star this property answer text <p>The Ministry Development Team of the Archbishops’ Council estimates that around 1,800 clergy families are currently in receipt of child tax credits. As has been reported, some of these may stand to lose up to £10,000 a year as a result of the planned migration to Universal Credit.</p><p>Representations have been made to the Department of Work and Pensions about the impact on clergy who have savings or property for retirement, of the ineligibility for Universal Credit for those with assets or savings over the £16,000 threshold. A key concern is that this will not only affect living standards for clergy families reliant on stipendiary income but will have an adverse effect on all people in tied accommodation seeking to make adequate provisions for their retirement.</p><p>The Ministry Development Team also estimates that around 400 of the 1,800 clergy families receiving child tax credits have more than two children and are therefore also likely to be affected by the two-child cap on Universal Credit.</p>

star this property answer text <p>In March 2022, an Independent Review of Lowest Income Communities Funding and Strategic Development Funding was published. This review was chaired by Sir Robert Chote, who presented the review to the General Synod in July 2022. At that group of sessions, the General Synod passed a motion requesting the commissioning of a follow-up independent review to be completed before the July 2024 group of sessions. star this property answer text <p>Strategic Development Funding (which ran from 2014-22) was awarded to dioceses. It is for dioceses to decide which churches, activities and networks they support, in line with their strategies. We do not routinely capture data on the proportion of funding directed to particular networks. Most projects work with a number of different parishes and Fresh Expressions of Church (e.g. across a town).</p><p>Out of a total of £285m of national Church funding awarded between 2020 and 2023 by the Strategic Investment Board or by its successor, the Strategic Mission and Ministry Investment Board, we estimate that £13m (4%) of funding has been awarded to dioceses for projects where all churches worked with the Church Revitalisation Trust (now known as The Revitalise Trust) and £34m (12%) has been allocated to programmes where at least one church out of many include a Church Revitalisation Trust element.</p><p>This funding comprises support both for new and established churches.</p> more like this

Under the funding agreement, the Archbishops’ Council has the right to withhold a grant or require repayment if any part of the grant is misused. At the request of survivors, the number in discussion with the Interim Commissioner will be kept confidential, given that the number of survivors promised a review by the ISB is relatively small and there is a possibility of identifying individuals.</p><p>At present no reviews have been commissioned, though some are in the final stages of consideration. The timetable will depend on the terms of reference and agreements with individual survivors, and the Interim Commissioner is taking care to ensure that each review is adequate to the particular circumstances of the case.</p><p>The recent review into the events leading to the termination of contracts of the members of the Independent Safeguarding Board – <a href="https://www.churchofengland.org/sites/default/files/2023-12/isb-review-report-30-november-2023.pdf" target="_blank">the Wilkinson Report</a> – identified lessons learned on how recommendations from all case reviews are taken forward, which will be discussed at the forthcoming February meeting of the General Synod of the Church of England.</p>

star this property answer text <p>The Archbishops' Council commissioned the Interim Commissioner of Independent Reviews to undertake discussions with survivors who had been promised reviews by the former Independent Safeguarding Board, about the terms of reference for reviewing their cases. At the request of survivors, the number in discussion with the Interim Commissioner will be kept confidential, given that the number of survivors promised a review by the ISB is relatively small and there is a possibility of identifying individuals.</p><p>At present no reviews have been commissioned, though some are in the final stages of consideration. The timetable will depend on the terms of reference and agreements with individual survivors, and the Interim Commissioner is taking care to ensure that each review is adequate to the particular circumstances of the case.</p><p>The recent review into the events leading to the termination of contracts of the members of the Independent Safeguarding Board – <a href="https://www.churchofengland.org/sites/default/files/2023-12/isb-review-report-30-november-2023.pdf" target="_blank">the Wilkinson Report</a> – identified lessons learned on how recommendations from all case reviews are taken forward, which will be discussed at the forthcoming February meeting of the General Synod of the Church of England.</p>

