star this property answer text <p>As set out in the accompanying note to the Budget Notice[1], the reference prices we use for the CfD budget are an output from the Department’s main power model and are characteristic of decarbonisation pathways that are net-zero consistent. Wholesale electricity prices are driven by many factors including electricity demand profiles, the plants that generate to meet this demand, as well as fuel price assumptions and carbon price assumptions. star this property answer text <p>Since 2014, the Contracts for Difference scheme has proven itself highly effective at driving deployment of large-scale renewables while rapidly reducing costs. The scheme has now contracted over 30GW of new low-carbon capacity, including 20GW of offshore wind. The Government continuously reviews the scheme to ensure it remains fit-for-purpose as our electricity system evolves and we work towards our net zero ambitions. star this property answer text <p>Through government funding to local authorities, including the Local Government Finance Settlement, UK-wide growth funding schemes and other grant programmes, the Government is enabling local areas to tackle net zero goals in ways that best suit their needs.</p><p>The Government also funds five Local Net Zero Hubs to support local authorities to develop net zero projects and attract commercial investment. As of January 2023, the Local Net Zero Hubs are working on a pipeline of projects with a projected total capital value of over £4billion.</p><p>Ofgem also supports community energy projects and is now welcoming applications from community interest groups, co-operative societies, and community benefit societies to the Industry Voluntary Redress Scheme.</p> more like this

Although difficult to predict with certainty, the Government expects AR4 to have a relatively small impact on household bills. star this property answer text <p>The Energy Profit’s Levy investment allowance will be calculated in the same way as the investment allowance for the existing Supplementary Charge. However, unlike the Supplementary Charge, it will be available to companies at the point of investment. This makes it both more immediate and more generous.</p><p> </p><p>Since the Levy is targeted at the extraordinary profits from oil and gas upstream activities, it makes sense that any relief for investment must also be related to oil and gas upstream activities. Such spending can be used to decarbonise oil and gas production, for example, through electrification. Therefore, any capital expenditure on electrification, as long as it relates to specific oil activities within the ringfence, will qualify for the allowance.</p> more like this

star this property answer text Renewable energy has a central role in the Government’s decarbonisation and levelling-up ambitions. The Government recognises the economic benefits it can derive from renewable energy and is committed to developing these. The Government has taken a number of fiscal steps to support the deployment of renewable energy, including:<p> </p><p>We have moved to annual Contract for Difference auctions, bringing forward the next round to March 2023. This will help to encourage low-carbon generation and provide greater confidence to investors and supply chain companies.</p><p> </p><p>We are investing £160 million in offshore wind ports and the supply chain through the Offshore Wind Manufacturing and Investment Scheme (OWMIS) and have announced up to another £160 million to support development of the floating supply chain. We also recently announced £31 million of UK government funding, to be matched by industry, for research and development in this area.</p><p> </p><p>We have cut VAT rates on solar panels, and solar panel &amp; storage packages, down to 0% (from 5% and 20% respectively) to encourage installation.</p>

Contracts for Difference offer value-for-money to consumers and continue to deliver low prices. For example, between the first allocation round in 2015 and the last round in 2019, the price per unit (MWh) of offshore wind fell by around 65%.</p><p> </p><p>Competitive auctions are proven to be effective in helping to keep costs down and this year’s auction has been designed to keep the allocation process highly competitive. The impact will be dependent on the outcome of the competitive auction process; it is expected that this year’s round will have a small impact on household bills.</p> more like this

star this property answer text <p>The Contracts for Difference (CfD) scheme is the Government’s main mechanism for supporting new low-carbon electricity generation projects in Great Britain. The fourth allocation round of the CfD scheme (AR4) opened on 13 December 2021 and aims to secure more low-carbon electricity capacity than the previous three rounds combined. AR4 is open to an expanded number of renewable technologies, including offshore wind, onshore wind, solar, tidal stream and floating offshore wind. In February, the Government also announced that the next CfD allocation round will be brought forward to March 2023, and future rounds will run annually, rather than every two years, thereafter. This will support renewable electricity producers and further drive deployment of renewable power.</p><p>In 2019 BEIS launched the Storage at Scale competition, which funded demonstration facilities for two innovative energy storage facilities. In 2021, BEIS launched a further programme, The Longer Duration Energy Storage competition. In February 2022, BEIS announced funding for 24 projects under this competition to perform engineering design or feasibility studies of their technologies. The Government is reviewing the responses to the Call for Evidence on large-scale, long-duration electricity storage, alongside analysis the Department commissioned on the role of this type of storage in the electricity system. The Government will publish a response in due course.</p>
