unstar this property answer text <p>We work closely with international partners including the International Labour Organisation, industry, and unions to monitor seafarer welfare standards through ongoing dialogue, and to collaborate in enhancing seafarer welfare standards. In July 2022, we published a report on seafarer suicide to support this work. This is in addition to our Nine-Point Plan for Seafarers, which will improve seafarer employment protections and welfare.</p><p> </p> more like this

The Route Map has a dedicated section on People and Skills and sets out progress on the Seafarer Protections Nine-Point Plan. Over £2.4m funding was announced alongside publication of the Route Map to support maritime skills, diversity, careers and seafarer wellbeing.</p><p> </p> more like this

unstar this property answer text <p>The Government has ensured the UK has remained open for seafarers of all nationalities throughout and post pandemic – whether that’s to take shore leave, receive vaccines, or be repatriated. The UK is proud that it has treated all seafarers properly in line with established international conventions. The government remains committed to the welfare of seafarers, and work continues to strengthen legislation in this area.</p><p><strong> </strong></p><p>Key workers provide essential services which keep the country functioning. Seafarers are regarded as key workers due to the critical work they carry out to keep our maritime trading routes open. Whilst COVID related restrictions in the UK ended in April 2022, seafarers retain key worker status.</p> more like this

unstar this property answer text <p>We remain committed to maximising the employment of UK seafarers. That is why we support a proportion of the cost of seafarer training though our £30m Support for Maritime Training fund. A range of maritime apprenticeships are also available.</p><p>Maritime 2050’s workforce vision focused on good maritime welfare. We are working to improve and reform seafarer employment protections and welfare, ensuring they are paid and treated fairly, irrespective of flag or nationality.</p><p>On 30 March, the Secretary of State for Transport announced his intention to change the law so that seafarers working on vessels that regularly use UK ports are paid at least the equivalent to national minimum wage, irrespective of the nationality of the seafarer or flag of the vessel.</p> more like this

We remain committed to the training of seafarers with the MSC cadet review feeding into our forward planning and we have developed a range of apprenticeships for UK ratings.</p><p> </p><p>Over the last five years the Maritime and Coastguard Agency (MCA) has introduced a more flexible pathway for UK seafarers to qualify as ratings. By allowing the qualifying seagoing service to take place in categorised waters and on smaller vessels of at least 15 metres, the MCA have allowed those working on workboats, domestic ferries, yachts and other smaller vessels to qualify as an STCW rating.</p><p> </p><p>These measures will improve employment opportunities for UK ratings both domestically and internationally.</p><p> </p>

unstar this property answer text <p>Measures such as the amendments to the national minimum wage and the points-based visa system will increase opportunities for UK seafarers in the UK domestic market and set a minimum salary level.</p><p>We remain committed to the training of ratings. A range of apprenticeships are available for UK ratings, all have been established over recent years. Apprenticeships policy is devolved so there are different ratings apprenticeships available in England and Scotland.</p><p>In England, Able Seafarer (Deck), Maritime Electrical/Mechanical Mechanic and Maritime Caterer are offered. In Scotland, Deck Rating, Engine Room Rating and Hospitality with Maritime Enhancements are available.</p><p>Over the last five years the Maritime and Coastguard Agency (MCA) has introduced a more flexible pathway for UK seafarers to qualify as ratings. By allowing the qualifying seagoing service to take place in categorised waters and on smaller vessels of at least 15 metres, the MCA have allowed those working on workboats, domestic ferries, yachts and other smaller vessel to qualify as an STCW rating.</p><p>These measures will improve employment opportunities for UK ratings both domestically and internationally.</p>
