star this property answer text <p>Current superfast broadband coverage is over 83% of UK premises and the Government remains committed to providing 95% coverage to homes and businesses by December 2017. Coverage of superfast broadband in England is 84% according to Ofcom’s Communications Market Report published in August 2015. The report can be found at: <a href="http://stakeholders.ofcom.org.uk/binaries/research/cmr/cmr15/CMR_UK_2015.pdf" target="_blank">http://stakeholders.ofcom.org.uk/binaries/research/cmr/cmr15/CMR_UK_2015.pdf</a></p><p><br>The Government has invested £9.69 million in the Northumberland project which aims to provide superfast broadband coverage to over 46,000 homes and businesses in the county. By the end of the Northumberland project, anticipated by December 2016, over 91% of premises are expected to have access to superfast broadband. As of 30 June 2015, 40,193 premises had access to superfast broadband as a result of the project.</p> more like this

No decisions have been taken at this stage.</p><p> </p><p>Any broadband USO would have to comply with the European Universal Service Directive. The Directive does not specify a speed other than to indicate that it should be set at a level that is available to and used by the majority.</p> more like this

star this property answer text <p>Special Educational Needs (SEN) advisers within the Department are in regular contact with local authorities, to provide them with support as they implement our reforms to the system for children and young people with special educational needs and disabilities.</p><p>These reforms were introduced in September 2014. Since October 2013, local authorities and parents have taken part in termly surveys, to provide their views on the preparation and implementation of these reforms. These surveys asked for feedback on various issues, such as the transition of children and young people with SEN statements; learning difficulty assessments (LDAs); Education, Health, and Care Plans; and the introduction of EHC Plans more generally.</p><p>In response to this feedback, the Department announced a change to the transition arrangements on 10 July 2015. From 1 September 2015, a local authority has 18 weeks, following a notice period of two weeks, to conclude a transfer review, when considering whether to replace an SEN statement with an EHC Plan. This maximum time limit has been extended from 14 weeks. The Department has also provided support for local areas in managing this transition process: this support includes a series of regional workshops in September and October 2015, led by DfE SEN advisers.</p><p>Local authorities have until 1 April 2018 to conclude transitions from SEN statements to EHC plans for all children in their area. Young people in further education and training who receive support as a result of an LDA can choose to request an EHC needs assessment. All young people who receive support as a result of an LDA, who will continue in further education or training beyond 1 September 2016, must have an EHC plan by that date, where one is needed.</p><p>We continue to monitor progress with implementation.</p>

star this property answer text <p>The Department issued new statutory guidance in March this year for local authorities and National Health Service organisations to support the continued implementation of the 2010 Autism Strategy, as refreshed by its 2014 Think Autism update. This sets out what people seeking an autism diagnosis can expect from Local Authorities and NHS bodies.</p><br /><p>The Department has also discussed with NHS England the difficulties that people on the autistic spectrum can have in getting an appropriate diagnosis in a timely manner. With support from the Department, NHS England and the Association of Directors of Social Services will undertake a series of visits to clinical commissioning groups to discuss good practice in meeting the National Institute for Health and Care Excellence (NICE) Quality Standard 51 Autism, and those that do not, with the aim of supporting more consistent provision. These NICE guidelines already recommend that there should be a maximum of three months between a referral and a first appointment for a diagnostic assessment for autism. We expect the NHS to be working towards meeting the recommendations.</p><br /><p>We are aware that Northumberland continues to make significant progress in improving access to services. A child will wait no longer between initial referral and treatment than 12 weeks and the majority are seen within nine weeks. Northumberland has also invested in adult autism diagnosis services and has an agreed programme with Northumberland, Tyne and Wear NHS Foundation Trust designed to deliver the NICE guidelines for adults by September 2016. Urgent cases are seen earlier and those on waiting lists, whose needs escalate, are given access to services as required. There is also a newly developed emotional health and wellbeing strategy for children and young people in Northumberland which will aim seek to identify children with autism at an earlier age and ultimately provide earlier treatment.</p><br /><p>NHS England is promoting the engagement services with children and young people. All children, young people and adults, including those with autism or a learning disability, who are receiving care from the NHS, should have the opportunity to provide feedback via the Friends and Family Test. There should also be consideration given to capturing the views of parents and carers. In addition, the autism statutory guidance mentioned above states that NHS bodies and NHS foundation trusts should look at people’s experiences of the autism diagnostic process locally and assure themselves that this is acceptable.</p><br />

