unstar this property answer text <p>The number of claimants whose award has ended and were waiting for their new claim to be processed is not in the public domain.</p><p> </p><p>New statistical information cannot be released via a Ministerial Statement. Under <a href="https://code.statisticsauthority.gov.uk/the-code/" target="_blank">the Code of Practice for Statistics</a>, statistics must be published so that they are equally available to all, not given to some people before others.</p><p> </p><p>The statistics cannot be provided in response to a parliamentary question because the information requested is not readily available and to provide it would incur disproportionate cost. For PQs, there is a requirement to produce information to the same quality standard as Official Statistics. To assess the completeness of recording and quality assure the figures requested to this standard would take in excess of the time permitted to respond to a PQ and therefore incurs disproportionate cost.</p><p> </p><p>In response to part (d) of question 10306, we always aim to make an award decision as quickly as possible and are treating as a priority advance claims, where a person’s previous fixed term award has ended. We are working with Assessment Providers to arrange assessment appointments as soon as possible. Where a person is found to still be eligible for PIP their award is backdated to the point they claimed, so no one loses out financially.</p>

unstar this property answer text <p>Claimants may use their own equipment to record their Personal Independence Payment (PIP) face to face assessment, should they wish to, as stated in the PIP Assessment Guide (PIPAG). Certain devices that are capable of editing, real-time streaming or video recording the session are not approved. Non-approved devices include (but are not limited to) PCs, tablets, smart phones, MP3 players, smart watches, and devices that are not capable of providing a verifiable media copy that can be easily checked during the assessment. Acceptable formats for such recordings are restricted to CD and audio cassette only.</p><p><strong> </strong></p><p>We are currently working with providers to deliver an audio recording service for face to face assessments, which resumed on 17 May 2021, that removes the requirement for the claimant to provide the equipment and we aim to complete this as soon as practically possible.</p><p> </p><p>Following assessment, a complete and accurate copy of the recording will be created for both parties. This will ensure that both the claimant and the department have access to an identical copy of the recorded assessment. It is not possible for the HP to provide the claimant with a copy of the audio recording in an acceptable format at the end of the assessment, however, a copy of the recording will be sent to the claimant following the assessment by secure delivery.</p><p> </p><p>The department has worked closely with both PIP assessment providers to ensure the storage of recordings meet the required DWP Security Standards. Access to recordings in the provider space is strictly limited, monitored and controlled. Those who have access will only do so for the purposes of producing a claimant copy of the recording, for complaint resolution purposes or for benefit decision appeal proceedings.</p><p> </p>

unstar this property answer text <p>We are committed to ensuring that people can access financial support through Personal Independence Payment (PIP) in a timely manner. We always aim to make an award decision as quickly as possible, taking into account the need to review all available evidence.</p><p>We are currently operating within expected levels. Average clearance times from initial claim to a decision being made for new claims are currently 19 weeks (January 21), including the time permitted to complete and return their “How your disability affects you” questionnaire, which is the same as average clearance times achieved in January 2020.</p><p> </p><p>In September 2020, 64,600 people registered a claim for PIP, of which 58,130 were referred for an assessment.</p><p>In the latest available data, to 31<sup>st</sup> January 2021, 32,330 of these were returned from the Assessment Provider within 4 months of registration, and 25,800 of these were returned after 4 months/are still outstanding.</p><p> </p><p> </p><p><strong>Notes</strong></p><p><strong> </strong></p><p><strong>Source: PIP ADS</strong></p><p> </p><ul><li>PIP analytical data held by the Department does not contain the date the assessment takes place. As a proxy, we use the date an assessment was returned from the Assessment Providers to the Department. unstar this property answer text <p>Personal Independence Payment (PIP) is claimed by people with a range of health conditions and disabilities, many of which are degenerative or life limiting and the Department treats the death of any claimant sympathetically. Claims made under Special Rules for Terminal Illness (SRTI) are fast tracked and are being cleared in 4 working days on average (as at the end of January 2021, the latest available published data).</p><p> </p><p>The cause of death of claimants to PIP is not collated centrally by the Department.</p><p> </p><p>390 people died whilst waiting for a decision on their PIP claim between 1<sup>st</sup> and 31<sup>st</sup> January 2021, the latest date for which published data is available. For context, 62,330 claims were submitted for PIP over the same period. Note that the stated number of deaths includes people who submitted claims before January 2021.</p><p><strong> </strong></p><p><strong>Notes:</strong></p><p><strong>Source: PIP ADS and Customer Information System </strong></p><p><strong> </strong></p><ul><li>These figures include claims made under normal rules and special rules for terminally ill claimants and include new claims and Disability Living Allowance (DLA) to PIP reassessment claims.</li><li>If a claimant dies before a decision is made on an outstanding claim, the Department establishes whether the claimant’s representative or next of kin wishes to proceed with the claim. If not, the claim is withdrawn.</li><li>This is unpublished data. It should be used with caution and it may be subject to future revision.</li><li>PIP claimants are included if they died in January 2021 and a PIP claim was registered before their date of death and was cleared after their date of death.</li><li>Claimants’ dates of death are as recorded on the system at 11<sup>th</sup> May 2021 and may be subject to change.</li><li>Data covers Great Britain only.</li></ul><p> </p><p>Under the Social Security (Notification of Deaths) Regulations 2012 and s125 of Social Security Administration Act 1992 date of death is provided to the Department for all registered deaths. Additionally, next of kin also provide information on the date of death of an individual and this information is used appropriately in the administration of Departmental benefits.</p><p> </p><p>The PIP data includes claims made under normal rules and special rules for terminally ill claimants, as well as new claims and Disability Living Allowance (DLA) to PIP reassessment claims.</p>

This is a proxy for the length of time the claimant has waited for an assessment, because data on the dates that assessments took place is not held by DWP.</p>
