	answer	answer is ministerial correction date of answer 14/02/2020 answer text <p>In June 2019, the UK government set a legally binding target to achieve net zero greenhouse gas emissions from across the UK economy by 2050. We are the first major economy in the world to legislate for a net zero target, which will end the UK’s contribution to climate change. 2020 will be a vital Year of Climate Action across the UK, and we will be setting out ambitious plans in the run-up to COP26 to deliver on our world-leading net zero ambition.</p><p>Following our departure from the EU, the UK will be bringing forward its own, increased NDC well ahead of COP26. The UK NDC will be built on the foundations of well-established UK analysis and policy development for domestic climate change mitigation, used to set the UK’s fifth carbon budget (2028-32) and described in the Clean Growth Strategy. 	answer	answer is ministerial correction date of answer 17/03/2020 answer text <p>The Gulf Stream is a small part of a large, global-scale ocean ‘conveyor belt’ of circulation, driven by winds and by differences in temperature and salinity, known as the ‘Atlantic Meridional Overturning Circulation’ (AMOC). The AMOC has been measured since 2004 by an international observation system called RAPID, in which the UK plays a leading role. These measurements have shown a slowing over the last decade, however much of this may be from natural variability.</p><p> </p><p>A recent assessment by the Intergovernmental Panel on Climate Change (IPCC), published in the Special Report on Oceans and Cryosphere in a Changing Climate, found some evidence to indicate the AMOC has already weakened relative to the pre-industrial period (1850 – 1900), and finds it very likely that the AMOC will continue weakening over the rest of the 21<sup>st</sup> Century.</p><p> </p><p>A large slowing of the AMOC would be expected to cause more winter storms over northern Europe, a decrease in marine biological productivity in the North Atlantic and changes in sea level. These effects would be superimposed on the effects of climate warming due to greenhouse gases, and they are included in the climate model projections used by the IPCC. At this stage we do not have evidence that the observed weakening of the AMOC has had a detectable impact on the UK climate.</p><p> </p><p>The second Climate Change Risk Assessment (CCRA) published in 2017 identifies risks to flooding and coastal change as one of the UK’s top six risks from climate change. The second National Adaptation Programme (NAP) published in 2018, sets out a plan of actions across Government to address these risks (amongst others identified in the CCRA) over the following 5 years. The UK is committed to tackling climate change, which is why we bid to host COP26 in Glasgow in partnership with Italy. COP 26 must persuade a domestic and global audience that the zero carbon economy is the growth story of the next ten years, that this transition is irreversible and accelerating, and that it will be fair and inclusive. As the first country to legislate to end our contribution to global warming, the UK is leading by example as a global force for good.</p><p>COP26 is an international priority for FCO. The FCO is contributing to a strongly coordinated cross-Government approach to ensure ambitious climate action across the world, which protects the most vulnerable, while also addressing the scale of climate risk that the UK faces from climate change overseas. The FCO and Cabinet Office COP Unit are well integrated to ensure a coherent, well-coordinated diplomatic effort. The FCO has also recently appointed four Regional Ambassadors to support global engagement. The UK has c180 diplomats engaged globally on climate issues and FCO Climate and Energy Attaché Network has expanded by 50 local staff in FY19/20 to help deliver COP26.</p><p>Through this extensive diplomatic effort, bilateral and multilateral fora, working with governments, businesses, and civil societies, we are calling for all countries to: enhance greenhouse gas emissions reduction commitments (known as &quot;Nationally Determined Contributions&quot;); and bring forward long-term climate strategies.
