	answer	answer is ministerial correction date of answer 12/10/2017 answer text <p>Defra has not conducted any specific surveys of the economic value of the recreational bass fishery over the last ten years. The Defra ‘Sea Angling 2012’ research project found that, in 2012, sea anglers resident in England spent £1.23 billion on the sport. It is not possible robustly to separate out figures specifically for recreational bass fishing.</p><p>Bass conservation measures have been introduced by the EU in response to advice from the International Council for the Exploration of the Sea on the very poor state of the stock. Alongside a significant reduction in commercial landings, these measures are aimed at reducing mortality while the stock recovers, in order to secure the long term future of bass fisheries. The EU measures from 2015 onwards were also applied to the recreational sector as scientific advice in 2014 indicated on the basis of earlier angling surveys that up to 25% of total bass removals were estimated at that time to be accounted for by bass anglers.</p><p>A specific cost estimate of the effects of the EU bass recovery measures on the recreational sector by limiting retention of catch by anglers has not been conducted. Arriving at a reliable assessment, particularly given that catch and release activity has not been restricted, would be challenging. There would need to be a wide range of factors covered in such an evaluation, including the reduced availability of bass while stocks are recovering, and the need to take into account the longer term costs of failing to apply sufficient bass recovery measures across all fishing sectors. The Secretary of State made it a priority to engage with Scottish and Welsh Government counterparts by making phone calls during his first week of office.</p><p> </p><p>This summer, the Secretary of State meet with the Scottish Government Cabinet Secretary, Fergus Ewing, at the Royal Highland Show on 22<sup>nd</sup> June, and the Welsh Government Cabinet Secretary, Lesley Griffiths, at the Royal Welsh Show on 24<sup>th</sup> July. The Secretary of State also met with the Permanent Secretary in Northern Ireland’s Department for Agriculture, Environment and Rural Affairs (DAERA) at the Antrim Show on 22<sup>nd</sup> July.</p><p> </p><p>Minister Therese Coffey met with Fergus Ewing MSP during a forestry visit to Scotland on 27<sup>th</sup> June.</p><p> </p><p>The Secretary of State met ministerial counterparts in the Welsh and Scottish Governments, along with a senior official from DAERA (NIE), on 25<sup>th</sup> September for on-going discussions on the UK’s withdrawal from the EU. 	answer	answer is ministerial correction date of answer 15/03/2018 answer text <p>Badgers removed under licence between 2013 and 2015 were not routinely tested for TB.</p><p> </p><p>In 2013, four badgers removed were tested at the specific request of landowners. The tests were carried out privately by independent veterinary surgeons and one badger was confirmed to be infected with TB. This information is publicly available: <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/323530/RFI_6489.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/323530/RFI_6489.pdf</a>.</p><p> </p><p>In 2016 we initiated development of a badger TB surveillance programme in nine cull areas in the High Risk Area of England. A report on the results from tested badgers is publicly available: <a href="https://www.gov.uk/government/publications/bovine-tb-surveillance-in-wildlife-in-england-2016-to-2017" target="_blank">https://www.gov.uk/government/publications/bovine-tb-surveillance-in-wildlife-in-england-2016-to-2017</a>.</p><p> </p><p>In 2017, 84 badger carcasses from one cull area were submitted for TB testing as part of a research project to develop and validate novel techniques for diagnosing TB in badgers. A further nine carcasses from a different cull area were also submitted for TB testing as part of a commercial collaboration. This assessment considers: short-term and long-term risks; risks arising from possible residues in food; and specifically addresses risks to children. If the assessment suggests that there may be risks to health, authorisation is not granted.</p><p> </p><p>There is a comprehensive government programme of monitoring of pesticide residues in food to determine whether food available to UK consumers complies with the statutory residue levels and is safe. 	answer	answer is ministerial correction date of answer 18/10/2017 answer text <p>The EU (Withdrawal) Bill will convert the existing body of direct EU animal welfare laws to become UK laws. Most of these EU laws relate to farmed animals and many were passed after Article 13 of the Treaty on the Functioning of the European Union (TFEU) came into effect.</p><p> </p><p>Article 13 of the TFEU created a qualified obligation on the EU and EU Member States “to have full regard to the welfare of animals [as they are sentient beings]” when formulating and implementing certain EU laws.</p><p> </p><p>We are exploring how the ‘animal sentience’ principle of Article 13 can continue to be reflected in the UK when we leave the EU.