star this property answer text <p>The Department issued new statutory guidance in March this year for local authorities and National Health Service organisations to support the continued implementation of the 2010 Autism Strategy, as refreshed by its 2014 Think Autism update. This sets out what people seeking an autism diagnosis can expect from Local Authorities and NHS bodies.</p><br /><p>The Department has also discussed with NHS England the difficulties that people on the autistic spectrum can have in getting an appropriate diagnosis in a timely manner. With support from the Department, NHS England and the Association of Directors of Social Services will undertake a series of visits to clinical commissioning groups to discuss good practice in meeting the National Institute for Health and Care Excellence (NICE) Quality Standard 51 Autism, and those that do not, with the aim of supporting more consistent provision. These NICE guidelines already recommend that there should be a maximum of three months between a referral and a first appointment for a diagnostic assessment for autism. We expect the NHS to be working towards meeting the recommendations.</p><br /><p>We are aware that Northumberland continues to make significant progress in improving access to services. A child will wait no longer between initial referral and treatment than 12 weeks and the majority are seen within nine weeks. Northumberland has also invested in adult autism diagnosis services and has an agreed programme with Northumberland, Tyne and Wear NHS Foundation Trust designed to deliver the NICE guidelines for adults by September 2016. Urgent cases are seen earlier and those on waiting lists, whose needs escalate, are given access to services as required. There is also a newly developed emotional health and wellbeing strategy for children and young people in Northumberland which will aim seek to identify children with autism at an earlier age and ultimately provide earlier treatment.</p><br /><p>NHS England is promoting the engagement services with children and young people. All children, young people and adults, including those with autism or a learning disability, who are receiving care from the NHS, should have the opportunity to provide feedback via the Friends and Family Test. There should also be consideration given to capturing the views of parents and carers. In addition, the autism statutory guidance mentioned above states that NHS bodies and NHS foundation trusts should look at people’s experiences of the autism diagnostic process locally and assure themselves that this is acceptable.</p><br />

star this property answer text <p>It is recognised the timely application of first aid can help minimise the impact of injuries, and of health conditions such as heart attacks and strokes.</p><p>The NHS Choices website contains information for the public on first aid responses to various injuries and health incidents. In addition, the Government has made £1 million available this year to make public access to defibrillators more widely available, with the aim of improving survival from out of hospital cardiac arrests. The Public Health England <em>Act Fast </em>campaign also aims to raise awareness of the symptoms of stroke, teach people what to look out for in themselves and others, and encourage those who notice the symptoms to call 999.</p> more like this

star this property answer text <p>This Government believes that the teaching of first aid skills is important. The Department for Education works closely with expert organisations such as the Red Cross and St John Ambulance who provide learning materials to schools, including life-saving training kits produced by the British Heart Foundation. These kits provide young people with first-hand experience of life-saving skills and we have promoted the use of these via the termly school email and social media channels.</p><p>How first aid is provided is up to teachers and is taught as part of personal, social, health and economic (PHSE) education in schools. In line with the continued drive to reduce bureaucracy and burdens on schools, we do not ask schools to routinely collect data on this.</p> more like this