star this property answer text <p>If the churchyard is open, then the Parochial Church Council is responsible for maintenance and upkeep. If it has been closed for burials by Order in Council, the statutory responsibility falls to the Local Authority unless a local arrangement has been reached. I will ask the diocese to make contact with the Parochial Church Council and Local Authority to see if they can offer advice.</p><p>Local Authorities are able to make small grants available to Parochial Church Councils to support the maintenance and upkeep of a churchyard, whether open or closed. The Church Commissioners are grateful to the Government for its clarification of the law in the recent Levelling Up and Regeneration Act, which now enables Local Authorities like all other faith communities to give grants to parish churches who need support with the maintenance of their buildings and fabric.</p> more like this

star this property answer text <p>In the spring of 2019 the House of Bishops discussed why some of the recommendations of the Church Buildings Review, which was approved by the General Synod in November 2015, had not been implemented. Paula Vennells was subsequently asked by the Archbishops to undertake a lessons learnt review. During the course of the review its remit was expanded to look at the wider working together of the National Church Institutions (NCIs), including issues around organisational governance, leadership and culture. The report, ‘Church Buildings Review- Lessons Learnt’, was completed in October 2019 and Paula Vennells attended a meeting of the House of Bishops in December 2019 at which it was presented.</p><p>In February 2020 Paula Vennells was invited to attend the Church Commissioners Board of Governors for a discussion of the Lessons Learnt report, but she was unable to attend and the report was considered in her absence. The Lessons Learnt report was considered by the Archbishops’ Council in March 2020, again in the absence of Paula Vennells, who was invited but unable to attend.</p><p>In March 2020 the Archbishops established a Coordinating Group, to continue the work of the Triennium Funding Working Group, and to coordinate certain strands of national work for the Church during the Covid 19 pandemic. Paula Vennells was invited to join the Coordinating Group and to lead on the part focusing on Governance. She attended three meetings of the Group, in April, May and June 2020 and sent apologies to two further meetings in June and July, before withdrawing from the work. The Coordinating Group became what is now the Emerging Church Steering Group. A Governance Review group under the Chairmanship of the Bishop of Leeds proceeded from August 2020, without the involvement of Paula Vennells.</p><p>The Ethical Investment Advisory Group (EIAG) is convened and funded by the three National Investment Bodies, to whom it provides ethical investment advice. Paula Vennells was appointed to the EIAG by its Nominations Committee and was a member between March 2019 and April 2021. She attended two meetings, in March and October 2019, and sent apologies for meetings thereafter until she took leave of absence from the Group from June 2020, lasting until her resignation in April 2021. star this property answer text <p>The Archbishop of Canterbury issued a statement at the time of the attack on the Roman Catholic Church of St Francis Xavier in 2022, saying: “The massacre of worshippers – men, women and children – during a Mass in South-west Nigeria was an act of pure evil and a profound offence to God. My prayers are with all affected by this barbaric attack. I continue to pray for the nation of Nigeria.” The Archbishop meets often with politicians and clergy from Nigeria and has raised the issues of inter community and inter-religious violence.</p><p>Bishops of the Church of England are in regular discussion with the Foreign, Commonwealth and Development Office on matters affecting freedom of religion or belief, including in Nigeria. On 6<sup>th</sup> June 2022 the Lord Bishop of Leeds asked a question of the Minister of State for the Foreign, Commonwealth and Development Office in the House of Lords, during exchanges on an answer to an urgent question on the attacks. During the winter of 2022-23, due to dramatic increases in energy costs, £3million of Church Commissioners’ funding was made available through the Archbishops’ Council to support additional ministry hardship funding for clergy and lay workers, and a further £15million was similarly made available in energy cost support funding for dioceses to allocate primarily to Parochial Church Councils. This money was in addition to the dioceses' own ministry hardship funding and discretionary funding.</p><p>There is no plan to offer a similar scheme this year over and above the money already available through diocesean discretionary and hardship funds.</p> more like this

