answer text <p>The Department takes seriously the need to support vulnerable claimants, and wants the application process for Universal Credit to be as quick and easy as possible, ensuring that claimants receive money at the earliest opportunity.</p><p> </p><p>Citizens Advice and Citizens Advice Scotland have been delivering the ‘Help to Claim’ service on a pilot basis since April 2019, supporting claimants with making a new claim to Universal Credit. The Citizens Advice Help to Claim service offers tailored, practical support to help people make a Universal Credit claim up to receiving their first full correct payment on time, and is available online, on the phone and face-to-face through local Citizen’s Advice services.</p><p> </p><p>We are committed to ensuring that delivery of services, such as Help to Claim, are carefully monitored and evaluated to provide effective support to our most vulnerable claimants, whilst ensuring value to taxpayers. We have begun evaluation of the service and will use this to inform decisions about the future of the service beyond March 2020.</p>

answer text <p>Automatic enrolment has achieved a quiet revolution through getting employees into the habit of pension saving, and reversing the decline in workplace pension participation in the decade prior to these reforms. Since automatic enrolment started in 2012 participation rates have been transformed with 87% of eligible employees saving into a workplace pension in 2018, up from 55% in 2012.</p><p> </p><p>The Department does not hold data for individual constituencies in relation to opt outs or the number of individuals who have saved above the automatic enrolment minimum contribution level. answer text <p>Universal Credit claims may be backdated, by up to one calendar month, in some circumstances for vulnerable claimants who may be delayed in claiming Universal Credit through no fault of their own. More specifically, in cases where medical evidence satisfies the Department that a claimant had an illness that prevented them from making a claim sooner, Universal Credit can be awarded from an earlier date.</p><p> </p><p>In order to provide the best possible support to our claimants it is important that the Department are able to engage with claimants at the earliest possible opportunity, whether to support them back into work or to provide other support and guidance. answer text <p>We are the biggest Government Department with a day to day operation on which around 22 million citizens depend. The Department has a responsibility to communicate policy and essential information to claimants and other key audiences.</p><p> </p><p>The Metro partnership was designed to increase understanding of Universal Credit and ensure people have the right factual information they need to make a claim and understand their potential entitlement.</p><p> </p><p>We went to great lengths to ensure the factual accuracy of the campaign through extensive consultation within the Department, including the Government Legal Department. We also consulted with the Advertising Standards Authority Copy Advice Team prior to the launch and continued to do so throughout the campaign lifetime.</p><p> </p><p>The letter of 31 July 2019 placed in the House of Commons Library disclosed the full cost of the Department’s partnership with Associated Newspapers. There were no advertising agencies, consultancy or additional costs associated with the campaign and detailed planning was taken forward by Departmental officials.</p><p> </p><p>We have already shared a copy of the memo of 2 May 2019 from the Director General of Universal Credit and Director of Communications to DWP staff with the Work and Pensions Select Committee but can also commit to placing a copy in the House of Commons Library.</p>

The Department has a responsibility to communicate policy and essential information to claimants and other key audiences.</p><p> </p><p>The Metro partnership was designed to increase understanding of Universal Credit and ensure people have the right factual information they need to make a claim and understand their potential entitlement.</p><p> </p><p>We went to great lengths to ensure the factual accuracy of the campaign through extensive consultation within the Department, including the Government Legal Department. We also consulted with the Advertising Standards Authority Copy Advice Team prior to the launch and continued to do so throughout the campaign lifetime.</p><p> </p><p>The letter of 31 July 2019 placed in the House of Commons Library disclosed the full cost of the Department’s partnership with Associated Newspapers. There were no advertising agencies, consultancy or additional costs associated with the campaign and detailed planning was taken forward by Departmental officials.</p><p> </p><p>We have already shared a copy of the memo of 2 May 2019 from the Director General of Universal Credit and Director of Communications to DWP staff with the Work and Pensions Select Committee but can also commit to placing a copy in the House of Commons Library.</p>