star this property answer text <p>The Attorney General’s Office and the HM Crown Prosecution Service do not have any internal targets for the release of material to the National Archives (TNA) beyond the normal annual transfer. Neither office has anyone working full time on the transfer of material to TNA.</p><p> </p><p> </p><p> </p><p>The Serious Fraud Office, which was formed in 1988, is currently undertaking an extensive review of all aspects of data and record retention and disposal, including transfer of material to the TNA under the 20 year rule. A number of staff are engaged in this work but it is not possible to separate staff resources involved in reviewing records for transfer from the overall staff resources involved in the review.</p><p> </p><p><em> </em></p><p> </p><p>The Crown Prosecution Service (CPS) has an internal target to transfer approximately 80 criminal case files per calendar year to the TNA. To date the CPS has transferred cases up to 1977.</p><p> </p><p> </p><p> </p><p>To meet the transitional timetable for moving from the 30 to 20 year rule, the CPS has outsourced the work required to prepare cases for permanent preservation for the years 1978 to 1984. 1978 cases will be ready for transfer to TNA by January, 2015. For 1979 to 1984 cases, applications for closure will be put before the next Lord Chancellor’s Advisory Council meeting in February, 2015.</p><p> </p><p> </p><p> </p><p>The CPS has two full time case reviewers.</p><p> </p><p><em> </em></p><p> </p><p>In 2013 the Treasury Solicitor’s Department (TSol) transferred 10 records to The TNA under the 20 year rule. TSol will meet the targets set to transfer records to TNA this year. An outstanding backlog of 300 files identified prior to the introduction of the 20 year rule was also transferred to TNA during 2013.</p><p> </p><p> </p><p> </p><p>There are currently two staff in TSol engaged in reviewing records for that purpose.</p><p> </p>

star this property answer text <p>Core DECC records are released to The National Archives in accordance with the Public Records Act 1958, and the review and transfer process has been rescheduled to reflect the reduction of the 30 year release period to 20 years. Review is undertaken by BIS as a shared service using 0.75 FTE.</p><p>DECC also has responsibility for records created by the National Coal Board. Due to the size and complexity of this material, these records are now covered by a Lord Chancellor’s Instrument until 2023 and DECC has a rolling programme of review and transfer, agreed and monitored by The National Archives. Review is contacted out and undertaken by 1.5 FTEs, and is due for completion by 2023.</p> more like this

star this property answer text <p>Home Office targets for review of historical material are those set by the Public Records Acts as amended by the transition period for the reduction of the ’30 year rule’ to a ’20 year rule’ established in the Constitutional Reform and Governance Act 2010 and its enacting secondary legislation. star this property answer text <p>The target for the release of the Department’s material to The National Archives is set in connection with the 10-year transition to the 20 Year Rule. This means that in each year up to 2023 we need to transfer at least two years’ worth of the material. As part of the process all material is reviewed to identify those records that hold enduring historical value and should therefore be transferred. The department does not have targets relating to the volume of material to be transferred.</p><p> </p><p> </p><p> </p><p>This transition period started in 2013 with material from 1983 and 1984, and to date we have met our statutory responsibility. This progress has resulted in the transfer of 404 records to The National Archives in 2013/14, increased from 272 records in 2012/13. We have the resources in place to continue to achieve compliance with the 20 Year Rule.</p><p> </p><p>There are one and a half full-time equivalent staff engaged in reviewing records to determine, in agreement with The National Archives, what should be transferred to them.</p><p> </p><p> </p><p> </p>

star this property answer text <p><strong>Targets</strong></p><p>Treasury is working with the National Archives (TNA) to ensure that legacy records are reviewed and transferred in line with statutory requirements. Targets are as follows:</p><p>- To review and transfer all archives up to and including 1984 by January 2014</p><p>- To review and transfer archives from 1985 and 1986 in January 2015</p><p>- To routinely review and transfer 2 years’ worth of archives every year from 2016 until 2022</p><p>- By 2023 to be routinely reviewing and transferring archives to TNA, no later than 20 years after they are closed</p><p> </p><p><strong>Progress</strong></p><p>Treasury has made progress in transferring both policy and private office records to TNA, though is currently running one year behind target. We expect to complete review and transfer of archives up to 1984 by March 2015, and archives from 1985 to 1986 by March 2016.</p><p> </p><p><strong>Resources</strong></p><p>Treasury is working with an external supplier on review and transfer work. In-house support is comprised of 1 project manager and 2 records reviewers.</p><p> </p><p> </p>