star this property answer text <p>Over the past two years the Church of England has been closely involved with the Foreign, Commonwealth and Development Office in supporting the work of His Majesty's Ambassadors and diplomats, as part of a structured programme of engagement between the Church’s global networks and the civil service, to increase awareness of Freedom of Religion or Belief (FoRB).</p><p>The Church was represented at the Government conference in 2022 that highlighted the need for increased global action on FoRB and continues to support the International Panel of Parliamentarians for Freedom of Religion or Belief. More information about the work of the International Panel can be found here: <a href="https://www.ippforb.com/about/" target="_blank">https://www.ippforb.com/about/</a></p><p>Bishops of the global Anglican Communion came together for the Lambeth Conference in 2022 and spent a day discussing issues of interfaith engagement, human dignity and freedom of religion and belief. At the Conference a range of calls were made, outlining priorities for the Church worldwide. The Security Council adopted the proposal, which will see the UN Secretary General produce an oral report on FoRB-related threats to international peace and security.</p>

star this property answer text <p>In the Mid Derbyshire constituency the Church of the Holy Trinity in Belper, and All Saints Church in Ockbrook and Borrowash, are on the 'At Risk Register'. Support and advice for parishes about the management of their building is available from their local Archdeacon, the Diocesan Advisory Committee and from the national ChurchCare website, including on available grants: <a href="https://www.churchofengland.org/resources/churchcare" target="_blank">https://www.churchofengland.org/resources/churchcare</a></p><p>Around 2,500 Church of England buildings are listed by Historic England, with 45% of all England's Grade I listed buildings being cathedrals and churches. The average annual cost for the maintenance and repairs to parish churches is estimated at £150 million, and the maintenance of churches across the country is mostly financed by generous local donors and volunteers.</p><p>The Church remains grateful for the continuation of the Listed Places of Worship Grant Scheme. Money invested in church buildings brings positive benefits to the wider community: the 2021 House of Good report by the National Churches Trust (<a href="https://www.houseofgood.nationalchurchestrust.org/" target="_blank">https://www.houseofgood.nationalchurchestrust.org/</a>) found that &quot;the annual social and economic value of church buildings to the UK is worth around £55 billion. This sum, calculated using the latest HM Treasury Green Book guidance, includes the contribution churches make to wellbeing and to local economies.&quot;</p><p>The Government commissioned an independent review of the sustainability of English Churches and Cathedrals in 2017, known as the 'Taylor Review'. The Church is still awaiting the formal response from the Government to this report; however, the National Church Institutions have started to implement several of the recommendations. The Taylor Review can be read here: <a href="https://www.gov.uk/government/publications/the-taylor-review-sustainability-of-english-churches-and-cathedrals" target="_blank">The Taylor Review: Sustainability of English Churches and Cathedrals - GOV.UK (www.gov.uk)</a></p><p>In November 2023 the Church of England awarded £9 million to dioceses for repairs and specialist advice to parishes. This will fund 30 support officers across the country to give specialist advice on the management, conservation, repair and development of church buildings, including community use alongside worship. A further £6.2 million has been allocated across 41 dioceses for making grants of up to £12,000 for repairs to churches. The grants will focus on small-scale but urgent works and projects that could save larger sums in the long term. The fund will also be able to help cover the cost of essential improvements for the mission and ministry of a church. The Church of England is supporting the Diocese of Jerusalem’s request to launch a financial appeal to support the work of the Al Ahli Hospital in Gaza. star this property answer text <p>Following the events of 7th October, the Archbishops of York and Canterbury called on Christians, and people of all faiths and none, to pray for the victims of the terrorist attacks by Hamas and for the innocent affected by the conflict.