answer text <p>There is a team of staff within Hordan House who are currently deployed on Work and Health Decision Making. This work is managed nationally and outstanding decisions can be moved around virtually to different locations if necessary. Currently in Hordan House, there is capacity to clear the allocated Work Capability Assessment decisions each week and also import decision work from the network on a regular basis. If support is needed work can be moved out, across the network, but this is not usually necessary in Birkenhead.</p><p> </p><p>Other staff within Hordan House are currently deployed on Maternity Allowance (MA). We estimate that as of 15<sup>th</sup> October, 159 former Thomas Cook employees have visited Peterborough Jobcentre, of which 120 have made a claim to benefits and 39 have made a general enquiry about the support available. Additional staff from neighbouring offices are working from Peterborough Jobcentre on a temporary basis to meet any increased demand on our services.</p><p> </p><p>We are working with a wide range of employers to provide support to former employees of Thomas Cook. As they are part of our national portfolio we do not readily hold details on those that are operating in Peterborough and Cambridgeshire and to provide this information would incur disproportionate cost. The Department is offering a range of support to anyone affected by the closure of Thomas Cook, through our Rapid Response Service and wider DWP services. For example, a local provider is offering a series of workshops for former Thomas Cook employees to explain the range of support available to help them find a job.</p><p> </p><p>Rather than providing direct financial support, our team in Peterborough have provided staff to support with the organisation and delivery of two local jobs fairs, arranged by Thomas Cook and Opportunity Peterborough. answer text <p>Universal Credit replaces six benefits with one, to simplify the system and make work pay. As a result, people claiming Universal Credit move into work faster, stay in work longer and spend more time looking to increase their earnings. Universal Credit also provides more help with childcare costs, a dedicated Work Coach and scraps the 16, 24 and 30 hour ‘cliff edges’.</p><p> </p><p>Under the legacy system £2.4 billion of welfare benefits did not get paid at all because claimants could not navigate the complexity of the system. Universal Credit is putting this right, ensuring this money goes to 700,000 claimants who need it.</p><p> </p><p>Claims may be backdated, by up to one calendar month, in limited circumstances for vulnerable claimants who may be delayed in claiming Universal Credit through no fault of their own. Claims may also be backdated in specific circumstances when a couple separates to ensure that there is no gap in entitlement between the couple claim and the new claim made by a single claimant.</p><p> </p><p>For new style Employment and Support Allowance, a claimant has three months following the qualifying date to claim.</p><p> </p><p>The Department provides benefit eligibility information to help people make decisions surrounding benefits to which they may be entitled, along with details about how to claim them. This is available through Jobcentre Plus offices and via the GOV.UK website.</p>

answer text <p>Automatic enrolment has achieved a quiet revolution through getting employees into the habit of pension saving, and reversing the decline in workplace pension participation in the decade prior to these reforms. Since automatic enrolment started in 2012 participation rates have been transformed with 87% of eligible employees saving into a workplace pension in 2018, up from 55% in 2012.</p><p> </p><p>The Department does not hold data for individual constituencies in relation to opt outs or the number of individuals who have saved above the automatic enrolment minimum contribution level. answer text <p>Automatic enrolment has achieved a quiet revolution through getting employees into the habit of pension saving, and reversing the decline in workplace pension participation in the decade prior to these reforms. Since automatic enrolment started in 2012 participation rates have been transformed with 87% of eligible employees saving into a workplace pension in 2018, up from 55% in 2012.</p><p> </p><p>The Department does not hold data for individual constituencies in relation to opt outs or the number of individuals who have saved above the automatic enrolment minimum contribution level. answer text <p>The issue of Section 75 debt notices and estimates are a private matter between the scheme trustee and employers. It is the role of the scheme trustee to ensure that the pension scheme is run properly and that members’ benefits are secure.</p><p> </p><p>DWP’s 2017 Green Paper “security-and-sustainability-in-defined-benefit-pension-schemes” assessed changing the way employer debts are calculated and the impact this would have on members’ benefit security and remaining employers. This assessment showed any changes would weaken members’ benefit security, whilst placing significant additional costs on employers who would remain in the scheme. It also showed that excluding orphan liabilities from employer debt calculations would not necessarily resolve the issues some employers face with complying with their employer debt obligations.</p> more like this

answer text <p>No assessment has been made up to 2033/34, however we estimate that the cost of ending this policy to be around £5bn up to 23/24.</p><p> </p><p>The Government’s view is that providing support for a maximum of two children or qualifying young persons in Universal Credit and Child Tax Credit ensures fairness between claimants on the one hand and, on the other, those taxpayers who support themselves solely through work. Where they are able to, Individuals should consider whether they are financially prepared to support a new child without relying on benefits.</p><p> </p><p>We recognise that some claimants are not able to make the same choices about the number of children in their family, which is why exceptions have been put in place to protect certain groups. On migration to Universal Credit families’ existing entitlement will be protected, so long as they remain responsible for the same children and entitled to benefit.</p> more like this
