The Department undertakes due diligence in advance of the award of contracts. HS2 Ltd carried out additional due diligence and sought re-assurance of both it and its two partners in the Joint Venture, Kier and Eiffage, that they remained committed and able to deliver the contracts. Each company's Boards have both given that assurance and confirmed that they underwrite the performance of each other in delivering the contract. It does not reflect the final service contract value. The service contract awarded has a budget of £55,000 per annum. As this is a call-off contract and the spend fluctuates on how many times HS2 is mentioned in the media the total value will not necessarily be the total spend.</p><p> </p><p>HS2 Ltd competitively tendered this contract requirement to ensure best value to the taxpayer in line with statutory and other requirements. Commercial submissions were evaluated by HS2 Ltd as part of the tender, combined with technical outputs, with the aim of ensuring best overall value was obtained. We are determined to deliver HS2 within its total Funding Envelope and have set HS2 Ltd cost targets to deliver the programme below this amount.</p><p> </p><p>Expenditure on HS2 from 2009/10 to 2016/17 is £2.3bn. The increase is a reflection of Government’s commitment to provide the biggest investment in transport infrastructure in generations.