star this property answer text <p>The Foreign and Commonwealth Office (FCO), like all government departments, is required to comply with the statutory timetable for the review of its files under the Public Records Act (PRA). Currently the FCO has a backlog of annual departmental files awaiting review as a result of the review and release of colonial administration files over the 2011-2013 period. The FCO’s Special Collection files, which consist primarily of older historical records, also form part of our review programme.</p><p>The FCO has agreed a review timetable with The National Archives. The Lord Chancellor and Secretary of State for Justice, my right hon. Friend the Member for Epsom and Ewell (Mr Grayling), approved the timetable upon the advice of the Advisory Council on National Records and Archives, who reviewed and considered the timetable for transfer. Our review plans as well as the projected release dates for FCO files at The National Archives are published at <a href="http://www.gov.uk/archive-records" target="_blank">www.gov.uk/archive-records</a>.</p><p>A team of 41 FCO part-time sensitivity reviewers (former senior diplomats) is responsible for the appraisal and selection of FCO files for permanent preservation and the subsequent sensitivity review of those files prior to release.</p><p> </p>

Deportations are a specific subset of removals which are enforced either following a criminal conviction or when it is judged that a person’s removal from the UK is conducive to the public good. The deportation order prohibits the person returning to the UK until such time as it may be revoked. Published information on those deported is not separately available. As such, the question has been interpreted as referring to enforced removals. In an enforced removal, it has been established that a person has breached UK immigration laws and / or has no valid leave to remain in the UK. They have declined to leave voluntarily and the Home Office enforces their departure from the UK.</p><p>The tables set out below provide a) asylum-related grants of settlement (indefinite leave to remain) from 2005 and b) the total number of enforced removals of people granted asylum at initial decision, from 2009 to 2014.</p><p>The figures on asylum-related grants of settlement (indefinite leave to remain) relate to grants of settlement following appropriate residence eligibility periods, to individuals previously granted refugee status, humanitarian protection or discretionary leave or exceptional leave to remain. This may include some individuals who receiving asylum-related grants prior to 2000.</p><p>Information on asylum-related grants of settlement and persons removed or departed voluntarily from the UK are published in the Home Office’s Immigration Statistics. The number of enforced asylum removals is influenced by a number of factors including the overall number of applications for asylum and changes in the nationality mix of those applying for asylum (i.e. an increase in those nationalities applying for asylum that are more likely to be granted will lead to fewer asylum removals).</p><p>The Home Office publishes quarterly and annual statistics on the number of persons removed or departed voluntarily from the UK within Immigration Statistics. The data on removals and voluntary departures by type are available in the latest release, Immigration Statistics: July to September 2015, table rv.01q from GOV.UK on the statistics web pages at: https://www.gov.uk/government/organisations/home-office/series/immigration-statistics-quarterly-release.</p>

star this property answer text <p>Sir Bruce Keogh, NHS England’s Medical Director, has undertaken a review of the National Clinical Director (NCD) resource designed to focus clinical advisory resources on areas where major programmes of work are currently being taking forward, or areas identified as priorities for improvement. As a result of the review, NHS England has proposed to change the way in which clinical advice is received in speciality areas in the future.</p><p>Where there will no longer be a specific NCD role, NHS England will secure expert clinical advice from its Clinical Networks and through its relationships with professional bodies and by appointing clinical advisors. For neurology it is planned that access to advice will be through clinical leads and members of the NHS England-funded neurology clinical networks, the Neurology Clinical Reference Group and Royal Colleges. It is expected that these new arrangements will be in place from 1 April 2016.</p><p>The Neurology Intelligence Network (NIN) is a joint partnership programme between Public Health England (PHE) and NHS England to support the generation and dissemination of neurology related health intelligence. PHE currently funds the on-going design, development and management of the NIN.</p>

However, data from the 2014 UKCES Employer Perspectives Survey[1] show that 16 per cent of all employers in the UK offered apprenticeships.
