We strongly support the coalition airstrikes against the Islamic State of Iraq and the Levant (ISIL) and al-Qaeda affiliates in Syria by the US, Saudi Arabia, the United Arab Emirates, Bahrain, and Jordan. As the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), has said, the Government will return to Parliament for a separate decision if we propose to take military action against ISIL in Syria. As the Prime Minister has made clear, if there were a critical British national interest at stake or there were the need to act to prevent a humanitarian catastrophe, we would act immediately and explain to Parliament afterwards.</p> more like this

unstar this property answer text The UK supports a range of moderates in Syria who oppose both the Assad regime and extremism. We do not provide support to extremist groups, and the need to prevent diversion to these groups is built into our programmes. In August 2013 we gave the Supreme Military Council (SMC) of the Free Syrian Army escape hoods, detector paper and nerve-agent pre-treatment tablets to protect them from chemical weapons attack. This financial year the UK will be providing £1 million of non-lethal equipment to the moderate armed opposition. The exact equipment will depend on the requirements of the recipients, but could include commercially available communications equipment, commercially available vehicles, fuel, portable generators and logistics supplies such as clothing, rations and tents; and individual medical kits. The UK Government also expects to make a significant contribution to the recently announced US-led programme to train and equip the Syrian moderate armed opposition. Details of how that contribution will be delivered are currently being scoped. We also provide support to the political umbrella group the National Coalition. This includes advisory and strategic communications support. The UK does not supply weapons to anybody in Syria.

We understand that Turkey has closed a number of border crossings with Syria following the occupation of the Syrian side by the Islamic State of Iraq and the Levant (ISIL). unstar this property answer text <p>The resettlement pledges for all countries including those from European Union member states is listed on the United Nations High Commissioner for Refugees (UNHCR) website. The direct link to this page is as follows: <a href="http://www.unhcr.org/52b2febafc5.html" target="_blank">http://www.unhcr.org/52b2febafc5.html</a></p><p>Ninety people were relocated to the UK under the Vulnerable Persons Relocation scheme between the first group of arrivals on 25 March and the end of September 2014. This is the latest publicly available figure, as numbers are released as part of the publication of Home Office official statistics each quarter; the number of arrivals under the scheme up to December 2014 will be published on 26 February.</p><p>Potential beneficiaries of the scheme are identified and referred to us by UNHCR. Given the serious vulnerability of the beneficiaries, our priority is to ensure that the support and accommodation they need is in place before they arrive in the UK. We are working closely with UNHCR, the International Organisation for Migration and local authorities to achieve this as soon as practically possible as the circumstances of each particular case allow. In these circumstances it is not possible to provide information on the number of individuals in any part of the resettlement process at any given time.</p><p>Beneficiaries of the scheme are granted five years’ Humanitarian Protection with all the rights and benefits that go with that status, including access to public funds, access to the labour market and the possibility of family reunion.</p><p>As the scheme is based on vulnerability - including women and children at risk, people with medical needs and survivors of torture and violence - it would not</p><p>be appropriate for us to release specific details of where individuals are being placed, as this risks undermining their privacy and recovery.</p><p> </p>

Neither the UK nor the international community recognises the unilateral decision made by the Partiya Yekitiya Demokrat (PYD) to form a temporary administration in the Kurdish areas of Syria. The UK has consistently made it clear to the PYD that they need to demonstrate commitment to pluralism, respecting other political forces within the Kurdish areas rather than linked to the regime, and willingness to co-operate with the National Coalition. It will be for the Syrians to decide the exact nature of the settlement including whether an autonomous region will be created for the Kurds in Syria.</p><p>We appreciate the difficulty in delivering aid in northern Syria as a result of insecurity. The only way to end the violence, and counter the Islamic State of Iraq and the Levant, is through inclusive governance which can represent all communities, free from Assad. The UK continues to believe that a negotiated political transition in Syria, in line with the Geneva communiqué, is the only way to end the conflict and alleviate Syria’s humanitarian crisis. The UN is best placed to facilitate any talks between the regime and the opposition designed to help bring about a political settlement.</p> more like this

unstar this property answer text <p>In the last six months, the global coalition has conducted over two thousand air strikes against the Islamic State of Iraq and the Levant (ISIL) in Iraq, with Royal Air Force pilots flying over 6700 hours of surveillance, reconnaissance, refueling and strike missions. Our efforts, and those of the coalition as a whole, have helped check ISIL’s advance and assisted the Iraqis in liberating a number of important towns. Coalition airstrikes are also having an effect in Syria, including at Kobane. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), co-hosted, with US Secretary of State John Kerry, a conference on 22 January to push forward other streams of work including disrupting ISIL’s funding streams, tackling foreign fighters, and countering ISIL’s twisted ideology. In Syria, Assad must continue to bear responsibility for the savage civil war and the harrowing impact it is having on his own people. He is a catalyst of terrorism, not its cure. So it is vital that we keep supporting moderate voices and keep pushing for a political settlement that ends the civil war. We have been clear that defeating ISIL will take considerable time, but we have a comprehensive, long-term and well-coordinated strategy in place.</p><p> </p>

