We do not provide support to extremist groups, and the need to prevent diversion to these groups is built into our programmes. In August 2013 we gave the Supreme Military Council (SMC) of the Free Syrian Army escape hoods, detector paper and nerve-agent pre-treatment tablets to protect them from chemical weapons attack. This financial year the UK will be providing £1 million of non-lethal equipment to the moderate armed opposition. The exact equipment will depend on the requirements of the recipients, but could include commercially available communications equipment, commercially available vehicles, fuel, portable generators and logistics supplies such as clothing, rations and tents; and individual medical kits. The UK Government also expects to make a significant contribution to the recently announced US-led programme to train and equip the Syrian moderate armed opposition. Details of how that contribution will be delivered are currently being scoped. We also provide support to the political umbrella group the National Coalition. This includes advisory and strategic communications support. This is the latest publicly available figure, as numbers are released as part of the publication of Home Office official statistics each quarter; the number of arrivals under the scheme up to December 2014 will be published on 26 February.</p><p>Potential beneficiaries of the scheme are identified and referred to us by UNHCR. Given the serious vulnerability of the beneficiaries, our priority is to ensure that the support and accommodation they need is in place before they arrive in the UK. We are working closely with UNHCR, the International Organisation for Migration and local authorities to achieve this as soon as practically possible as the circumstances of each particular case allow. Our efforts, and those of the coalition as a whole, have helped check ISIL’s advance and assisted the Iraqis in liberating a number of important towns. Coalition airstrikes are also having an effect in Syria, including at Kobane. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), co-hosted, with US Secretary of State John Kerry, a conference on 22 January to push forward other streams of work including disrupting ISIL’s funding streams, tackling foreign fighters, and countering ISIL’s twisted ideology. In Syria, Assad must continue to bear responsibility for the savage civil war and the harrowing impact it is having on his own people. He is a catalyst of terrorism, not its cure. So it is vital that we keep supporting moderate voices and keep pushing for a political settlement that ends the civil war. That is why the Government has committed £700 million to the emergency response in the region, the second largest bilateral contribution after the USA, helping hundreds of thousands of people in need. <br><br>We have not undertaken a formal assessment of the motivation for Syrian migrants to try to reach the European Union, or the routes they choose to get here. However, given the scale of the crisis in Syria and the hardship and human suffering it has caused, it is to be expected that some Syrians will seek to leave the region by whatever routes are available.</p><p>With millions of people in need in Syria and the region, the Government believes that humanitarian aid and actively seeking to end the conflict are the most effective ways for the UK to help the majority of those displaced, rather than larger scale resettlement. We have made our position on this clear in relevant discussions with the United Nations High Commissioner for Refugees (UNHCR), for example at the UNHCR Global Resettlement Pledging Conference in Geneva on 9 December 2014. In February 2015 the UN Security Council unanimously adopted UN Security Council Resolution (UNSCR) 2199, which the British Government co-sponsored. 	answer	answer is ministerial correction date of answer 18/09/2015 answer text As required by UN Security Council Resolution (UNSCR) 2139, the Secretary General has produced monthly reports to the Security Council on the humanitarian situation in Syria. UNSCR 2165 and its successor, UNSCR 2191, also continue to be implemented. According to the UN Secretary General’s most recent report, by 31 July 2015, the UN and its partners had delivered 154 shipments of aid into Syria. The UK has allocated £233 million for the provision of humanitarian assistance inside Syria, to be delivered through our UN and non-governmental organisation partners. However, the delivery of aid in Syria is complicated by the continued obstruction of aid delivery by the Assad regime, as well as by the regime’s indiscriminate attacks on population centres, especially through the use of barrel bombs. The Coalition is working to realise the aspirations of the vast majority of Syrians for a democratic and pluralist future for their country. The Assad regime has lost all legitimacy by responding to the demands of its people for their basic rights and freedoms with escalating, and horrifying, brutality: using chemical weapons, heavy artillery and air power against civilians; unlawfully detaining and torturing its own people, including children; and preventing life-saving humanitarian support from getting to those who need it. While the British Government has been consistent in calling for the release of political prisoners it is as yet unclear who these amnesties will affect and how prisoners' safety will be assured. The lies and brutality of the Assad regime, as set out in the UN's Commission on Inquiry reports, mean that this amnesty will not provide reassurance to the Syrian opposition. The Foreign and Commonwealth Office (FCO) advised strongly against this visit, both for security reasons and because such visits can become tools of the Asad regime's propaganda.</p><p>The FCO's analysis – based on reports from the FCO network and a wide range of credible independent sources – is that the Asad regime is responsible for widespread atrocities against the Syrian people.