</p><p>The Archbishop of Canterbury visited Jerusalem, from 19<sup>th</sup> – 22<sup>nd</sup> October 2023, to stand in prayerful solidarity with the Anglican Diocese of Jerusalem following damage to the Al-Ahli Hospital and to show pastoral care and support to all those affected by the war. During the visit, the Archbishop met with those who had lost loved ones as a result of the 7 October attacks. star this property answer text <p>The Independent Review of Lowest Income Communities Funding and Strategic Development Funding led by Sir Robert Chote was published in March 2022 and can be read here: <a href="https://www.churchofengland.org/sites/default/files/2022-03/irls-final-report-2.pdf" target="_blank"><strong><em>https://www.churchofengland.org/sites/default/files/2022-03/irls-final-report-2.pdf</em></strong></a></p><p>In respect of improving governance arrangements of Lowest Income Communities Funding (LInC) the Review recommended:</p><ul><li>Recommendation 2 - &quot;Refocusing annual returns … towards more strategic reporting&quot;.</li><li>Recommendation 3 - asked staff to &quot;identify and promote best practice … perhaps convening a learning symposium&quot;.</li><li>Recommendation 5 – asked staff to &quot;communicate more clearly the extent to which LInC funding is sustaining ministry&quot;.</li></ul><p>The action taken so far by the Archbishops' Council's Vision and Strategy team in response to those recommendations has been to:</p><ul><li>Raise the profile of LInC funding within ongoing strategic conversations between its staff and diocesan teams, as part of dioceses' strategic development processes, with the aim of improving its effectiveness.</li><li>Ask dioceses to give information about the intended outcomes from their planned use of LInC funding, together with how they will be measured, as part of their annual return on LInC funding for 2022.</li><li>Plan a learning event to bring together diocesan representatives to share and develop their approaches on the use of LInC funding, aiming to improve the effectiveness, accountability and transparency of LInC funding.</li></ul><p>The Independent Review also made further suggestions in Recommendation 1: &quot;encouraging dioceses to use LInC funding more for clergy transitions&quot; and in Recommendation 4: &quot;maintaining current levels of LInC funding&quot;. While not related directly to governance, these may also feature in the learning event and in ongoing conversations with dioceses.</p><p>From the start of 2023, the new Strategic Mission and Ministry Investment Board (SMMIB), a committee of the Archbishops' Council, has replaced the previous Strategic Investment Board and Strategic Ministry Board. It distributes and monitors funds made available by the Church Commissioners and Archbishops' Council via LInC, SDF, and other similar funds.</p><p>The Boards of the Archbishops’ Council and the Church Commissioners are regularly updated by the SMMIB about funding decisions and projects supported by these funds. Members of the Archbishops’ Council and Church Commissioners Boards are part of the SMMIB and help monitor funding decisions and spending. star this property answer text <p>Following the ‘Coming Home’ report published by the Archbishops’ Housing Commission, the Bishop of Chelmsford (as Lead Bishop for Housing) has been working with colleagues from across the Church, including the Church Commissioners, to implement the recommendations from that report. This work includes plans to establish a Church Housing Association. star this property answer text <p>The Church of England comprises many independent charitable organisations that operate at a national, regional and local level.</p><p>Individual congregations are represented by the members of their local parochial church council (PCC), and issues can be raised at deanery, diocesan and national synod. star this property answer text <p>Parish ministry is at the heart of Church of England ministry and mission, including in areas that are religiously diverse.