unstar this property answer text <p>The majority of refugees displaced from Syria, an estimated 3.8 million people, remain in countries neighbouring Syria. That is why the Government has committed £700 million to the emergency response in the region, the second largest bilateral contribution after the USA, helping hundreds of thousands of people in need. <br><br>We have not undertaken a formal assessment of the motivation for Syrian migrants to try to reach the European Union, or the routes they choose to get here. However, given the scale of the crisis in Syria and the hardship and human suffering it has caused, it is to be expected that some Syrians will seek to leave the region by whatever routes are available.</p><p>With millions of people in need in Syria and the region, the Government believes that humanitarian aid and actively seeking to end the conflict are the most effective ways for the UK to help the majority of those displaced, rather than larger scale resettlement. We have made our position on this clear in relevant discussions with the United Nations High Commissioner for Refugees (UNHCR), for example at the UNHCR Global Resettlement Pledging Conference in Geneva on 9 December 2014. We also liaise regularly with the UNHCR at a working level about the relocation of particularly vulnerable displaced Syrians to the UK under the UK’s Vulnerable Persons Relocation (VPR) scheme.</p><p> </p>

unstar this property answer text <p>Since the closure of our Embassy in Damascus on 1 March 2012 we have only had limited contact with the Assad regime in relation to consular matters.</p><p>In order to provide appropriate support to British Nationals we have had occasional contact with the regime on consular cases where necessary, including one exceptional meeting with the Syrian Consul in Beirut and a call to the Syrian Embassy during 2013. Other consular contact has included letters from Foreign Office Ministers and formal diplomatic notes passed to the Syrian government through our Embassy in Paris. On a day-to-day basis we have an informal agreement with the Czech Embassy who are able to contact Syrian officials on our behalf to convey letters and Note Verbales on consular matters.</p> more like this

We believe that, in another act of appalling barbarity, ISIL has executed at least 15 of the hostages and that 23 Assyrian Christians have since been released following the payment of ransom money by the families. We remain concerned for the remaining hostages, most of whom are women, children and elderly people. We support the UN Security Council Statement condemning the abductions and demanding the Christians immediate release.</p><p>The UK is committed to defeating ISIL, an organisation that has no place in today’s world. unstar this property answer text <p>We understand that the Islamic State of Iraq and the Levant (ISIL) are still holding more than 200 Assyrian Christians who were abducted in February from villages along the Khabour river in Hassakeh Province of North-East Syria. We believe that, in another act of appalling barbarity, ISIL executed at least 15 of the hostages, and that 23 Assyrian Christians have since been released following the payment of ransom money by the families, and another two freed when the area was liberated at the end of May. We remain concerned for the remaining hostages, most of whom are women, children and elderly people. We support the UN Security Council Statement condemning the abductions and demanding the Christians immediate release.</p><p>The UK is committed to defeating ISIL, an organisation that has no place in today’s world. We will continue to work with the Global Coalition of more than sixty countries to ensure that ISIL no longer poses a threat to the people of the region, to international stability or to our own national security.</p>

The UK has given over £800m to the humanitarian response, more than we have given to any previous humanitarian crisis. Some of this has been targeted to provide humanitarian support to the Hasakah Governorate as and where security constraints have allowed.</p><p>Although safe havens can be effective in some situations, they are not currently feasible in Syria. Without all parties agreeing on their establishment there would need to be sufficient military capability to guarantee the safety of individuals. unstar this property answer text <p>The UK does not supply weapons to anyone in Syria, and we have played a major role in trying to prevent both the regime and extremists in Syria from acquiring weapons. <br><br>UN sanctions require that no states, groups or individuals may make available arms or funds to designated groups or individuals. In February 2015 the UN Security Council unanimously adopted UN Security Council Resolution (UNSCR) 2199, which the British Government co-sponsored. UNSCR 2199 specifically targets the fund raising methods used by Al-Qaida and its affiliates operating in Syria and Iraq. <br><br>The UK is also at the forefront of efforts to broaden the EU Syria sanctions regime, which limits the regime's access to funding. This year the EU has listed 24 new Syrian regime ministers who are jointly responsible for the regime’s reprehensible policies. There are several EU-Syria trade embargoes currently in place, including prohibiting exportation of chemical weapons (and precursors) and luxury goods to Syria, importation of oil from Syria and access to EU financial institutions. <br><br>We will work hard to sustain these efforts.</p>

unstar this property answer text As required by UN Security Council Resolution (UNSCR) 2139, the Secretary General has produced monthly reports to the Security Council on the humanitarian situation in Syria. UNSCR 2165 and its successor, UNSCR 2191, also continue to be implemented. According to the UN Secretary General’s most recent report, by 31 July 2015, the UN and its partners had delivered 154 shipments of aid into Syria. The UK has allocated £233 million for the provision of humanitarian assistance inside Syria, to be delivered through our UN and non-governmental organisation partners. However, the delivery of aid in Syria is complicated by the continued obstruction of aid delivery by the Assad regime, as well as by the regime’s indiscriminate attacks on population centres, especially through the use of barrel bombs. Countries with influence over the Syrian government, including Russia, must use that influence to press the Assad regime to comply with its responsibilities under international humanitarian and human rights law.

The Assad regime has lost all legitimacy by responding to the demands of its people for their basic rights and freedoms with escalating, and horrifying, brutality: using chemical weapons, heavy artillery and air power against civilians; unlawfully detaining and torturing its own people, including children; and preventing life-saving humanitarian support from getting to those who need it. The Foreign and Commonwealth Office (FCO) advised strongly against this visit, both for security reasons and because such visits can become tools of the Asad regime's propaganda.</p><p>The FCO's analysis – based on reports from the FCO network and a wide range of credible independent sources – is that the Asad regime is responsible for widespread atrocities against the Syrian people. This includes the death of an estimated 400,000 people in the last five years, the use of chemical weapons, torture, arbitrary detention and disappearances.</p> more like this
