star this property answer text <p>Cutting National Health Service waiting lists is one of the Government’s top priorities. The NHS triages patients waiting for elective care, including children waiting for surgeries and appointments. The NHS continues to work hard to deliver the maximum amount of elective activity possible, with the clinically most urgent patients continuing to be treated first, and priority then given to the longest waiting patients. These considerations are critical in improving overall health outcomes, underpinned by new investment and new technology.</p> more like this

star this property answer text <p>The National Institute for Health and Care Excellence (NICE) is the independent, expert body responsible for developing authoritative, evidence-based guidance for the National Health Service on best practice. NICE will consider any amendments to its existing recommendations on the use of sodium valproate in the light of any changes to the medicine’s regulatory status.</p><p>In August 2023, NICE added a note to its guidance stating “The Medicines and Healthcare products Regulatory Agency (MHRA) issued new safety advice on risks associated with valproate for the under 55s in December 2022. NICE states that the valproate recommendations in this guideline will be reviewed once further advice from the MHRA is available. People currently taking valproate should not stop taking it unless they are advised by a specialist to do so”.</p> more like this

star this property answer text <p>Systems and processes are already in place to ensure the accountability of National Health Service directors. NHS England has recently strengthened these through the introduction of the Fit and Proper Person Framework. This will introduce a set of standard competencies for board directors, a means of retaining information regarding individual directors and a new board member reference template. The Framework is effective from 30 September 2023 and should be implemented by all boards by 31 March 2024.</p><p>NHS England has reminded all NHS organisations of their obligations not to appoint any individual as a board director unless they satisfy all Fit and Proper Person requirements, including that they have not been responsible for, been privy to, contributed to or facilitated any serious misconduct or mismanagement.</p><p>The Department and NHS England are considering whether further mechanisms are needed to hold senior NHS managers accountable, including the possibility of a disbarring system.</p>

star this property answer text <p>At an operational level, National Health Service organisations are responsible for supporting the personal and professional development of the staff they employ.</p><p>We fully recognise the importance of strong and effective leadership across the NHS and the impact this can have on patient care and organisational culture. In June 2022, Leadership for a collaborative and inclusive future, a review led by General Sir Gordon Messenger was published. The review made seven recommendations to strengthen leadership and management across health and social care.</p><p>The recommendations, which were accepted by the Government and are being taken forward by NHS England, will foster and replicate the best examples of leadership through improved training, career development and talent management, and through embedding inclusive cultures and behaviours within health and care.</p><p>Recommendation 3 sets out the need for consistent management standards that will be delivered through accredited training and to include a single set of unified, core leadership and management standards for managers, with training and development bundles to meet these standards.</p>

star this property answer text <p>We do not have any current plans to undertake a review of the use of non-disclosure agreements in the National Health Service. Confidentiality clauses used within any such agreements can have a legal and legitimate purpose in helping to resolve workplace disputes or end a working relationship by mutual agreement. Our policy and NHS guidance has been consistently clear that employers must not use confidentiality clauses which attempt to prevent employees from whistleblowing or discussing matters that might compromise the quality and safety of patient care or the safety and wellbeing of employees.</p> more like this

star this property answer text <p>National Health Service organisations will already have their own policies on access to medicines in a clinical setting. Additionally, the General Medical Council has good practice in prescribing and managing medicines and devices which sets out prescriber responsibilities relating to the prescriptions they sign.</p><p>The Royal Pharmaceutical Society and the Royal College of Nursing have issued Professional Guidance on the Administration of Medicines in Healthcare Settings and Professional guidance on the safe and secure handling of medicines. Staff must be trained, and access to the locked medicines cupboard is by approved healthcare professionals only. In many organisations two healthcare professionals will be required to sign out any controlled drug and/or other medicines for administration to patients in line with organisational risk assessments.</p><p>It is the responsibility of individual health and care professionals to work within the requirements of their regulated profession, which is set by the relevant regulatory body. The nine professional health and care regulators are overseen by the Professional Standards Authority for Health and Social Care who carry out annual reviews of regulators’ performance.</p><p>Further the Care Quality Commission, the independent regulator of health and social care, monitor, inspect and regulate service providers and have powers to act against providers that do not have adequate systems in place to ensure the proper and safe use of medicine.</p>

star this property answer text <p>The statutory duty of candour, introduced in 2014 for National Health Service trusts and 2015 for all other providers, requires all providers of NHS services to inform and apologise to patients where something unexpected or unintended happens that causes, or could be causing moderate or severe harm, death, or prolonged psychological harm. A failure to comply with the duty under regulation 20 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 can lead to enforcement action, including prosecution, by the Care Quality Commission.</p><p>Professional regulators, such as the General Medical Council and the Nursing and Midwifery Council, also made the Duty of Candour a professional requirement for their registered members in 2014.</p> more like this
