star this property answer text <p>BEIS has funded the development of a modelling tool that enables local authorities to set carbon reduction targets, model the impact of various emission reduction interventions and report progress against their targets.</p><p>There are also reporting requirements that are relevant to energy use, for example the requirement in the Home Energy Conservation Act 1995 that all 326 local authorities in England submit and publish reports once every two years, demonstrating what energy conservations measures have been adopted to improve the energy efficiency of residential accommodation.</p><p>BEIS uses the data submitted within these returns to inform policy development on energy efficiency.</p> more like this

Consumers are entitled to a refund if they cancel a package holiday due to unavoidable and extraordinary circumstances occurring at the place of destination or its immediate vicinity which would significantly affect the performance of the package or transport to the destination, or if the organiser terminates the contract because of unavoidable and extraordinary circumstances.</p><p> </p><p>Given the evolving situation, the Competition and Markets Authority (CMA) has updated its guidance for businesses to help them understand their legal obligations. star this property answer text <p>NHS England launched its online ‘Your COVID Recovery’ service to expand access to COVID-19 rehabilitation treatments for those who had the virus but are still experiencing difficulties, including mental health issues. This includes advice on how to manage fear and anxiety, coping with frustration and tips on how to look after your wellbeing.</p><p>National Health Service mental health services have remained open for business throughout this time and have deployed innovative digital tools to provide ongoing support, including for people experiencing mental ill health as a result of the long-term effects of a COVID-19 infection.</p><p>The Chief Executive of NHS England wrote to NHS organisations on 31 July setting out the third phase of the NHS response to COVID-19. This includes that the 24 hours a day, seven days a week crisis helplines established by all NHS mental health services during the pandemic should be retained.</p> more like this

star this property answer text <p>The Secretary of State for Health and Social Care has previously held discussions to better understand the long-term impacts of COVID-19 with clinicians, academics and individuals who have long-term symptoms of the disease.</p><p>The National Health Service and the wider scientific community are currently working to better understand the disease course of COVID-19 infection, including the prevalence, severity and duration of symptoms, and how best to support recovery. The National Institute for Health Research and UK Research and Innovation have invested £8.4 million in the Post-HOSPitalisation COVID-19 study (PHOSP-COVID), led by the University of Leicester.</p><p>The research currently underway will continue to inform future NHS service design and provision.</p> more like this

star this property answer text <p>This Government is committed to building back better and investing in the green infrastructure that will help us to achieve our climate change objectives and level up the country. At the Plan for Jobs 2020, the Government announced an ambitious £3.05 billion package including the Green Homes Grant, designed to aid homeowners and landlords retrofit to upgrade the energy and cost efficiency of their homes. At Spring Budget 2020 the Government announced at least £800 million to support Carbon Capture and Storage (CCS) in two initial industrial clusters, the first by the mid-2020s and the second by 2030. CCS has the potential to reduce carbon emissions from power plants and factories. And on Tuesday (22 September), Dogger Bank Wind Farm announced the creation of almost 250 jobs in the North East on a project that will be capable of powering up to 4.5m homes when complete.</p><p> </p><p>Our upcoming National Infrastructure Strategy will set out our long-term economic infrastructure ambitions, focusing on decarbonisation and levelling up the nation.</p><p> </p><p>The UK is a global centre for sustainable finance with an established reputation in green finance and a frontrunner in the structuring, underwriting, and listing of green bonds, with more than 100 bonds listed on the London Stock Exchange, raising over $26 billion across eight currencies</p><p> </p><p>The government has been carefully considering the potential issuance of a UK sovereign green bond and will keep this under review. The government remains open to the introduction of new debt instruments, but would need to be satisfied that any new instrument would meet value-for-money criteria, enjoy strong and sustained demand in the long term and be consistent with wider fiscal objectives.</p>

The UK Government continue to engage regional partners, the US, and others, to find a solution to Iranian proliferation in the region, whilst upholding the authority and integrity of the UN Security Council. We will also continue to enforce sanctions regimes including those under UNSCRs 1540, 1701, and 2216 which prohibit the proliferation of weapons to Lebanese Hizballah and the Houthis in Yemen. The UK encourages all states to implement national export control best practice in support of these regimes. The EU arms embargo and UN ballistic missile restrictions on Iran will also remain in place until at least 2023.</p> more like this

