star this property answer text <p>Around 900 people have travelled from the UK to engage with the conflict in Syria and Iraq, against the advice of the Foreign Office. Of these, approximately 20% have been killed in the conflict and around 40% have returned to the UK.</p><p>We can confirm that in the last 12 months there have been a small number of British children who have left Syria and returned to the UK via third countries.</p><p>The Government’s priority is the safety and security of the people who live here. All of those who have returned, have been investigated and the majority have been assessed to pose no, or a low security risk.</p> more like this

star this property answer text <p>The Government has formulated a combined response to the Member’s questions given the connected nature of the questions.</p><p> </p><p>23 Chaplaincy Intervention Providers (IPs) have been selected to deliver the Theological and Ideological Interventions (TII) Programme in prisons. All Chaplaincy IPs are existing HMPPS Chaplaincy employees – recommended by HMPPS Counter-Terrorism specialist frontline staff, and subject to Government vetting and due diligence checks.</p><p> </p><p>They were selected based on experience, knowledge and skills in challenging extremism, including but not limited to strong communication skills, experience in supporting the rehabilitation of TACT and TACT-connected offenders, and previous theological training.</p><p> </p><p>It would be inappropriate to release the names of the Chaplaincy IPs, as these are operational staff who are not Senior Civil Servants.</p><p> </p><p>The onboarding of Chaplaincy IPs includes an initial week-long training package on how to deliver one-to-one interventions, theological and ideological narratives and counter narratives; and, psychological therapeutic approaches. Training is delivered and reviewed in partnership with local Counter-Terrorism teams, and other practitioners working in complementary fields. Chaplaincy IPs also receive ongoing training, support and feedback via headquarters, their local counter terrorism teams, and external practitioners.</p><p> </p><p>We are not in a position to release the Chaplaincy IP training materials. This is because the likely threat to the good order and security of prisons, and the implications of this for prisoners and staff, favours non-disclosure of information detailing operational procedure such as guidance around extremist behavioural indicators and staff reporting and case management of offenders’ extremism risk.</p>

star this property answer text <p>This Government recognises the discrimination and intolerance faced by Muslim communities and the UK has a robust legislative framework in place to respond to hate crime.</p><p>The Government has taken steps to combat anti-Muslim Hatred including supporting Tell MAMA (Measuring Anti-Muslim Attacks) with just over £2.8m between 2016 and 2020 to monitor and combat anti-Muslim hatred.</p><p>In addition, the Places of Worship protective security funding scheme, which provides security measures for mosques and other places of worship, has been allocated £3.2m for 2020-21 - double what was awarded last year.</p><p>This Government is committed to continuing the promotion of shared values among people of all backgrounds through sustainable social integration and meaningful civic participation whilst tackling and preventing religiously and racially discriminatory behaviour and those acting against others because of their faith or race. Therefore, we have launched a competitive grant scheme for 2020-21 to support projects in this space, with a budget of up to £2M.</p>