</p><p>The 2005 report <a href="https://www.churchofengland.org/sites/default/files/2019-05/presence_and_engagement_report-2005.pdf" target="_blank"><em>Presence and Engagement: the church’s task in a multi Faith society</em></a> gave special attention to the role of the parish church in areas where there was a high proportion of people from other religions. Following this the <a href="https://www.churchofengland.org/about/building-relationships/interfaith-relations" target="_blank">Presence and Engagement</a> programme aims to support and resource the Church of England in its engagement serving all religious communities: ‘loving, serving and witnessing to people of all faiths in the name of Christ, and being enriched and renewed in our own faith by doing so’. This vision is put into practice by the Presence &amp; Engagement Programme, the Presence &amp; Engagement Task Group, and a network of Diocesan Inter Faith Advisers.</p><p>The Presence and Engagement programme enables clergy and lay people to act with confidence and sensitivity at times of tension across religious boundaries, including times when global politics impacts local relations. Support provided includes theological resources, for example, <a href="https://www.churchofengland.org/sites/default/files/2019-11/godsunfailingwordweb.pdf" target="_blank"><em>Gods Unfailing Word,</em></a> which was published in 2019 and informs and educates Anglicans about the Christian-Jewish relationship, with the aim of better dialogue and stronger relationships between Christian and Jewish communities. These resources are also used in ongoing work with theological colleges to assist in the training of new priests.</p><p>The Archbishop of Canterbury is Patron of both the <a href="https://ccj.org.uk/sites/ccj.hocext.co.uk/files/2023-01/Holocaust%20Memorial%202023%20-V2.pdf" target="_blank">Council of Christians and Jews</a> (CCJ) and the <a href="https://www.christianmuslimforum.org/" target="_blank">Christian Muslim Forum.</a> Both organisations are actively working at national and grassroots levels to boost dialogue, understanding and collaboration between different religions.</p><p><a href="https://www.archbishopofcanterbury.org/news/news-and-statements/archbishop-justin-and-chief-rabbi-mirvis-join-final-meeting-good-faith" target="_blank"><em>In Good Faith</em></a> is a national initiative co-sponsored by the Archbishop of Canterbury and the Chief Rabbi, which has been promoting dialogue and collaboration between Anglican priests and Orthodox rabbis since 2016.</p><p>The Church of England has a network of Inter Faith Advisers in most regions across England, who work to model, encourage and resource the development of positive relationships between different religious communities locally. Examples include building relationships through Church/Mosque Twinning partnerships, or collaborating on local foodbanks, as well as putting on educational programmes for clergy and lay people in the diocese. Two notable examples are:</p><ul><li>The <a href="https://www.stphilipscentre.co.uk/" target="_blank">St Philips Centre</a> in Leicester. A unique initiative that for over a decade has been working within the Christian community and across wider society, enabling ‘communities and individuals to encounter one another in meaningful ways, to build understanding and trust’. It is leading efforts across the region to ensure religion and belief are harnessed for the good of all.</li></ul><ul><li><a href="https://www.fncbham.org.uk/presence-and-engagement/" target="_blank">FNC in Birmingham</a> helps churches in their engagement with people of other faiths, whether through mission, evangelism, dialogue or social action, and is part of <a href="https://www.churchofengland.org/about/work-other-faiths/about-presence-engagement" target="_blank">The Church of England’s Presence and Engagement Programme</a>. The <a href="https://www.fncbham.org.uk/birmingham-conversations/" target="_blank">Birmingham Conversations</a> are an example of an FNC initiative which creates safe space for people of all faiths and none to discuss issues of faith and public life.</li></ul><p>The Coronation of King Charles III included participation by other faith representatives for the first time, a very public affirmation of the national role of the Church of England in serving all religious communities.</p>

