star this property answer text <p>This Government is absolutely committed to ensuring our welfare system is a strong safety net for those who need it. That’s why we spend around £50bn a year supporting people with disabilities and health conditions; approx. 2.5% of GDP and over 6% of all Government spending</p><p> </p><p>We have been very clear about the reasons we are making these changes to two of the activities within the PIP assessment criteria. Recent legal cases have broadened the way the PIP assessment criteria are interpreted. We need to clarify the criteria to restore the original aim of the policy and make sure we are giving the most support to those who need it most.</p><p> </p><p>These changes will not result in any claimants seeing a reduction in the amount of PIP previously awarded by DWP. It is not a change to the policy nor is it intended to make new savings.</p><p> </p><p>Many people experiencing psychological distress still qualify for PIP through other assessment criteria. In fact, more people with a mental health condition are getting higher payments for both PIP components, compared to the DLA equivalents.</p><p>Overall, 27% of PIP recipients with a mental health condition get the enhanced rate mobility component, compared to 9% receiving the higher rate DLA mobility component.</p>

star this property answer text <p>There is no condition based entitlement to Employment Support Allowance.</p><p>We will be working over the coming months with medical professionals and other stakeholders to develop functional criteria that will help us identify those with the most severe health conditions or disabilities, for whom repeat work capability assessments can be stopped.</p><p>Rather than a list of specific medical conditions, the criteria will be based on identifying claimants with the most severe health conditions or disabilities where it would be unreasonable to expect the individual to undertake any form or amount of work or work-related activity. This change will only apply to those placed in the Support Group and UC equivalent.</p> more like this

star this property answer text <p>The ‘Improving Lives – the Work, Health and Disability Green Paper’ sets out the Government’s proposals for improving work and health outcomes for disabled people and people with long-term health conditions. It seeks views on these proposals across a range of health, employer, welfare and societal issues; asking key questions like ‘what will it take to transform the employment prospects of disabled people and people with long-term health conditions?’. This consultation is still on-going and we are gathering stakeholder’s views on these proposals.</p><p> </p><p>As set out during the passage of the Welfare Reform and Work Act 2016, in addition to existing support we are investing in additional practical support for claimants with limited capability for work from April 2017, rising from £60m in 2017/18 to £100m in 2020/21. As set out in the Green Paper, employment support for claimants receiving Employment and Support Allowance includes provision in Jobcentre Plus, contracted employment programmes, and other spending such as Access to Work.</p>