We regularly discuss and share information on research, policy and practical activities with a number of countries, in and beyond Europe, on reported declines and how best to address them.</p><p> </p><p>The UK is a member of ‘Promote Pollinators’, an international coalition of the willing, with 60 members, including countries in Europe and across the world, committed to action to protect pollinators.</p><p> </p><p>We have also supported collaborative international research which has underpinned such initiatives, including a major global review of the status and threats to insect pollinators, published in 2015 by the Intergovernmental Platform on Biodiversity and Ecosystem Services.</p><p> </p><p>The UK continues to play a leading role in the development of an ambitious post-2020 global framework for biodiversity to be adopted at the 15<sup>th</sup> Conference of the Parties to the Convention on Biological Diversity. We will be supporting ambitious targets to bend the curve on biodiversity loss by 2030 - including in areas which will help to recover insect populations, such as ecosystem restoration and species recovery - supported by strengthened reporting and review mechanisms to help facilitate the implementation of the targets.</p>

The UK and the EU have a mutual interest in maintaining our integrated chemical supply chains as the chemicals industry is an economically significant sector in both regions, and it underpins key downstream sectors including automotive, aerospace, construction and pharmaceuticals. In the White Paper on our future relationship with the European Union published in July, the UK has proposed that chemicals are part of a UK-EU free trade area on goods, with continued UK participation in the European Chemicals Agency (ECHA) underpinning this arrangement. This proposal is part of ongoing negotiation.</p> more like this

The PSI specifies that closed visits should be imposed where there is an identified risk of smuggling prohibited items.</p><p>We recognise the benefits that Internet Based Video Services (IBVS) can provide in assisting prisoners with maintaining family ties. At present, however, prisoners are not allowed to use an IBVS as a way of communicating, due to operational concerns about the control measures available to safeguard the use of such communications. Work is currently underway to explore the options for the use of IBVS in establishments with strict safeguards in place, and the possibility of making greater use of such within prisons in the near future.</p><p> </p> more like this

star this property answer text <p>The publication of the female offender strategy on 27 June is the start of a new and significant programme of work to deliver better outcomes for female offenders at all points of the justice system. It sets out our vision to see fewer women in custody, especially on short-term sentences, and a greater proportion of women managed in the community successfully.</p><p> </p><p>Our vision for the ‘residential women’s centres’ pilot is the provision of an intensive residential support package in the community for women at risk of, or having served, short custodial sentences. The intention is to divert them from custody where appropriate and support them to address the underlying causes of their offending behaviour.</p><p> </p><p>We are not aware of any past or existing provision that fully accords with this, therefore we are unable to provide any information about how many places in women’s residential centres were funded by the Government in each year since 2010. However, there are several similar small-scale models such as Willowdene Farm, Anawim and Threshold Housing First, whose experiences and knowledge will be used to inform the work undertaken in the residential women’s centres pilot.</p>

star this property answer text <p>Our Female Offender Strategy is committed to improving outcomes for women at all stages of the justice system, and this includes supporting those who have children. We know that female prisoners are more likely than male prisoners to be a primary carer and imprisoned mothers are more likely to be living with their children prior to custody – around 60% of women compared with about 45% of men in prison who have children. Figures from a 2015 data matching exercise with the Ministry of Justice and the Department for Work and Pensions showed that between 24% and 31% of all female offenders were estimated to have one or more child dependents.</p><p><br>We know that when coming into contact with the criminal justice system, some women choose not to disclose that they have dependent children for a number of reasons. As such, iIt is difficult to create an accurate estimate of the number of women who choose not to disclose and to provide appropriate targeted support. However, we want all women to feel safe enough to disclose and are taking steps to encourage this, as outlined below. This includes, but is not limited to, ensuring that the National Probation Service’s pre-sentence reports, which assist the court in making sentencing decisions, highlight the fact an offender has dependent children and supporting the roll out of the ‘Safeguarding Children When Sentencing Mothers’ training material developed by Dr Shona Minson.</p>

star this property answer text <p>We are committed to maintaining the relationships and cooperation we currently enjoy with third countries and international organisations as we exit the EU. We are seeking to replicate the effects of our international treaties, as far as possible and where relevant, and we are engaging closely with third parties to deliver continuity as we leave the EU.</p><p>In relation to those international agreements listed under the EU Treaties Office database that have been superseded, are redundant, or no longer relevant to the UK, we have a responsibility not to release information that could hinder our discussions with partner countries. We will continue to keep Parliament updated on the progress of transitioning our treaties in preparation for our exit from the EU.</p><p> </p> more like this

star this property answer text <p>The Department’s remit is delivered mostly through its Arm’s Length Bodies and Executive Agencies. Each body assesses prospective suppliers’ ability to deliver its obligations during each procurement exercise before the award of contracts. This to comply with procurement regulations and statute, as well as evaluate the company’s competence and capability. Before contracts are signed there are various layers of governance across the ALBs, the Department, Cabinet Office and HM Treasury depending on the circumstances of each procurement. There are also measures in place to monitor financial stability throughout the procurement lifecycle.</p> more like this
