationship with the EU.</p><p>The Government supports initiatives for our young people to gain international experience, both through study and work placements abroad, to increase their language skills and cultural awareness, and improve their life chances and employability. We want to ensure that UK and European students can continue to benefit from each other’s world-leading education systems. We are considering a wide range of options with regards to the future of international exchange and collaboration in education and training, including potential domestic alternatives.</p>

star this property answer text <p>The government highly values international exchange and cooperation in education and training and recognises the benefits that such cooperation brings. As we prepare to leave the EU, the department has engaged widely with stakeholder groups across the UK, which we will continue to do. We have received representations from many sector bodies such as Universities UK, the Association of Colleges, the Russell Group, MillionPlus and the National Union of Students.</p><p> </p><p>As the Prime Minister, has made clear, the government wants to work to continue to build academic cooperation between the UK and the EU. As we enter negotiations on our future relationship with the EU, we want to ensure that UK students and European students can continue to benefit from each other’s world-leading education systems.</p><p> </p><p>As stated in my answer to 2672 on 17<sup>th</sup> January 2020, the Secretary of State for Education and I regularly discuss matters relating to education and EU exit with the Welsh Government including on Erasmus+.</p><p> </p><p>My officials also hold regular meetings on the topic of Erasmus+ with officials from the Welsh Government to ensure close cooperation on this matter.</p><p> </p>

star this property answer text <p>​The UK Government has negotiated a deal which allows us to leave the EU without disruption on 31 January 2020. Under the Withdrawal Agreement, EU rules and regulations will continue to apply in the UK during the transition period until 31 December 2020. Throughout the duration of the transition period UK students studying in the EU will be able to continue their studies as they do now.</p><p> </p><p>Our future relationship with the EU will be negotiated during this transition period. Protecting the rights of both UK Nationals in the EU and EU citizens in the UK is an absolute priority for this government, and it is of mutual interest to both the UK and the EU to agree a future partnership that helps to create a new generation of globally mobile, culturally agile people who can succeed in an increasingly global marketplace.</p><p> </p><p>This is supported by the new Political Agreement, published in October 2019, which makes clear that the UK remains committed to exploring ongoing cooperation with the EU on education, science and innovation.</p>

star this property answer text <p>The UK Space Agency’s SatelLife competition is a national competition open to anyone aged between 11-22 who is resident in the UK. The UK Space Agency launched the competition on the 14<sup>th</sup> Jan 2020 on their <a href="https://www.gov.uk/government/news/search-is-on-for-young-space-entrepreneurs-across-the-uk" target="_blank">website</a>, and gave interviews on national TV and radio channels (Radio 4, BBC5 live, BBC News Channel) also offering information to all local radio stations across the country (11 took up an interview offer from the UK Space Agency). The competition has also been promoted through multiple social media channels including including in the North East.</p><p> </p><p>The North East has had three previous winners of the SatelLife competition, one every year:</p><ul><li>2017 – Razzia Gafur, from Newcastle – Imaging in Space, using satellite data to support virtual reality activities.</li><li>2018 – Jasmine Hurley, Jack Whinnom, Megan Goss, Kieron Robson, and Matthew Jones from Bedlington, Northumberland – Displaced Person Aid. An idea that looks at people who are internally displaced and how satellites can help meet their needs rather than those who are refugees.</li><li>2019 – Race Spectator – Daniel Currie, from Middlesbrough – This app will allow supporters to track friends and family members competing in running races.</li></ul><p> </p><p>The UK Space Education and Resource Office, ESERO-UK which is co-funded by the European Space Agency, the UK Space Agency and the Science and Technology Facilities Council and provides resources to promote the teaching of STEM topics, has a regular e-mail shot that is sent to almost all schools across the UK – this will include the SatelLife competition.</p><p> </p><p>Should the Honourable Member know of further opportunities to promote the SatelLife competition in Easington, the UK Space Agency, supported by my office, would be pleased to do so.</p>

star this property answer text <p>Higher education providers (HEPs) are independent and autonomous institutions. While we recognise the work of Advance HE and the value that both the Race Equality and Athena Swan charters bring to the sector the government does not compel HEPs to participate in equality charters.</p><p> </p><p>However, progress on addressing both gender and racial equality in HE has been unacceptably slow, particularly for minority ethnic staff securing senior university leadership positions. It is essential that HEPs urgently address those institutional and cultural barriers standing in the way of women and minority ethnic staff and students so that everyone who has the potential to thrive at university, does so.</p><p> </p><p>The government has brought forward sweeping reforms of higher education to tackle equality of opportunity through the Higher Education and Research Act 2017 (HERA). This includes a mandatory condition of registration which, for the first time, requires all higher education providers registered with the Office for Students (OfS) to publish data including the number of applications for admissions, offers made and acceptance rates broken down by gender, ethnicity and socio-economic background. The OfS has issued guidance to higher education providers on how to comply with the transparency condition.</p><p>The OfS has also made available online an interactive dashboard of data, which will help to evaluate access and participation at specific universities and colleges. The dashboard can be used to compare different student groups (for example, disabled students or students by their ethnic background) and their peers, and reveal gaps in access, continuation, success and progression. star this property answer text <p>The Government recognises that equality, diversity, and inclusion (EDI), of both people and ideas, is crucial to delivering excellence in research and innovation. UK Research and Innovation (UKRI) has been developing work on this topic, led by the Economic and Social Research Council (ESRC) Executive Chair Jennifer Rubin and an external advisory group that brings together experts from the UK and international bodies. UKRI will be publishing its EDI strategy in February 2020, laying out the challenges and opportunities that the organisation and wider community faces. More information will be available after the anticipated House of Commons Science and Technology Committee inquiry into EDI and the publication of UKRI diversity data in the spring. Since the Grenfell fire, the department has worked closely with the Ministry of Housing, Communities and Local Government, as part of the cross government programme to remediate buildings with potentially dangerous cladding, including student accommodation. That approach will continue, and we welcome the package of measures to improve building safety standards announced on 20 January by my right hon. Friend, the Secretary of State for Housing, Communities and Local Government. We are already looking at ways to ensure the education estate complies fully with the updated advice to building owners, announced as part of that package, on actions they should take in relation to cladding.</p><p> </p> more like this

