A standardised approach to admissions was not in place which meant that a clear understanding of the numbers of cases referred, or the reasons for referral was not available.</p><p> </p><p> </p><p> </p><p>The need for a national process for admissions was highlighted in the Child and Adolescent Mental Health Services (CAMHS) Tier 4 Report, published in July and NHS England have been working with young people and their families during August and September to develop an admissions standard protocol.</p><p> </p><p> </p><p> </p><p>NHS Area Teams are currently discussing with relevant CAMHS providers the introduction of the protocol in November 2014. The protocol will be reviewed in January 2015.</p><p> </p><p> </p><p> </p><p>NHS England anticipates that a standard protocol will be included in contracts from 2015. In their annual report for 2012-13 <em>Monitoring the Mental Health Act in 2012/13</em>, published in January 2014, the CQC noted concerns raised by the House of Commons Health Committee over whether the Act’s powers of detention were being used improperly to access services. They said they found no direct evidence of unlawful practice.</p><p> </p><p> </p><p> </p><p>On 22 August 2014, the CQC published a series of reports relating to its inspection in May 2014 of services provided by Camden and Islington NHS Foundation Trust. The CQC found that that bed occupancy at the Trust averaged 96.4% between October and December last year, compared to the average of 85.9% across England. Commissioning of non-specialised AAC aids is the responsibility of local clinical commissioning groups.</p><p> </p><p> </p><p> </p><p>NHS England has published a service specification for specialised AAC aids that sets out what should be in place for providers to offer evidence-based, safe and effective services and supports equity of access to a nationally consistent, high quality service for patients across the country including in East Lancashire and the North West. NHS England has set the first ever national ambition to improve dementia diagnosis. By March 2015, our aim is that two-thirds of the estimated number of people with dementia receive a diagnosis and appropriate post diagnostic support.</p><p> </p><p> </p><p> </p><p>We have taken the following steps in order to ensure that people with dementia receive a timely diagnosis;</p><p> </p><p> </p><p> </p><p>- We have put in place a new Dementia Directed Enhanced Service which has had over 80% take up by general practitioners (GPs) to reward practices for facilitating timely diagnosis and support for people with dementia. NHS England has allocated £5 million to fund an additional enhanced service for GPs to run between October 2014 and March 2015 to drive improvements in dementia diagnosis.</p><p> </p><p> </p><p> </p><p>- On 10 September 2014 NHS England published a new Dementia Toolkit aimed at helping GPs making a more timely diagnosis and what they can do in terms of vital post-diagnostic support.</p><p> </p><p> </p><p> </p><p>- In the hospital setting, through the Dementia Commissioning for Quality and Innovation (CQUIN) reward (introduced from April 2012), with around 4,000 referrals a month, it is clear that more people with dementia in hospitals are being identified and assessed.</p><p> </p><p> </p><p> </p><p>- All National Health Service staff looking after people with dementia will go through a dementia awareness programme. I have also recently written to the Parliamentary Under-Secretary for Employment Relations (Jo Swinson) on this subject.</p><p> </p><p> </p><p> </p><p>The new scheme making it easier to name and shame employers who do not comply with National Minimum Wage legislation came into effect from October 2013 and applies to investigations initiated after that date. HM Revenue and Customs leads on the conduct of investigations and makes recommendations to BiS Ministers on the issue of naming employers found to be in breach. NHS England has worked closely with the Royal Colleges of Paediatrics and Child Health; General Practitioners; Nursing; Psychiatrists and Forensic Medicine and has used their standards for children and young people in secure settings as a basis for national service specifications for the health services commissioned in YOIs.</p><p> </p><p> </p><p> </p><p>A key component of this is that the service should deliver child and adolescent mental health services (CAMHS) which meet the emotional and mental health needs of children and young people accommodated within the secure setting, based on clinical need. It also advises that the FLS model recommended by the International Osteoporosis Foundation and the National Osteoporosis society is recognised as best practice and is being promoted. In addition to this, the guidance from the National Institute for Health and Care Excellence (NICE) ‘Falls: assessment and prevention of falls in older people’ sets out best practice for clinicians on the management of patients aged 65 and over who are susceptible to falls.</p><p> </p><p> </p><p> </p><p>Regarding the cost to the National Health Service of treating fractures attributable to osteoporosis, whilst programme budgeting data provides figures for annual NHS spend on musculoskeletal services in England, the cost of treating individual musculoskeletal conditions, such as osteoporosis or specific services such as FLS, is not available as part of this.</p><p> </p><p> </p><p> </p><p>Information concerning the number of people affected by osteoporosis in each of the last five years is not collected.
