star this property answer text <p>The Church of England encourages its churches to take all practical steps to prevent the theft of lead and other items from its churches. In the case of theft of lead the majority of churches undertake deterrent schemes involving the use of smart water, roof alarms and other measures. Grant schemes are in place through the National Churches Trust to help parishes cover the costs of these devices. There are very few cases where the theft of lead has given rise to the need to close a church or reduce access to the building. Research by our insurers has also shown that churches that are open on a daily basis do not suffer any greater risk of theft. In fact simply by being open and encouraging people to use the building or churchyard most parishes in England have found theft is deterred.</p><p> </p> more like this

star this property answer text <p>I have asked the Independent Parliamentary Standards Authority to reply.</p><p>Letter from Marcial Boo, chief executive of IPSA, 10 October 2018:</p><p>The Independent Parliamentary Standards Authority (IPSA) provides Family Leave Guidance in relation to staff employed by MPs, a copy of which can be found on our website at: <a href="https://protect-eu.mimecast.com/s/QKKeCvlGAf2N028cQYpib?domain=theipsa.org.uk" target="_blank">http://www.theipsa.org.uk/ipsa-for-mps/guidance</a>.</p><p>This document provides guidance on maternity leave, paternity leave, adoption leave, shared parental leave, KIT/SPLIT days and caring leave. This is not a policy, but guidance to MPs on the statutory entitlements. As the legal employers of their staff, MPs are responsible for matters of individual staffing arrangements, such as approving instances of family leave and ensuring that they comply with relevant employment legislation.</p><p>As the document is guidance rather than a policy, and relates only to the statutory entitlements, we have not undertaken any specific assessment of its effects. However, IPSA encourages responsible employment and any necessary expenditure by MPs on the health and welfare of their staff, including their mental health. MPs can claim the cost of staff health and welfare costs, such as occupational health assessments, from their staffing budgets. We also undertake Equality Impact Assessments (EIA) in relation to major changes to our Scheme of MPs’ Business Costs and Expenses. We last undertook an EIA in March 2017 which concluded that changes proposed to our Scheme were likely to have a small positive impact on MPs’ staff in relation to pregnancy and maternity. star this property answer text <p>The Government is committed to preventing drug use in our communities and supporting people through treatment and recovery and we expect to make an announcement about the Recovery Champion in due course.</p><p>We have established a Drug Strategy Board which includes representation from Government departments and wider partners who are critical to the successful delivery of the Strategy, including those in education, health, criminal justice, housing and employment. The Board is chaired by the Home Secretary and its purpose is to oversee and drive implementation of the commitments in the 2017 Drug Strategy. The Board has met twice since the Drug Strategy was published, the next meeting will take place in early November.</p> more like this

star this property answer text <p>We have been clear that we want all EU nationals, including those working in the NHS and the care sector, to stay in the UK after we leave the EU.</p><p><br>In December 2018, the Government set out its proposals in “The UK’s future Skills-based Immigration System” White Paper. The White Paper proposals include a new route for skilled workers which will be open to anyone at RQF level 3 and above, irrespective of where they are applying from. This route will not be capped allowing all of those who meet our requirements to come to the UK and we intend to abolish the existing Resident Labour Market Test for highly skilled roles.</p><p><br>The White Paper also includes, as a transitional measure, a temporary workers route which will be open to anyone from qualifying countries, wishing to fill positions at any skill level, for up to 12 months. We do not intend to impose a cap on the number of people wishing to use the route.</p><p><br>In their report on the impact of EEA migration in the UK, the independent Migration Advisory Committee (MAC) recommended maintaining the existing system of salary thresholds.</p><p>The Government is undertaking an extensive programme of engagement with a wide range of stakeholders across the UK, over the course of this year, including with the private, public and voluntary sector and local government, as well as industry representatives and individual businesses before taking a final decision on the level of salary thresholds.</p>

star this property answer text <p>If a UK national has another nationality the Home Secretary does have the power to remove their British citizenship and prevent them from returning if she assesses that their presence would not be conducive to the public good. However, it is prohibited under international and UK law to remove the nationality of an individual when to do so would leave them without any nationality and, in effect, stateless.</p><p>Where it is not possible to deprive an individual of their British nationality and we cannot prevent their return, the individual will be investigated by the police and prosecuted where there is evidence that they have committed criminal offences. We also have a range of other powers available to protect national security. Terrorism Prevention and Investigation Measures (TPIMs) give the Security Service and police powers to enforce some of the most restrictive measures available in the democratic world to help manage the risk posed.</p><p>Temporary Exclusion Orders (TEO) were introduced in 2015 and enable the Government to disrupt and manage the return of a British citizen who is reasonably suspected to have been involved in terrorism-related activity outside the UK. The TEO power enables the Government to impose obligations on the individual after their return to the UK, for example regular reporting to a police station or attending appointments on a de-radicalisation programme.</p>

star this property answer text <p>The US operates border pre-clearance facilities at a number of international airports to allow passengers on flights to the US to clear US customs and immigration controls before they arrive in the US. The US Government seeks to negotiate such arrangements with the relevant UK airports, as any interested airport would need to adapt its operations accordingly. However the introduction of pre-clearance operations would also require approval by the UK Government. We continue to discuss pre-clearance with the US but no formal agreement has yet been reached.</p> more like this