star this property answer text <p>The recent use of the Learning Records Service (LRS) by a data broker was unauthorised and not sanctioned by the department. There was no data released about individual learners, only a confirmation or denial that a record existed.</p><p>Learning Record Service is designed to help learning providers verify their potential student’s previous educational achievements and their eligibility for additional funding.</p><p>Education Providers who wish to use the service must register with the UK Register of Learning Providers (UKRLP). Once they are registered with UKRLP, Education Providers fill out an LRS registration form where their UKRLP data is verified, and sign the LRS provider agreement that states their data protection and security responsibilities.</p><p>We have temporarily disabled the service whilst our investigations are ongoing.</p> more like this

star this property answer text <p>This government will ensure that our universities are places where free speech can thrive and work to strengthen academic freedoms. The freedom to express views openly, challenge ideas and engage in robust debate is crucial to the student experience and to democracy. Lawful freedom of speech and the right to discuss all kinds of issues is an integral part of our higher education system.</p><p> </p><p>Under the Education (No 2) Act (1986), higher education providers have a specific duty to take reasonably practicable steps to secure freedom of speech within the law for staff, students and visiting speakers. Higher education providers also have clear responsibilities under the Equality Act (2010).</p><p> </p><p>Higher education providers should discharge their responsibilities fully and have robust policies and procedures in place to comply with the law and to investigate and address incidents reported to them. Universities, as autonomous bodies regulated by the Office for Students, should ensure that they are balancing their legal duties carefully and proportionately.</p><p> </p><p>The government worked with the Equality and Human Rights Commission, who published clear guidance in February 2019 on freedom of speech in higher education to support higher education providers and students’ unions in delivering their duties.</p><p> </p><p>The government will be looking closely at how well higher education providers are meeting their obligations and will consider whether further action is needed, working with a range of partners.</p>

star this property answer text <p>The terms of the Withdrawal Agreement mean students, young people and learners will be able to participate fully in the remainder of the current programme and organisations can continue to bid for Erasmus+ funding up to the end of 2020.</p><p>As stated in the Political Declaration, the UK is open to participate in certain EU programmes, such as the next Erasmus+ programme (2021-27), if it is in our interest to do so. The proposed regulations for the next 2021-27 Erasmus+ programme are still being discussed in the EU and have yet to be finalised.</p><p>In light of the successful vote at Second Reading of the Withdrawal Agreement Bill, the UK will leave the EU with a deal on 31 January 2020. Our future participation in the next Erasmus+ programme will be subject to negotiations on the UK – EU relationship, during 2020. Formal discussions with the EU on programme participation cannot begin until draft regulations have concluded. Both the EU and the UK committed to do a deal by the end of 2020 in the Political Declaration.</p><p>My officials and I are preparing for every potential outcome of these negotiations and are considering a wide range of options with regards to the future of international exchange and collaboration in education and training, including potential domestic alternatives.</p>

It is vital that students, graduates and the public are confident in the value of a university degree.</p><p>UK higher education providers with degree-awarding powers are responsible for the academic standards of their awards. Providers are held to account through the UK Quality Code for Higher Education which requires providers to use external expertise, assessment and classification processes that are reliable, fair, and transparent.</p><p>The sector has agreed to recognise new standards for all degree classifications. These set out what criteria students need to meet in order to achieve each level of classification of Bachelor’s degree with honours qualifications, helping to ensure degree standards are reliable and reflect the level of a student’s achievements.</p> more like this

The United Kingdom will leave the European Union on 31 January 2020 and the Implementation Period will end on 31 December 2020. The Government has committed not to extend the Implementation Period. star this property answer text <p>The government highly values international cultural exchange and cooperation in education and training and recognises the benefits that such cooperation brings.</p><p>As my right hon. Friend, the Prime Minister, has made clear, the government wants to work to continue to build academic cooperation between the UK and the EU. As we enter negotiations on our future relationship with the EU, we want to ensure that UK students and European students can continue to benefit from each other’s world-leading education systems.</p><p>As stated in the Political Declaration, the UK is open to participating in certain educational and cultural EU programmes, such as the next Erasmus+ programme (2021-27), if it is in our interest to do so.</p><p>The UK government is preparing for every eventuality and is considering a wide range of options with regards to the future of international exchange and collaboration in education and training, including potential domestic alternatives.</p><p> </p> more like this

As we enter negotiations on our future relationship with the EU, we want to ensure that UK and European students can continue to benefit from each other’s world-leading education systems.</p><p>The UK as a whole participates in the current Erasmus+ programme and the Department for Education is the National Authority for the programme in the UK. The department oversees the work of the UK National Agency, which is responsible for the management and delivery of the programme across the UK, including in the devolved administrations.</p><p>My right hon. Friend, Secretary of State for Education and I regularly discuss matters relating to education and EU exit with the devolved administrations including on Erasmus+.</p><p>The department officials also hold regular meetings on the topic of Erasmus+ with officials from the devolved administrations to ensure close cooperation on this matter.</p><p> </p>