The report affirms and celebrates the vital lay and ordained ministry roles that support the church in God's mission, and identifies changes in practice that can better foster the vocation, ministry and discipleship of the whole people of God.</p>

As a community school in many parts of the country, particularly our major cities, this means the majority of pupils are from non-Christian backgrounds, from other faith communities and from global majority ethnic backgrounds. All Church of England schools follow the national curriculum and also the Church of England’s <em>vision for education</em>, prioritising education of the whole child and promoting the spiritual, intellectual and emotional resources needed to live a good life. The vision for education encourages the development of the skills of wisdom, hope, community and respect; fostering a society where people can work together and have an understanding of British values, democracy, rule of law and the dignity of the human person. star this property answer text <p>Between 2010 and 2019, 209 consecrated churches were formally closed, which amounted to just over 1%. Since the 1990s the rate of closure has remained steady at 20-25 per year out of a total of around 16,000 church buildings. star this property answer text <p>The National Church Institutions do not hold statistics on outstanding repairs for parish churches, collectively or by diocese.</p><p>The Church Commissioners and Archbishops' Council have agreed funding of £11 million for 2023-25 in support of Buildings for Mission, which includes £2m for places of worship maintenance/repairs, and funding for up to 20 support officers to work with communities on the care of their church buildings. This is alongside a one-off commitment of £190 million (over nine years) to support the whole Church, including its buildings, in the transition towards Net Zero 2030.</p><p>12,500 church buildings are listed, with 45% of all England's Grade I listed buildings being cathedrals and churches. The average annual cost for the maintenance and repairs to parish churches alone is estimated at £150 million, and the maintenance of our churches across the country is mostly financed by generous local donors and volunteers. Support and advice, including on available grants, is available from ChurchCare: <a href="https://www.churchofengland.org/resources/churchcare" target="_blank">https://www.churchofengland.org/resources/churchcare(opens in a new tab)</a></p><p>The Church remains grateful for the continuation of the Listed Places of Worship Grant Scheme as it was for the Culture Recovery Fund. This sum, calculated using the latest HM Treasury Green Book guidance, includes the contribution churches make to wellbeing and to local economies.&quot;</p><p>By means of an amendment to the Levelling Up and Regeneration Bill in the House of Lords, the Government has recently agreed to make it clear that churches are legally able to access Local Authority grant funding. This clarification is very welcome and comes in response to many years of advocacy by church, heritage and Local Authority groups. A quarter of all primary schools, 1,540 academies, 280 Multi Academy Trusts, and 500 independent schools across England have a Church of England ethos.</p><p>The Church of England Foundation for Education Leadership supports teachers, headteachers and senior management teams alongside 22,500 governors to develop the skills they need. star this property answer text <p>In 2020 the Church of England assessed the volume of work needed in its churches and cathedrals for preservation, repair and maintenance. The pandemic caused a considerable delay in the ability of parish churches and cathedrals to undertake repairs, which has caused a backlog of work. The Cathedral and Church Buildings Division of the National Church Institutions assists parishes, dioceses and cathedrals in assessing the nature and priorities of the work required and supports them with guidance and advice.</p><p>The work of preservation, repair and maintenance is predominantly undertaken at a local level by thousands of unpaid volunteers, with financial help and support from donors and local grant-making charities.</p><p>By means of an amendment to the Levelling Up and Regeneration Bill, the Government has recently agreed to clarify the law on churches being able to access Local Authority grants. This is very welcome and comes in response to many years of advocacy by church, heritage and Local Authority groups. The removal of ambiguity means that Local Authorities and parish councils in England will be able to issue grants to churches that will enable seed funding to repair, restore and upgrade facilities, which will enable churches to continue to serve their local communities as worship spaces, community hubs, and through social action projects.</p>

star this property answer text <p>The Church of England, through the work of its central Communications team, has a presence on the majority of social media channels and is producing content for a variety of different audiences and age groups. It has developed a smart speaker app which is useable with ‘Alexa’, provides liturgical resources via the Daily Prayer App, and recorded services to enable people who may not be able to attend a church in person to still participate in worship.</p><p>In the month of May 2023, the most recent for which material is available, Church of England content received 8.6 million impressions and the audience using the materials grew by an additional 4,000 unique users. Nearly three-quarters of a million people engaged with materials developed for the Coronation and the Church of England received 40,000 enquiries from the public via its various social/digital media platforms.</p> more like this

star this property answer text <p>Last month the Bishop of Truro, the Rt Revd Philip Mounstephen, welcomed the UN Security Council’s adoption of a joint UK / UAE Government resolution highlighting threats to Freedom of Religion or Belief. The steps taken by the UK Government followed a review authored by the Bishop at the invitation of the then Foreign Secretary, Jeremy Hunt, the implementation of which has since become Government Policy. In a vote, the Security Council adopted the proposal, which will see the UN Secretary General produce an oral report on Freedom of Religion or Belief related threats to international peace and security. The initial deadline is 14th June 2024, with the intention of such a statement becoming an annual event.</p><p>Religious persecution and freedom of religion were on the agenda at the gathering of the global Anglican Communion at the Lambeth Conference in 2022. At the Conference a range of ‘calls’, or priorities for the Church worldwide, were made to tackle these issues.
