Under the prompt payment policy, public sector bodies are required to include 30-day payment terms in new public sector contracts; and this payment term must be passed down the supply chain. They are also required to publish annual payment performance data.</p><p> </p><p>While there is no provision to issue fines or penalty notices to public sector bodies that do not adhere to the prompt payment policy, we encourage businesses to report poor payment practice and instances of late payment in public sector contracts in breach of contract terms, to the Public Procurement Review Service, who will investigate. The service also undertakes its own proactive investigations into payment performance.</p><p> </p><p>Following a public consultation, in November 2018 a new prompt payment initiative was announced to ensure all Government suppliers and subcontractors benefit from being paid on time. For the first time, failure of companies to demonstrate prompt payment to their suppliers could result in them being prevented from winning government contracts. <br></p><p>Coming into force in September 2019, this will ensure the Government only does business with companies who pay their suppliers on time, many of which are small businesses. 	answer	answer is ministerial correction date of answer 05/06/2019 answer text <p>The UK’s National Cyber Security Centre, as the national technical authority for information assurance and the lead Government operational agency on cyber security, leads for the Government in dealing with HCSEC and with Huawei more generally on technical security matters</p><p> </p><p>The Huawei Cyber Security Evaluation Centre (HCSEC) is a private entity. As detailed in the HCSEC Oversight Board report, their plan of evaluation is driven by the commercial rollout of services by the UK operators that use Huawei equipment.</p><p> </p><p>As new equipment is rolled out, Government can work with them to refocus their efforts but we cannot instruct them. When operators do begin deploying equipment then it can be tested. HCSEC has not begun assessing any 5G equipment.</p><p>We have undertaken a thorough, evidence-based review of the 5G supply chain to ensure the secure and resilient roll-out of 5G. On 5 May 2019, the Government announced that candidates, political parties and non-party campaigners will be required to brand or ‘imprint’ their digital election materials, so the public is clear who is targeting them. The Government will bring forward the technical proposal for this regime later on this year.</p><p> </p><p>Whilst there are no current plans for a database of online political adverts, we are encouraging action to increase transparency of wider political advertising online. Several social media companies have already implemented tools to enhance transparency about the origins of political and electoral adverts on their platforms, including political advert libraries. However, these efforts have been inconsistent and the Government is clear that more could be done. 	answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>The Prosperity Fund has considered the findings of the report; we are confident the Prosperity Fund programmes are consistent with the UK government’s commitments, under the Paris Agreement.</p><p> </p><p>Within the portfolio, there are a considerable number of programmes where we are working with partner countries to increase their resilience to climate change, to reduce emissions, and to transition to a sustainable low carbon economy.</p><p> </p><p>The Fund’s energy related initiatives do not directly finance oil and gas exploration or production. They aim to help create policy and business environments that improve energy access, strengthen energy markets, encourage investment and promote energy efficiency. In turn this will improve energy security, and enable a faster transition to a cleaner, low carbon economy. Phase 2 of the Inquiry will address the design and modification of the building; the fire and safety measures within it; the management, governance and inspection of the tower; and the steps taken in the days immediately following the fire to support those whose homes had been destroyed. The<br>Government is taking action to make elections more accessible for disabled people.</p><p>In partnership with the Government-chaired Accessibility of Elections Working Group, the<br>actions contained in the 30 August response to the Call for Evidence on Access to<br>Elections are being taken forward.</p><p>These include making polling stations more accessible through improved training of staff<br>and looking specifically at how people with sight loss can be further supported to vote</p><p>Also, it is important those standing for office are representative of our society.
