Information on other authorities will be provided by the review my Department will shortly be carrying out about the way local authorities have used the funding provided following the abolition of the discretionary Social Fund. We are making arrangements with local authorities regarding this. A copy of the findings will be placed in the House Library.</p><p> </p><p>There has never been a commitment to provide specific funding beyond 2014/15. On the basis of experience on the ground since support was localised, central government believes that it makes most sense for councils to choose how much funding to allocate to these services in their areas in future - according to local priorities and needs - and how to provide such support.</p><p> </p><p> </p>

unstar this property answer text <p /> <p>The Department for Work and Pensions does not have a clearance time target nor does it have information about average clearance times.</p><p> </p><p>It plans to introduce a clearance time target for all benefits, starting with ESA from April 2016.</p><p> </p><p>It plans to incorporate information on mandatory reconsideration clearance times into the relevant existing regular statistical publications. However, before decisions are made DWP statisticians need to make sure that the data is accurate and fit for purpose. When a decision has been made and as each publication is ready, we will pre-announce the improvements in accordance with the UKSA release protocols.</p> more like this

At that same point there were 15,000 reassessment claims awaiting an assessment.</p><p> </p><p>The Department is currently considering the medium and longer-term recommendations made by Paul Gray in the first Independent Review of Personal Independence Payment (PIP) and will respond in due course.</p><p> </p><p>As we made clear against this recommendation in the Government’s initial response to the review, understanding how the PIP claiming process is working and how it affects people is very important. As part of our performance monitoring, we are considering how we could best implement a comprehensive evaluation strategy which builds on the early evaluation research already published in July 2014.</p><p> </p><p>As the published statistics demonstrate, by 28 January 2015 the average claimant was waiting 14 weeks for an assessment, down from an average 30 week wait in July 2014. unstar this property answer text <p>Information as to how many National Insurance numbers were in use at the end of (1) 2013 and (2) 2014 could only be provided at disproportionate cost.</p><p> </p><p>Non-British nationals, including those with time-limited visas, must be able to prove their identity, have a lawful immigration status and permission to work in the UK before they are entitled to a National Insurance number.</p><p> </p><p>The Department for Work and Pensions does not cancel National Insurance numbers. This is because a National Insurance number, even if only used for a limited period, links an individual to their National Insurance contributions record which may be relevant in any future claim to benefits or State Pension.</p><p> </p><p>The Department for Work and Pensions is provided with information by National Offender Management Service relating to all prisoners received into custody. On receipt of this information checks are undertaken by DWP to identify any benefit recipients. If benefit is in payment to any individual identified from this information the claim will be reassessed and DWP systems updated to reflect the change of circumstances.</p><p> </p><p>There are no plans to take steps to ascertain how many non-British nationals hold United Kingdom National Insurance numbers.</p>
